At the arbitration Tribunal for Brcko in Vienna, the RS Prime-Minister Dodik said that this town can only belong to the RS, explaining that this would stabilise his government. Dodik also said that he opposes to Brcko as a district, because it would be a source of instability. He added that the RS Government will resign if any other decision is made. Dodik also said appealed on war criminals to surrender voluntarily, because the RS Government has no instruments for their arrest. Federal representative Muratovic asked for precise definition of deadlines regarding the hand-over of the Brcko harbour to the BiH Federation. Representative of the Croat Citizens’ Council, Komsic expressed his doubts that the refugees from Brcko would be approved to return by the RS Government, because it is de facto under Milosevic’s control.

(BiH TV News comment – When such an effective action has been carried out, such is arrest of Goran Vasic, suspected murderer of former BiH Prime-Minister Turajlic, strange things are happening, including the controversial statement of international representatives who also characterize demonstrations in the RS as democratic happening of the people.) About 500 Serbs blocked the road to Trnovo, nearby borderline at Kula. Several vehicles with Federation citizens were blocked, while SFOR spokesman Garnaud claimed that there was no detained persons and that this is a peaceful protest. While French SFOR is blocking the road with armoured vehicles, the Serb citizens announced they will start to build a wall between Federation and the RS. UN spokesman Ivanko said three days ago that two arrested Serbs are feeling well and have no complains, however opposite to these announcements, Ivanko today said that during the arrest of Goran Vasic, Sarajevo policemen used exaggerated violence and beaten Vasic without any reason, while lying on the ground. Ivanko said that IPTF visited Vasic in prison and determined bruises on Vasic’s body. Ivanko also said that IPTF will press charges against policemen who were in charge that day.

Five detonations were registered last night in Mostar, as announced by Herzegovina/Neretva Canton MUP. MUP Minister deputy Dziho asked IPTF representatives to approve the establishment of a joint police checkpoint in the part of Mostar where the explosions occurred. SFOR and IPTF would also be present at this checkpoint.

Tomorrow’s implementation of the election results in Srebrenica will be the test for the new RS Government and for the International Community, considering the last incident that happened on the occasion of establishing the municipality council.

Party ZA BiH announced that if the quotes of the Sarajevo daily are correct, HR deputy Schumacher said that CoM Co-chairman Silajdzic’s favourite subject is non-realisation of Dayton. It was also announced that the Party ZA BiH Commission considers that the task of Mr. Schumacher is to implement the regulations of DPA, and not to judge patriotism of certain political persons in BiH.

The RS President Plavsic visited France today. The French President accepted Plavsic’s visit, showing the support of France to all co-operative Serbs who want the DPA implementation. During her visit to Paris, Plavsic will try to gain the support of France regarding the decision on Brcko.
