De-mining project launched

 

BH Radio Sanija Saljihi – UNDP sponsored demining project has been launched today in Vogosca, Sarajevo . The analysis estimates that there are about 1.3 million unexploded devices in BiH occupying about 4% of the territory. 

Update to Dodik-Kondic trial

 

RS Radio – During today’s resumption of the trial against Milorad Dodik and Novak Kondic before Banja Luka Basic Court, defence has started with evidence presentation. Trial is to resume of 8th September.

BiH farmers do not want to talk to Minister Doko

 

RHB, Pink, BHT, Hayat, FTV, RTRS, Oslobodjenje pg 4 ‘Farmers do not want to talk to Doko’, Dnevni Avaz pg 2 ‘Farmers revolted over announcement they will negotiate with Dragan Doko’, Glas Srpske pg 4 ‘A lesson for minister’ by N. Z. – The BiH Farmers’ Association welcomed the BiH Council of Ministers decision to start negotiations with the agricultural producers/workers, who are protesting in front of the BiH institutions building for the 45 days now. But, in the same time, farmers are revolted by the fact that Minister of Foreign Trade and Economic Relations Dragan Doko has been authorized to lead those negotiations, because – as they say – he is one of the greatest enemies of agriculture. The BiH Farmers’ Association urged relevant institutions to remove Doko from his post, because it is obvious that he supports import lobbies.

Negotiations on annex to Free Trade Agreement btwn BiH and Cro to begin

 

Dnevni List ‘Negotiations on annex to Free Trade Agreement begin’ by M. Karacic – A member of the Board for Implementation of the Free Trade Agreement between BiH and Croatia Damir Leko stated that according to the information that he has, an annex to the Free Trade Agreement would be discussed, however, the date on which the negotiations on this issue would start is not known yet.

DA on 5C Corridor: Construction of highway to Visoko to be completed only in middle next year?

 

Dnevni Avaz cover pg splash ‘Highway to Visoko in middle next year?’, pg 3 ‘It is possible to finish highway in middle next year’ by I.Sinanovic – The article is about construction of a part of 5C corridor on the route Visoko-Podlugovi, which will not be completed as planned (by January/February 2006), but instead by the end of first half of next year, as workers claims. Mirsad Dizdarevic, Director of the Traffic Institute of Sarajevo Construction Faculty, says that first half of next year should see the route operational, admitting there are some delays of technical nature.

Pink feature on possible consequences of VAT

 

Pink Milka Mrdja – FBiH Chamber of Commerce thinks that implementation of VAT will result in escalating of economic issues, if nothing is done on protection of domestic production. RS Chamber of Commerce and many of economic analysts seem to agree with this assessment. Chairman of Economic Chamber of Region Banja Luka, Mladen Micic thinks that implementation of VAT will produce problems, being that State still hasn’t developed social programs or defined who will be beneficiaries of that program. Micic added that weaker companies in BiH will experience decrease in profit, being that increase of prices will decrease buying power of citizens. Economic analyst, Borislav Bijelic explained that prices of products, which now have lower rate of sale tax, will increase, stressing that implementation of VAT will also result with closure of certain stores, which again will result with increase of unemployment rate. Bijelic stressed that it is no surprise if organized expressions of dissatisfaction happen, even if they increase to social revolutions.

NN on VAT implementation: Poor people will pay the cost of inefficient administration

 

Nezavisne Novine pg 3, announced on cover ‘Poor people will pay the cost of inefficient administration’ by M. Cubro – A professor at the Faculty of Economics in Sarajevo, Izudin Kesetovic, believes the poorest categories of the population will suffer the most of consequences of the introduction of VAT, because the basic groceries would become more expensive. Bojan Zec Filipovic, advisor to CoM Chairman, has stated CoM cannot develop social programs since social policies are under constitutional competences of RS entity and F BiH Cantons. According to NN, F BiH Minister of Labor and Social Policy [name not mentioned] has stated F BiH Government has no intention to develop any social programs and added if pensioners do not have enough incomes, they should rent their apartments.

Idea to form emergency fund for returnees to be made concrete this week

Kozina – The idea to launch an emergency fund for offering more efficient and faster assistance to returnees should be made concrete during this week after the meeting of the BiH Minister for Refugees and Displaced Persons Mirsad Kebo and High Representative Paddy Ashdown with organizations that offer donor’s assistance such as UNDP and UNHCR. 

FBiH Budget: Debt created by loans given to politicians amounts to 3,4 million KM

 

Nezavisne Novine pg 3 ‘Debt for favorable loans given to politicians amount 3,4 million KM’ by R. Cengic – Sarajevo Canton Ministry of Finances confirmed loans with interest rate of 1% were given to politicians and outstanding cultural and sports workers. The debt for these loans, given in the course of 1999 and 2000, reached 3,4 million KM on December 31, 2004, as the office for the Audit of F BiH budget had stated. The loans were approved in line with a decision of the Canton Assembly, Chairman of which was Mirsad Kebo at the time.

Oslobodjenje on the spot: There is no Karadzic at Jovan-Do

The daily carries statement of Ostrog Prior Jovan denying these media claims, further reporting on the visit and a tour of its team to this facility.

Popovic – Italian daily “Giorno” writes that arrest of Radovan Karadzic is matter of hours, claiming that Karadzic has lost all support and has nowhere to hide. In last few days Italian press deal with preparations for Karadzic’s arrest and Republic newspaper wrote that surrender to ICTY was very profitable for families of ICTY indictees, stressing that “in the Balkans even crime is profitable”. According to the newspaper, some 20 ICTY indictees weren’t captured by NATO, but they have surrendered after long negotiations, which were based on financial support to their families. The newspaper speculates that €5 millions are offered to Ratko Mladic for his surrender.

Orthodox Bishop Grigorije urged Karadzic to surrender

 

BHT, RTRS, Glas Srpske pg 2 ‘Surrender as sacrifice’ by Srna – Orthodox Church Bishop of Herzegovina Grigorije urged Radovan Karadzic and other Hague indictees to surrender and to sacrifice themselves for their people. If his wife can urge Karadzic to surrender for his family’s sake, then I can urge him to surrender for his people’s well being, Grigorije said in his interview for Belgrade BK television.

SiCG legal representative Stojanovic: Holland has no grounds to sue SiCG

 

Nezavisne Novine pg 4 ‘Holland has no grounds to sue SiCG for genocide’ by V. P. – Legal representative of SiCG before the International Court of Justice at the Hague Radoslav Stojanovic says the offer of former BiH legal representative Francis Boyle, who offered the Holland Government to withdraw the lawsuit of BiH against it over Srebrenica crimes if it sues SiCG in return, was inappropriate. Stojanovic believes Holland has no grounds to sue SiCG over this.

 

 

Judiciary

Paul Garlic who tries ‘Covic and others’ submitted resignation

Kresic, V. Rupcic say that British legal expert Paul Richard Garlic refused to be in charge of the court procedure for the Covic-Lijanovici case. Garlic justified such decision by saying that he came to BiH to work on processing of war crimes and not to be engaged in the cases dealing with the organized crime and corruption since he can be engaged in such cases in the UK as well. VL says that such Garlic’s decision additionally raises doubts that a part of the International Community directs the whole Covic-Lijanovici case since Prosecutor Matts Matson, who was on charge of the investigation, refused to sign the bill of indictment on this case. VL also says that Garlic stated that after his aforementioned decision he talked with British Ambassador to BiH Matthew Rycroft and OHR officials in charge of the BiH Court ’s work. According to VL, it is interesting that the OHR did not want to say anything about the Garlic’s resignation, while people from the British Embassy said that they do not know about the meeting of Rycroft and Garlic. 

 

 

Political Developments/Reforms

VL comments on BiH’s prospects to join EU

 

Vecernji List pg 4, mentioned on cover ‘BiH in EU – never!?’ by D. Jazvic carries that officially within the EU 2014 is most frequently mentioned as the year when BiH might become a full EU member. VL also says that on the other hand American analysts are much less convinced that BiH might become a full EU member by 2014 and they ground such stands on internal disagreements in BiH, as well as on the problems which emerge within the EU itself such as non-adoption of the budget for the period 2007-2013. The article also quotes the National Intelligence Council led by former US Ambassador to BiH Richard Kauzlarich that claims in his report called ‘Projection of global future 2020’ that in case that the EU does not implement an internal reform the process of the EU expanding might be completely stopped and in this way BiH and some other countries from the region might stay in front of the EU door forever. 

VL: Serb representatives ready to accept police reform under certain conditions

 

Vecernji List pgs 4 and 5 ‘BiH threatened with isolation’ by M. Ivesa carries an article on the police reform and VL claims that according to the sources close to the International Community the RS authorities are ready to support a new re-organization of the police under certain conditions. The first condition is the one according to which along with the police centre in Tuzla another police centre in Bijeljina would be acting as well. Also, apart from the regional police centre in Mostar, the police centre in Trebinje would be formed as well and it would get under its ingeneration the Ravno Municipality , which is situated in the Federation of BiH.   

Update to implementation of agreement on harmonised political activities of RS parties

 

Nezavisne Novine pg 6 ‘Dead letter on a paper’ by V.Popovic – The political parties-signatories of the Agreement on principles of harmonised political activities are of the view that eight months after, this agreement represents “a dead letter on paper with no chance for revival”. The opposition is of the view that the ruling parties (SDS and PDP) have betrayed the agreed principles, since they allowed destruction of the constitutional position of the RS. Ognjen Tadic, political advisor to Dragan Cavic, who is also in charge of implementation of this agreement, says that the Agreement has never been out of effect, adding that political subjects that have signed it should raise the issue of Agreements’ existence.  

Interview with SDP BiH leader Lagumdzija: The authority rests for entire year

 

Nezavisne novine pg 5, announced on cover ‘The authority rests for entire year’ by V. Popovic – In a page long interview to NN, SDP President Zlatko Lagumdzija accused the current authority of failure to develop a social program that would soften economic impact on citizens’ revenues after VAT is introduced. He said the authority ‘instead of resolving social issues of citizens facing poverty, as well as other reforms, is taking a collective vacation’. He emphasized only elections can change such a situation in BiH and he is certain reforms in BiH will not be implemented in BiH ‘until October next year, when elections are to take place’. Asked whether he thinks politicians would be able to reach a compromise regarding the police reform, Lagumdzija said they will, most probably, reach some kind of an agreement on police reform with four-five years long deadline for the implementation and he added: ‘the authority will only create an illusion they have done something just to please Ashdown and their mentors. That is their goal.’
