The BiH Prosecutor’s Office on 28 June pressed charges against Fazlic for abuse of office, accepting bribe and failure to report crimes, meaning releasing and holding of confidential Interpol information. Senad Kobilic, accused of assisting Fazlic,also pleaded not guilty. Trial date for both should be determined in 60 days.

BHTV 1 – BHTV 1 argues that Fazlic’s case brought great damage to BiH Interpol, as he BiH Prosecutor’s office accuse him and Kobilic for extorting money from Zijad Turkovic and Bakir Ibrahimovic, and in return he hide Interpol warrants against them.

RHB, RTRS, Dnevni List pg 4 ‘BiH and SCiG secret services look for Karadzic and Mladic’ not signed, Vecernji List pg 2 ‘BiH and SCiG secret agents look for Karadzic and Mladic’ by F  – On Thursday, the Chair of the BiH Council of Ministers, Adnan Terzic, confirmed that the security services of BiH and Serbia-Montenegro are mutually searching after the indicted war crime suspects, Radovan Karadzic and Ratko Mladic. Terzic, who is visiting Montenegrin summer resort Milocer at invitation of the President of SiCG, Svetozar Marovic, confirmed that they have talked about bringing Karadzic and Mladic to justice.

Oslobodjenje pg 5 ‘Secret police searching criminals together’ by Onasa – “We in BiH and SCG have managed to ‘link’ the state institutions, intelligence services and security structures in order to work together more actively with the aim of creating the preconditions for extraditing these persons to the Hague Tribunal”, Terzic told Podgorica newspaper “Vijesti”. He indicated the fact that BiH and SCG share a very long border and that it is necessary to make a system, “if nothing else, to prevent the ICTY indictees from traveling from one country to another”.

BHTV 1, Dnevni Avaz pg 2 ‘Will BiH and SiCG soon establish joint police for arrest of war criminals’ by S.N. – Terzic said that it would be good for BiH and SiCG authorities to reach an agreement on establishing a joint police team to work only on search and arrest of war crimes suspects and which would be able to cross borders between countries.  “According to the present situation, there are indicationd that we have some, let me say, positive political climate in SCG and similar will happen in RS,” Terzic added.

Nezavisne Novine, pg. 3 ‘They would like to work jointly and arrest separately’ not signed – ‘For a long time now, some say that Karadzic, Mladic and others are crossing the border between BiH and SiCG. I think it is important that the intelligence services and other security services of the two countries do everything possible to prevent this and to arrest war crimes indictees. I did not say that the intelligence agents should work together but I said one should oblige institutions to cooperate and exchange information’, Terzic said during his visit to SiCG.

Exhumation of new mass grave near Foca started

 

Dnevni Avaz pg 3 ‘First remains found seven metres below the stones RS authorities used to hide their crime’, mentioned on cover ‘Bodies of 16 victims exhumed on the first day’, by H. Handzic – FBiH Missing Persons Commission has started with the exhumation of the newly found mass grave near Foca, for which it believes to have remains of about 160 victims. DA brings that on the first day, Commission has exhumed remains of 16 victims, believed to be civilians taken away from Kalinovik and Gacko in 1992.

Dani int with Cavic on war crimes, report on Srebrenica

 

Dani pgs 12-15, pg 73 ‘SDS is not exclusive representative of the Serb people’ – Interview with RS President and SDS leader Dragan Cavic. “I was shocked by the Srebrenica Commission report, making of which I was following from the very beginning, and the Commission findings,” said Cavic adding that the document had provoked him to address the RS citizens and tell them that the crime had been committed in Srebrenica. Asked why then he had not gone further and pointed at other crimes committed in RS, Cavic said that the time had come for the crimes to be transferred from the sphere of politics to the sphere of justice. Commenting on the allegations that Bosnian Serbs and RS are being held hostage by Radovan Karadzic, Cavic says he would not agreed with this. “I would rather say that RS has a serious problem with non-cooperation with The Hague,” said Cavic. Regarding the dismissal of 59 RS/SDS officials by the OHR, Cavic says he would unreservedly support the move if he has been presented even with a single concrete evidence on their links with Karadzic.

Dodik says RS must solve issue of war criminals at large once for all

 

Dnevni Avaz pg 5 ‘Njegus hides criminals and war crimes indictees’, mentioned on cover ‘Njegus hides criminals’, by Sead Numanovic– In an interview to DA, leader of SNSD, Miloran Dodik, announces that he will, once he get to the power in RS, immediately establish special police task group which would deal with the war crimes issues exclusively. “People leading police in RS now are behaving alike SFOR used to. They tell us they’ll arrest some war crimes suspects if they happen to meet them. Instead, new organizational structure is needed which would and should deal with this issue on daily basis. This issue must be solved in RS once for all,” Dodik said. Asked allegations he made against RS Police Director, Radomir Njegus, Dodik says that he possesses information that Njegus has been involved in the crime activities regarding the vehicles thefts, but also to head network that assists Radovan Karadzic. “I keep saying this for longer time. There are people within authorities and RS Interior Ministry whose privileges and ranks were obtained during the war. It is in their interest to create fame and aureole around war crimes suspects,” says Dodik adding that without a change of authorities there will not be better cooperation with the ICTY.

Numanovic – The spokeswoman for the ICTY Prosecutor’s Office, Florence Hartmann stated for DA: “Bosniak side in BiH has extremely good cooperation with the ICTY. They respond to every request we send and we have no problems with them. As for Croat side, we have expressed our dissatisfaction with them several times. The issue of failure to arrest fugitives doesn’t exist, however for long time now we cannot obtain certain documents from so-called Herceg-Bosna. Therefore, a request for documents we have been asking for two year has been sent to them at the end of July. Now, we are waiting for the response and it is too early to say estimate whether we will get them or not.” She denied speculations that ICTY threatened it would ask for removal of Croat officials if documents demanded is not submitted. “We have only a power to inform institutions which established the Tribunal on what kind of relationship with have with certain side. They would decide what will be done about it eventually,” said Hartmann adding that RS still has not proved its intention for better cooperation with the Tribunal. The biggest problem, says Hartmann, is RS failure to arrest Radovan Karadzic, for whom Tribunal possesses information saying he has been hiding in RS.   

On wartime documentation of Herzeg-Bosnia

 

Nezavisne Novine, pg. 3 ‘Wartime archives went missing’ by M. Cubro – The article reads that no person in BiH or Croatia knows where wartime documentation of former Herzeg-Bosnia is. Ratko Macek, the Spokesperson of the Croatian Government, says he has no information on whether the Croatian State Archive contains the documentation of Herzeg-Bosnia. Ahmet Hadzipasic, the FBiH Prime Minister, has stated that the Hague Tribunal has asked from HDZ, and not from the Federation of BiH Government, to provide with the documentation. ‘We have fulfilled our obligations towards the Tribunal’, he emphasised. Pero Pavlovic, the Spokesperson of HDZ, claims the party has decided to fully cooperate with the Hague Trbunal and added: ‘I do not think the documents sought for by ICTY Prosecution are at the HDZ archive’. Vladimir Soljic, the President of Croat Association Herzeg-Bosnia (Cultural Association), says that the Association has no wartime documents in its possession and also says that he, as the first Defence Minister of the Federation of BiH, has not inherited any documentation of the former Croat Association Herzeg-Bosnia. Ana Vukovic, an inspector at the Ministry of Justice replacing for Bojana Kristo who is on a vacation, stated: ‘We will do everything we can to fulfil our obligations. We have asked from the competent institutions to find the documentation and forward it to the Hague. She also said she is not in charge of giving any statements and also warned she would sue the papers if it published anything she said.

On appeal by defense teams of 6 Croat indictees at the ICTY

 

Dnevni list, pg 3, ‘Indictees’ defense teams lodged appeals’, mentioned on cover, by Jurislav Petrovic, – Zelimir Par, defense lawyer of Valentin Coric, has confirmed to DL that yesterday defense lawyers of all the six Croats indicted by the ICTY lodged appeals to the decision that their clients remain in custody. The lawyers have sent the appeals, in which they point to illegal detention of their clients as of the moment when the Chamber passed the decision on their pre-trial release, to the Ministry of Justice of the Netherlands , the Tribunal President and to all relevant institutions. The lawyers hope to get response today.

Dnevni Avaz pg 4 ‘Council to decide on appeal through video-link’ – DA says that the collective vacation of the body authorities to discuss the appeal to temporarily release of 6 Croats will not impact the respond from the judges. According to source from ICTY, Appeals Council will discuss objection filed by Prosecution through vide-link at the beginning of next week.  

Update to Blaskic case

 

Slobodna Dalmacija front, pg 5 ‘Blaskic gave up going to Ahmici’ by I. Scepanovic, Z. Cilic – SD carries that retired Croat General Tihomir Blaskic gave up his visit to Ahmici. SD also says that opposite to the opinion of the most of residents of village Ahmici the Association of war victims called ‘April 16 – Ahmici’ reacted against Blaskic’s intention issuing a press release in which they, among the other things, stated that they do not want to see Blaskic in Ahmici qualifying Blaskic as a person who was commanding murderers of innocent people.

Davidi: No SAA without Karadzic arrested

SD: Group of Bosniak war crime suspects from Bugojno questioned by ICTY in OHR Sarajevo

 

Slobodna Dalmacija pg 17 ‘The Hague investigators are questioning persons from Bugojno’, mentioned on cover, by J. Senda – SD says that after few Bosniaks from Bugojno gave their testimonies before the ICTY investigators in Sarajevo two months ago, according to reliable information a new group of Bosniaks suspected of committing war crimes in this town were giving their testimonies to the ICTY investigators in the OHR’s premises in Sarajevo from August 3 until August 23. According to SD, war-time President of the Bugojno War Presidency Dzevad Mlaco was also questioned in this last group of suspects. The article also says that they tried to check this information in the Cantonal Ministry of Interior, however, a spokesperson of the Cantonal MoI Ismet Nerdanovic stated that he is not familiar with this case and asked as to why the MoI would have been familiar with such activities at all. 

Cavic: Cooperation with the ICTY is not an issue for SDS, but State

Oslobodjenje pg 7 ‘Cooperation with the Hague is not an issue for SDS’ by Onasa – RS President and Acting President of SDS, Dragan Cavic, believes that a possible ban on work of the SDS would additionally radicalize situation in BiH. Cavic said in an interview with the Vecernje novosti daily that relations of the international community towards the RS and a request of outgoing US ambassador to BiH Clifford Bond for the abolishment of the SDS represented “frustration because of the existence of the RS whose creator is the SDS“. According to Cavic, a political retaliation is behind that because war crime indictee Radovan Karadzic has not been arrested. “Concerning the cooperation with the ICTY, that is not an issue for the SDS but for the state institutions, namely for the police ministry,” he said.

Krsman  – FBiH Prime Minister Ahmet Hadzipasic and FBiH Minister of Labour Radovan Vignjevic visited the FBiH Pension Insurance Fund (PIO/MIO) Bureau on Thursday. They talked about the FBiH Government’s decision on payment of overdue pensions and about the MIO/PIO Steering Board’s decisions on increase of the pensions’ coefficient, which were passed without the consent of the International Monetary Fund. Commenting on this issue Hadzipasic stated: “We have concluded that there should be no new increases before a stand-by arrangement and the budget revision…Our intention is to preserve the current level of pensions in order to create prerequisites for their increase in the next year.” They also discussed the moving of the PIO/MIO Bureau to Mostar and rationalization of a number of its employees. With regard to moving of the Bureau to Mostar, Director of the FBiH PIO/MIO Bureau Nadir Kovacevic stated that he hopes that this job will be completed by the end of the year.

Hadziarapovic – Hadzipasic is firm is stating that pensions will not decreased. “We have arguments for this, and because of respect of ‘stand-by’ arrangement and budget rebalance at the end of year, new moves will not be made,” Hadzipasic added.

BHTV 1 – FBiH PIO has approximately 288 000 beneficiaries. Average pension in FBiH is 207 KM, which is a 38% of the average salary in BiH.

BiH Association of Framers to block border-crossing in Doljani today

The farmers have therefore formed a Commission that would monitor implementation of agriculture-related laws and that would inform the public and the Council of Ministers on the results every three months.

On meat products trade between BiH and SiCG

 

Nezavisne Novine cover and pg 2 ‘SiCG will not ban meat import from BiH’ by P. Klincov – The Serbian Ministry of Agriculture on Thursday confirmed that the SiCG authorities do not consider the possibility of introducing ban on meat import from BiH, because it expects from BiH Council of Ministers to soon allow import of meat products from SiCG into BiH.

Glas Srpske pg 5 ‘Srpska gets the worst of it’ by D. Vrhovac MihajlovicNikola Kragulj, SNSD delegate at the BiH House of Representatives, is of the view that the ban on meat import from SiCG has not been lifted because BiH Minister of Foreign Trade and Economic Relations, Dragan Doko, is working in the interest of import lobby and “Lijanovic” company. Kragulj said that Dokois persistently refusing to include decision on lifting meat import ban into agenda of BiH COM session. Momcilo Novakovic, SDS delegate at the BiH HoR agrees that RS is mostly affected with this decision. He notes that “a link between the BiH Ministry of Foreign Trade with some big meat producers, mainly from F BiH, is visible”. He notes: “If ban on meat import must be applied, it should be applied to all states, not only SiCG.” Mladen Micic, President of RS Chamber of Commerce, is of the view that the blame for the damage effecting RS upon this decision falls on RS Government, that failed to do anything through its representatives and representatives of RS at BiH COM to have this ban lifted.

EuroBlic RSpg1 ‘Who obstructs meat import from SiCG?’ by Rajna Radosavljevic Mladen Micic, President of RS Chamber of Commerce, says that Chamber demands from RS Government to urgently provide responses as to why meat and meat products from SiCG are not imported in RS and BiH for three months now, which damages both, traders and consumers. He stresses that this ban is in violation with the Agreement on free trade and is protection of trade lobbies. Goran Radivojac, Spokesperson of the RS Premier,says that all obstructions to meat import from SiCG have been removed, which makes us conclude some lobbies are protected. 

LNM takes over BH Steel on 17 August

 

Dnevni Avaz pg 2 ‘LNM takes over Zenica’s BH Steel on 17 August’, mentioned on cover, by Ad. H. –British company LNM will officials take over BH Steel on 17 August. This has been confirmed by FBiH Prime Minister Ahmet Hadzipasic: “As for representatives of the Government and LNM, we were all fine with this date. Alls peculations saying that LNM was no ready to officially sing the purchasing contract were not serious… According to the latest information, on Tuesday 17 August LNM will officially take over 51% of ownership in this Zenica’s company.” Kuwaiti Investment Agency will keep 41% of shares, and FBiH Government 8%. 

Renzo Davidi on sugar affair, introduction of VAT in BiH

 

Vecernji List pg 5 ‘Poverty is being resolved through tax system’ by R. Radic – VL carries an interview with Head of the EC Economic and Political Department in BiH Renzo Davidi. Davidi did not want to speculate with which consequences BiH might face with if the investigation finds out that some BiH companies were importing sugar in order to export it. Talking about a value added tax (VAT), Davidi says that BiH should have the VAT as of July 1, 2006. Davidi said: “The focus of the Law on VAT is the establishment of the most simple system and this means the introduction of one rate only….I do not believe that this will cause some disastrous moves in the country. Also, it is wrong to believe that poverty can be resolved through the tax system.”

Dnevni List pg 5 ‘Scandal in hydro-electric power plant Rama avoided’, mentioned on cover, by V. Soldo – General Manger of Elektroprivreda of Croat Community of Herzeg Bosnia (EP HZ HB) Vlado Maric stated that problems with regard to the overhaul of the Hydro-Electric Power Plant Rama (HE Rama) emerged. Maric explained that insufficient flow of water in a storage of the Hydro-Electric Power Plant Jablanica (HE Jablanica) caused rapid reduction of quota of water in the HE Jablanica and for this reason protests were coming from the Konjic Municipality in which it was demanded that the HE Rama should let part of water out in order to preserve a so-called tourist quote in Jablanica. According to Maric something like this has never been done in order to achieve a tourist quote in Jablanica. Maric also says that due to newly emerged situation and a threat that the whole case might be politicised the OHR, that is, High Representative Paddy Ashdown involved in the whole issue and it was agreed that HE Rama starts to let the water out in the Jablanica storage as of  4 August.

EuroBlic, cover ‘Names of towns are still disputable’ and pg. RS2 ‘Salkic: Census would legalise ethnic cleansing committed during the war’ by Rajna Radosavljevic – Bosniak Caucus at RS Council of Peoples on Thursday brought an initiative on protection of vital national interests because of, as they say, ‘cosmetic changes to the Law on Territorial Organization’, by which the Constitutional Court decision on abolishing national insignia from names of towns was outwitted. According to the Caucus President, Ramiz Salkic, RS authority knew that the changes would not be considered as a satisfactory solution, by which they have showed an obvious politicising of the issue. He added that the Bosniak caucus has also brought an initiative on protection of vital national interests because of RS NA conclusion on census in BiH. He reminded that not all people have returned to their homes and said: ‘Such a census would not reflect the ture situation in field and would represent a legalisation of ethnic cleansing’. Pejo Krnjic, the Deputy President of the Council of Peoples, has stated that he does not expect that they, at the CoP or the Joint Commission of CoP and RS NA, can harmonize stances on this issue. ‘This time, the dispute will not be forwarded to the Constitutional Court of RS because if both a Chairman and Deputy Chairman bring an initiative on protection of vital national interest, disputable decisions are returned to the Government, which cannot enact the same act again’, Krnjic said.

RTRS – Bosniak Club says that the names of towns which which were a result of ethnical cleansing are unacceptable. “If we would think in that way, than BiH would not be named BiH, and many places around the world don’t reflect the name of their citizens’ nationality, and that cannot be discussed” Desanka Radjevic said.

Desanka Radjevic: joint commission of RS CoP and RS NA to be established

 

Glas Srpske, pg. 3 ‘Commission for joint stances’ not signed – The President of Serb Caucus at the RS Council of Peoples, Desanka Radjevic, has stated that a joint commission of RS CoP and RS NA will be established at the beginning of September. The Commission will try to harmonize stances regarding the conclusion of Bosniak delegates, in accordance with which the changes to the Law on the coat of arms, flag, hymn and territorial organization jeopardises their national interests. ‘If the Commission fails to harmonize stances, then the issue will be sent to the RS Constitutional Court. If the Council of Peoples reaches a compromise that differs from the original version of RS NA decision, then the proposal will be returned to the Government…’, Radjovic stated.

Zekic – During his tour of Mostar Grammar School building on Thursday, Senior Deputy High Representative Werner Wnendt expressed his satisfaction with the progress in the building reconstruction and the fact that the school will be ready to take pupils from both parts of the town in the forthcoming academic year. “This building is not just a school but a symbol of changes for the better in Mostar“, Wnendt added.

Dnevni list, pg 9, ‘Centre “Herceg Stjepan Kosaca” keeps Croat prefix’, by Sanja Bjelica – Following Ambassador Wnendt’s visit to “Herceg Stjepan Kosaca” center, he was asked by a journalist question whether the prefix “Croat” in the name of the centre will be abolished bearing in mind IC decisions so far to which Wnendt responded: “I am aware how sensitive the issue of identities of the constituent peoples in this country and in Mostar itself is. Croat cultural institution will play a significant role in this and if it is not used for divisions among people and against other peoples, then I see no problem”.

Davidi on reforms process in BiH and visa regime for BiH citizens

 

Dnevni Avaz pg 4 ‘Abolishing Schengen visas for BiH citizens possible’, mentioned on cover, by S.N. – Head of the EC Economic and Political Department in BiH Renzo Davidi praised the reforms achieved in BiH and the work of the Council of Ministers in that. However, he stressed that it is a time to start implementing adopted laws: “If there is no progress in either out of 16 [Feasibility Study] conditions, than negotiations cannot start.” Taking about abolishing Schengen visas for BiH citizens, Davidi said that it is possible for this to happen. He added he doesn’t know when this could happen, but adds that lessening visa application process would precede complete abolishment. He stressed that such development would follow up authorities’ assurances that the legal system has been professional, that ID cards cannot be forged, and that borders crossing and migration issues are regulated in accordance with European standards.

Radic – Asked whether he believes that BiH might join the EU with three Presidents, Davidi says: “Each country decided on its institutional structure. If the country decides that it should have 3 Presidents then it is fine with us.”   

BHTV 1 on professional lobbying for BiH

 

BHTV 1 by Laura Bosnjak – BHTV 1’s report deals with the issue of professional lobbying and advocating for the BiH to start the negotiations on the Stabilisation and Accession Agreement, noting that the country has no money to pay a company for such service. The High Representative Paddy Ashdown believes that the money for such service would better serve being spend on something else: ”The good thing is that the Croatian Government can do a great part of work. It is good that you have High Representative and I could lobby for you. I told your Prime Minister: if you complete all [the things] on time I would visit the European countries and lobby for you.”

GS story on population census

 

Glas Srpske, cover page story ‘Running away from one’s own shadow’ by R. S. – The article claims Bosniak politicians are avoiding census because after a census is realized they will have to face facts. The article reminds of the statement of Safet Halilovic, the President of the Party for BiH, who has claimed that the census would ‘legalize the ethnic cleansing’. The article says that the other side of the story – banishment of Serb people from the Federation of BiH, obviously does not exist for Halilovic and those who share his opinion. BiH Parliamentary Assembly HoP delegate Nade Radovic has stated that Bosniak politicians are avoiding the census because they are running away from truth. ‘After the census is conducted, we will be able to provide with a true image of what is called ethnic cleansing. By running away from the Law on census, one runs away from the truth with which we all have to face. I believe both Houses of BiH Parliamentary Assembly will adopt the Law on Census’, Radovic said.

SNSD: We are not in coalition with SDA

P., Glas Srpske, pg. 2 ‘Pre-election deceit’ by G. D., Dnevni List pg 16 ‘SNSD is not in coalition with SDA’ not signed  – The press release issued by SNSD on Thursday, reads that the Party is not participating in any form of coalition with the SDA in any municipality in RS, nor in BiH. As SNSD stressed, PDP “which presents itself as a great protector of the Serb national interest and is itself in coalition with SDA, has been trying for a long time now to prove that SNSD is in a coalition with SDA, which is not correct”. SNSD states that this is a “deception that is in accord with all previous activities of this minor political party”. 

PDHR Hays visits Breza

 

Oslobodjenje pg 5 ‘Key significance of four projects’ by Fena, Dnevni Avaz pg 5 ‘Hays asks for strengthening of the local self-governance’ by M. Kadric – The Principal Deputy High Representative, Donald Hays, on Thursday visited Breza municipality, where he also met with the mayor Camil Zaimovic. They discussed strengthening of local self-governance, taxes, market inspections, water supply, and Breza mine. Hays stressed that he is always in the field in order to ensure that Law on Self-Government is well formulated.   

NN op-ed on launch of pre-election campaign

Nezavisne Novine op-ed pg 7 ‘Pre-election reminder of jeopardy of people’s’ by Slavo Kukic – The author starts the column by referring to the most recent launch of pre-election campaign in BiH by BiH Election Commission, making a specific reference to a part of speech delivered by BiH Election Commission President, who called on political parties to affirm tolerance and inter-ethnic understanding in their speeches. The author wonders whether this call was “a must” which if disobeyed would face sanctions. On the other hand, Kukic notes that political parties in BiH have already launched pre-election campaigns: SDS launched it following removals of 59 officials, PDP also following HR’s decisions, SDA during campaign on the change of name of Sarajevo Main street and demands regarding change of RS symbols, HDZ launched it during education reform process. He doubts possibility that any political party or its official – in process of expressing concern for its people – would notice and disclose the information that many young people of BiH would like to leave this state. Kukic further notes that it would be the easiest way for political parties and their officials during campaigns to speak about ethnic vulnerability and dangers coming from “the others”. The author further stresses Paddy Ashdown should also contribute to this campaign and make it clear to political parties campaigns should not be filled with ethnic hatred. Accordingly, he should make it clear he would impose sanctions or undertake some measures, which should be even more drastic and radical than those he imposed against SDS.
