BH Radio 1 Radmila Grubisa, RS Radio – The RS National Assembly has met today to discuss the set of laws which revoke the entity’s laws on the indirect taxation and money laundering, as this regulation has already been adopted at the state level. The delegates will also discuss the RS Holidays Law which foresees celebration of 6, instead of 16 holidays as it was the case to date.

SCG Foreign Ministry Draskovic says secret service knows for Mladic’s whereabouts

RS Radio – In an interview to British daily “The Financial Times”, Vuk Draskovic, SiCG Foreign Minister, stated that Serbian secret services know where Ratko Mladic is hiding. He assessed that security agency could arrest Mladic “today”, but should have arrested him “yesterday”.

Matijasevic: No ICTY suspects in RS

 

RHB – RS Interior Minister, Dragan Matijasevic, stated that no ICTY indictee was currently on the territory of the RS. Matijasevic says the ICTY suspects, who do not use the opportunity to voluntarily turn themselves in, will be arrested.

Pink Dragica Tojagic – According to the final report the Task Force for implementation of conclusions of final report of Srebrenica Commission submitted to the RS Government, the highest RS officials are involved in events in Srebrenica in 1995. The Chair of the Task Group, Jovan Spajic said that the report did not stipulate functions of these persons. “We have identified and investigated the functions these persons are performing, but other bodies are to investigate crimes they had done in Srebrenica”, said Spajic. SIPA Director, Sredoje Novic said that he had no information whether certain persons, out of 892 mentioned in the report, were employed within SIPA. If proved right, Novic claims that their responsibility has to be investigated. “If proved right, measures have to be conducted in order to remove such persons from state institutions”, said Novic. According to RS Minister of Interior, Darko Matijasevic, RS Ministry of Interior has cooperated with the Task Force, but he pointed out that he could not tell whether a police officer was on the list. “If proved that certain person, employed within RS MoI, was committing crime, we are going to process such persons”, said Matijasevic. The RS Government submitted the final report to BiH Prosecution and OHR. “If somebody’s name appeared on that list, it does not mean that that person is indicted”, said RS President Dragan Cavic, “of course, they will have the right to defend themselves”. RS Govt denies 28.000 took part in Srebrenica genocide

Omeragic – The Chair of the Srebrenica Wokring Group, Jovan Spajic, on Monday denied the information 28.000 people took part in carrying out the genocide against citizens of Srebrenica. “I was shocked to hear that 28.000 names are being mentioned. No part of the final report by the Srebrenica Working Group submitted to the RS Government mentions this number. The only thing I can confirm is that 892 persons were identified who were related to the crime but still are employed in the RS and BiH institutions,” said Spajic. However, the member of the Group, Smail Cekic explains that 28.000 persons in total took part in the ‘Krivaja 95’ action, and stressed that the Group did not specify who was a cook, a guard, or a doctor. The RS Government has also officially denied this information. Spajic adds that there are several lists of perpetrators of crimes committed in Srebrenica, and that none mentions this number. As for the OHR, who is also submitted with the copy of the report, its spokesperson Oleg Milisic told daily that the report is very complex that the Office will take several weeks to review it. Since media speculate that a number of those perpetrators still occupy positions especially in the RS Interior Ministry, SIPA and OSA, spokesperson for SIPA, Admir Katic, and RS Mo, Zoran Glusac, stated that they have not yet received any list, but whether BiH Prosecution asks for investigative measures, they will be carried out. 

GS, Cvjetinovic criticise Cekic’s statement re number of people that have participated in Srebrenica crimes

K. – Member of the RS Government’s Work Group for Implementation of Srebrenica Commission conclusions, Smail Cekic, has stated ‘the list of participants in (Srebrenica) events includes names of order-givers and immediate executors of crimes’. He added: ‘The Work Group has found out that, among 28,000 identified people, there are 892 persons who work at RS and BiH authority institutions’. The chairman of RS Veterans’ Association, Savo Cvjetinovic, has assessed claims of Cekic as nonsense. He thinks not even a half of the mentioned number of RS Army soldiers have participated in operations that have took place in July 1995 in Srebrenica. ‘A public prosecutor should deal with statements of Smail Cekic, if these have been reported correctly. In other words, he should either give a proof for his claims or be responsible for stirring up national hate’, Svjetinovic added. Upon speculations and misinformation published in media in F BiH, RS Government issued a press statement Monday, in which it stressed out ‘mentioning of any number other than the one including 892 persons represents merely speculations that do not lead to determining of the truth’.

Osmanovic demands a copy of Srebrenica report

 

Dnevni Avaz pg 4 ‘Names of the perpetrators in the hands of SDS – the most responsible one for Srebrenica’s genocide’ by E. Sarac – The RS Vice President Adil Osmanovic, on behalf of all Bosniak and Croat officials from RS, sent a letter to the HR Paddy Ashdown warning that the Serb leadership in RS, contrary to the Constitution and the law, has hidden the Srebrenica report from them. Expecting Ashdown to react and check why representatives of Bosniaks and Croats did not get a copy, Osmanovic underlines that “it is absurd to have only SDS leadership aware of the report’s details. The leadership of the same party that planned the crimes in Srebrenica.”  Osmanovic also sent an official request to be submitted with the report on Srebrenica to the RS Prime Minister, Pero Bukejlovic.

DL: Bukejlovic submitted list of people connected to Srebrenica events to SDS in Bratunac

 

Dnevni List, pg 7 ‘Bukejlovic submits list of suspects?!’, by N. B. – DL notes that the RS Prime Minister, Pero Bukejlovic, was in Bratunac on Saturday where he held a meeting with Serb politicians from the Birac area. Reminding that the official explanation behind the visit was that talks focused on economic issues, DL reports that well informed people say that the real reason for the visit was the list of names that was made by the Srebrenica Commission and which connects people to the Srebrenica events. The speculation is that PM Bukejlovic came to Bratunac to deliver the list to the local SDS.

Pasic, FENALjubomir Borovcanin‘s transfer to The Hague, in which the RS authorities played an important role, is yet another important step in the process of bringing accused for grave war crimes before the court, OHR stated on Monday. Ljubomir Borovcanin is the sixth indicted war criminal to be transferred to the ICTY this year by the Republika Srpska, and marks a significant shift in policy after nine years of inactivity and obstruction in relation to the Tribunal. Borovcanin is one of the last remaining members of the joint RS Military and Police forces, subordinated to General Radislav Krstic charged before the ICTY with crimes committed in Srebrenica to be transferred to The Hague. Ratko Mladic should look carefully, and consider the military code under which he operates that permits his subordinates to answer for actions they carried out under his command, according to the OHR press release. The international community will continue to watch closely to see whether this transfer is followed by other transfers, including Radovan Karadzic and Ratko Mladic. The journey will only be complete when every indicted war criminal is in The Hague , OHR stated.

Cavic supports finding of evidence on suffering of Serbs during the war in Sarajevo

 

Dnevni List, pg 5 ‘Cavic supports finding of evidence on suffering of Serbs in Sarajevo’, by NINA – The RS President, Dragan Cavic, told Tanjug news agency it was necessary to determine the truth about the suffering of the Serb people in Sarajevo because it was in the interest of the Bosniak and other peoples in BiH. “The Human Rights Commission with the BiH Constitutional Court needs to take a decision on obligatory establishment of a commission that is to determine the truth about the suffering of the Serbs in Sarajevo the same way the Srebrenica Commission was formed, in order to undertake an impartial investigation and determine the truth”, said Cavic.

Luka Karadzic: Should Radovan Karadzic and Ratko Mladic be arrested, RS would be abolished

He denies information that RS would see better times if Karadzic and Mladic were arrested. On current RS authorities, he says they are leading RS to disaster and abolishment. He adds that Radovan would regard surrender as a condemnation of the rigged process before the ICTY Council. On Paddy Ashdown, he says he was the biggest Serb of all while Serbs were financing him as advisor, and when the money ran out, he has become the biggest opponent of Serb people.

N, FENA – The High Representative, Paddy Ashdown, will visit Brussels this week to brief key institutions and individuals on recent developments in BiH. The High Representative will address members of the North Atlantic Council and the EC Political and Security Committee, and meet key EU and NATO officials. He will also chair the Peace Implementation Council Political Director’s regular meeting, according to a press release issued by OHR on Monday. These briefings come just ahead of a crucial period of assessment for BiH. In late April Nato will again look at BiH’s progress towards fullfilling the necessary criteria for PfP membership.  About a month later, the European Commission’s Consultative Task Force will visit BiH in order make an assessment of BiH’s progress in fulfilling the criteria necessary for signing a Stabilization and Association Agreement. On Tuesday (5 April) the High Representative will address the North Atlantic Council and the EU Political and Security Committee. He will also hold talks with Commissioner Olli Rehn in Brussels. On Wednesday (6 April) the High Representative will make a short stop-over in London, where he will meet UK Foreign Minister Jack Straw. In the evening he will return to Brussels, where he will meet the EU’s High Representative for Common Foreign and Security Policy Javier Solana. On Thursday (7 April) the High Representative will meet NATO Secretary General Jaap de Hoop Scheffer.

SDS’ Cavic expects Ashdown to revoke ban on SDS financiang

K., ONASA – Serb Democratic Party (SDS) President Dragan Cavic said in Banja Luka on Monday that he expects the High Representative, Paddy Ashdown, to revoke his decision about ban on SDS financing. Cavic stressed that he does not understand how is it possible, in a democratic society, to ban one political party’s financing.

Cavic, SDS say RS police, judiciary not under political influence

 

FTV, Oslobodjenje pg 3 ‘Police business without political interference’ – Recent arresting of the Party of Democratic Progress (PDP) officials is police business and not any kind of police politicisation, said RS President Dragan Cavic. In his statement given to the press in Banjaluka, Cavic said that the RS police was not under the influence of certain political parties and officials. PDP officials Zoran Djeric, Perica Bundalo and Rodoljub Trkulja, as well as Stojko Blagojevic, deputy Director of Srpske Sume company, were arrested on March 31, under the suspicion that they were extorting money for PDP financing.

Nezavisne Novine pg 4 ‘PDP deals with demagogy’ by V. Popovic – SDS Spokesperson Stanko Pivasevic has condemned the statement of PDP leader Mladen Ivanic, by which he implied other parties, especially SDS, were framing affairs to PDP trough judiciary. ‘PDP deals with political demagogy because they have no other way to defend politicians that were under a strike of judicial bodies’, Pivasevic has said. RS Police Day marked, top RS officials reiterate that RS MoI must not be abolished

Cavic also stated that many members of international community do not like such position but it is a politic reality in RS. During ceremonial opening of a new RS MoI in Banjaluka on the occasion of RS Police Day on Monday, Cavic said that all RS officials could be removed, but he pointed out that RS MoI could not be abolished, since institutions were far more important that individuals. Cavic added that RS did not oppose police reform, but it simply could not accept the fact not to have its MoI, which would operate in RS territory. RS Minister of Interior, Darko Matijasevic also attended the ceremony. “We believe that through contemporary, decentralized system, we are able to organize police structure to BiH, by which the Feasibility Study terms would be met as well as all standards”, said Matijasevic. Cavic hopes that agreement is going to be reached, or otherwise “Everything is to be expected since in political sense, everything has been happening in BiH”, said Cavic. RS Prime minister Pero Bukejlovic is convinced that there will be enough of political will in BIH so optimal solution will be found for police reform in BIH. He feels that police force needs to be modern, de-politicised and under parliament supervision. BiH Defence Reform Commission held a meeting, BiH still not met all requirements for PfP

Sisic – BIH Minister of Defence Nikola Radovanovic said that BIH has not met all the conditions needed for NATO partnership. He added that in that case it’s wiser not to submit the request for the NATO Peace Partnership admittance.  Radovanovic said that the progress in cooperation with ICTY has been made, particularly by RS, but that is not all. “It is wiser to wait until we fulfil all the conditions needed, and in that way avoid consequences” said Radovanovic. The final decision for the actual request will be issued by BIH Presidency and BIH Council of Ministers. Deputy Chairman of BIH Defence Commission Raffi Gregorian said that BIH and RS cooperation ICTY was positive. Gregorian added that cases of Radovan Karadzic and Ratko Mladic are still big issue to be solved. “The EU ministers are aware of the actions done for the Partnership but there is also the other side” said Gregorian. The new members of the Defence Commission are retired Bosniak General Vahid Karavelic and BIH Presidency members’ military advisers.

SDHR Wnendt met with BiH Minister of Security/HDZ leader BiH Colak

 

Dnevni Avaz pg 8 ‘HDZ amendments to PBS law contradict Feasibility Study’, Dnevni List, pg 3 ‘Wnendt and Colak on Law on public RTV system’, by NINA – As a part of his farewell visits Senior Deputy High Representative, Werner Wnendt, met with the BiH Minister of Security, Barisa Colak. The two discussed the Public Broadcasing Law that is currently under parliamentary procedure, education reform and the post supervisory situation in Gornji Vakuf – Uskoplje. Ambassador Wnendt pointed out that the public broadcasting law is the result of lengthy negotiations that were agreed to by the representatives of all major parties in the Council of Ministers, including the HDZ. He said that the proposed law fulfills all the requirements spelled out in the European Commission’s Feasibility Study, and also includes a number of concessions accommodating the interests of the Croat people. “The new amendments proposed by the HDZ proposing the establishment of specific channels on Serb, Croat and Bosnian languages, run counter to the Feasibility Study requirements that are in part designed to block political interference in public broadcasting. A delay in the adoption of the law on Public Broadcasting will hinder BiH’s progress towards signing a Stabilisation and Association Agreement,” said Ambassador Wnendt. Turning to education reform, Ambassador Wnendt said that an efficient and modern education system sustained by democratic values is a key to the development of BiH as a “normal” European state that is economically viable and socially cohesive. He underlined the necessity to adopt the Higher Education Law soon in order to allow BiH to participate in the European space of education, the so called Bologna process.

At the end of the meeting, Ambassador Wnendt thanked Minister Colak for the cooperation and understanding he and his ministry have extended to him during the 20 months he has been in BiH.

EC’s Humphreys discussed Feasibility Study pre-requisites with RS’ Cavic, Bukejlovic

B. – The Head of EC delegation to BiH, Michael Humphreys, met with the RS President and RS Prime Minister, Dragan Cavic and Pero Bukejlovic respectively, at Banja Luka yesterday (Monday). During the talks they discussed issues pertaining to fulfilling of pre-requisites from the Feasibility Study, such as the cooperation with the ICTY, Police reform and setting up of the RTV system in BiH. EU envoys praise Brcko’s reform efforts as a model for Bosnia

T., Glas srpske pg 2 ‘To Europe’s liking’ by M. Djurdjevic – Thirteen EU ambassadors, members of the Peace Implementation Council in BiH, visited the northern Sava river town of Brcko on Monday to meet local authorities for talks on reform processes in the country and the place of Brcko District in those processes. A statement from the closed-door meeting said that Brcko District could be taken as a good example for the whole country in its pro-European reform efforts. District Supervisor Susan Johnson said that Brcko District was an independent local government unit that had always supported the process of reform of the state of Bosnia and Hercegovina and that the country should support the district. The district is an important factor that is contributing to the state in political and economic reform and reform is the only road that will take BiH to the European Union, Johnson said.

DA: OHR will not pardon Alibabic

Daily’s source from the OHR denies the speculations on Alibabic’s return to the intelligence circles, which have been appearing in media following the announcement by the High Representative Paddy Ashdown that the Office will audit removal decisions and consider a pardon for officials.

NN op-ed: Fact BiH Constitution was not written in language of three BiH peoples is absurd

 

Nezavisne Novine op-ed pg 7 ‘Constitution and BiH’ by Natasa Krsman – The author raises the question as to who can we respect the most supreme legal act of the state, which does not have an official translation of this document in any of three official languages of BiH. She notes: “The fact BiH Constitution was not written in languages of its peoples is absurd enough. However, bearing in mind the conditions under which it has become, it can be tolerated. The greater absurd from this is that High Representative must remind collective head of state to organise translation of the legal document, on basis of which BiH Presidency has been formed.” She notes it should not surprise if round table discussion on translation would be organised and linguists and legal experts engaged to assess whether eastern or western versions of the document may influence the content of it.

They discussed ongoing reforms in BiH, related to the 3rd Standby arrangement, in amount of 70.68 million KM. It was said that BiH fiscal position should be strengthened, corporative sector should be reconstructed through making privatization process more rapid, preparations regarding implementation of VAT should be accelerated, etc.

Terzic: BiH commercial banks give more favorable arrangements than IMF

 

Oslobodjenje pg 4 ‘IMF loan not favorable’ – In a statement to BHT 1, the Chair of the Council of Ministers, Adnan Terzic, stated: “We do not need this stand-by arrangement, or these 50 millions US dollars from IMF. These funds are very unfavorable for us, seven times higher that the funds we received through the World Bank’s funds. The loan officers has 10 times less of grace period than the WB’s loans.”  Terzic further explained that in BiH commercial banks could offer better arrangement than IMF.

Oslobodjenje pg 7 ‘IMF does not request limitation of the loan’, Dnevni Avaz pg 4 – FENA – Some recent media reports including an interview with CoM Chair Adnan Terzic contain certain factual errors concerning the current IMF mission and a Stand By Arrangement, the International Monetary Fund Mission to BiH stated. First, it is reported that the IMF mission, which is in Sarajevo at the moment, is here to negotiate a new Stand-By arrangement. That is not the case. The delegation is, in Bosnia to conduct the Article IV discussions with the authorities on general macroeconomic objectives and policies, as we do on a regular basis with all our member countries. Second, it is reported that the IMF requests a restriction on credit to households. That is incorrect. We are discussing with the authorities the room that is available for increases in the total amount bank credit to government and the private sector if we are to see a much needed further improvement in the external current account deficit. Third, it is reported that the Fund has increased its proposal for reduction in State wages from 10 percent to 15 percent. This is not correct. We had called for a 10 percent cut in wages and benefits. Since the authorities expressed a preference not to cut benefits, we said that the same objective could be achieved by cutting wages by 15 percent and leaving benefits unchanged, IMF resident representative to BiH John Norregaard stated.

Lozancic submitted a report of FBIH MoI on the case Leutar and payments that were made to the protected witness in the case. Lozancic also gave Knezevic a letter asking for the legality of the procedure that will ensure answers to many questions that will be imposed after the report is read.  Lozancic also asked Knezevic to act within his jurisdiction to determine the full truth in the case Leutar. Lozancic insisted that Chief Prosecutor explain the information about 500.000 of KM that were paid to an account of unidentified foreign citizen, UNMIBH employee, who was protected witness in Leutar case.

Dnevni Avaz pg 11 ‘We will respond to Lozancic as soon as we have collected relevant information’ – In a statement for the daiy, Chief FBiH Prosecutor Zdravko Knezevic said that the FBiH Prosecution would respond to all FBiH President’s inquiries as soon as the relevant information have been collected.

BiH CoM receives US response concerning Algerian Group: group members remain in Guantanamo

 

RHB, Pink, BHT, Hayat, Oslobodjenje pg 2, mentioned on cover ‘Algerian Group remains in Guantanamo’, Dnevni Avaz pg 4, Nezavisne Novine pg 4 ‘There are no elements for release of the Algerian group’ by agencies, FENA – The BiH Council of Ministers received a response from the USA concerning the request for the release of members of the so-called Algerian Group, four BiH citizens detained in the US military base in Guantanamo, the cabinet of the BiH Council of Ministers Chair confirmed to FENA on Monday. The response by US Secretary of State Condoleezza Rice states that there are no elements for the release of these men at this time. The USA considers them a potential threat not only to the security of USA, but other countries as well. The letter also cites legal remedy, which in principle, should be used by their lawyers. Nada Dizdarevic, the wife of one of the members of the Algerian Group, told FENA that she did not receive the US response from the BiH Council of Ministers in written, but that she talked with the advisor to Chairman Terzic, who informed her about the content of the response. According to her the BiH Council of Ministers is informed that the USA considers these men dangerous and the response also provides legal remedy. She was told that the Council of Ministers would continue to insist on the release of these men. “I do not know how Mrs Rice could have given such a response when they have not even been classified there. This means that she has placed them among the dangerous without classification”, Dizdarevic said and added that she sent this “memo before the start of classification, which does not make any sense”. If this is this case then it represents another grave violation of human rights, Dizdarevic said. According to her it would be normal if Terzic now requested information and proof based on which they represent a danger to any country. She stressed that she will not give up and that she would try force BiH institutions remain determined in the request for their release.

Jelavic trials update: Former Mostar Pension Fund Director Misura gave his testimony

 

Dnevni List, front pg splash and pg 3 ‘Jelavic trials: Rupcic to testify tomorrow’, by Erna Mackic – Carries a report from continuation of trials to Ante Jelavic in the ‘Hercegovacka Bank’ trials. According to a testimony of former director of former Mostar Pension Fund (MIO), Bozo Misura, a former secretary of HDZ BiH, Srecko Vucina, requested the MIO to pay five million marks (DM) to victims of the Homeland war, which was one of decisions of the then HDZ Presidency (NB: DL does not state when this took place, it would appear it happened in 1999). Initially, Misura did not want to implement the decision but after alleged pressures, among them a phone call by Jelavic, who allegedly stated that he would have HVIDRA (Croat war veterans) on his (Misura’s) back, the MIO Steering Board gave in and paid 1,65 million marks into an unknown account. Misura also noted that many people demanded his removal, however Jelavic did not allow it. The trials continue tomorrow (Wednesday) when Miroslav Rupcic (already sentenced in the case) is expected to testify. DL op-ed on Covic case: Croats feel least protected

 

Dnevni List, pg 8 ‘Double right’, by Ivan Andjelic – Carries an op-ed in which the author comments on the case involving the removed member of the BiH Presidency, Dragan Covic, judge Mate Tadic and the Lijanovic brothers, with the focus on Covic. The author argues that there is not a valid reason to remove Covic, because the court is yet to confirm any incrimination from the indictment. The author continues: “However, the Croat public does not defend Dr. Covic, it is fighting to achieve the legal justice, the rule of law, and if he is found guilty, they (Croat people) will accept it (…) The Croats are especially sensitive to these kind of measures because they are smallest in number and have a feeling they are least protected”.
