[Unlike signing, initializing the agreement does not obligate parties in negotiations, but only indicate common views on some issues during negotiations process.] “The current situations does not allow me to sign these two agreements regardless of their importance for BiH citizens…This is another classical obstruction of the RS. This is another diplomatic scandal;, but also a confirmation that RS is obstructing further development of BiH.”

Oslobodjenje cover splash, pgs 4-5 ‘Cavic and Paravac against agreement between BiH and Croatia’ by Aldijana Omeragicm – Oslobodjenje learns that Croatian President, Stipe Mesic, in talk with Ivo Miro Jovic, BiH Presidency Chair, insisted on signing the property accord, however CoM and members of the delegation that prepared the draft agreements failed to reach necessary agreement between themselves. Daily comments that one of the reasons for that is the fact that Federation and RS cannot reach an agreement on who to divide the property between themselves. BiH and Croatia have been negotiating on the property issue for several years now and some estimate that BiH owes property worth over 2.5 billion KM in Croatia. FTV, PINK, BHT1, RTRS, Hayat – also cover.

PINK, Hayat, Oslobodjenje pg 5 inset ‘Independent BiH’, Dnevni Avaz pg 4 inset ‘Three objections of RS Government accepted’, EuroBlic RSpg 2, announced on cover ‘Terzic, do not sign’ by Tijana Veselinovic, Glas Srpske pg 2 ‘Behind the back of RS’ by N.Zelenovic, Nezavisne Novine pg 3 ‘RS Governments’ objections’ by N.N.  – At the session on Wednesday, the BiH delegation which took part in negotiations on the regulation of property and legal rights relations with Croatia accepted three objections filed by the RS government. The objections will be than referred to the Croatian delegation for procedure, said Niko Grubisic, Deputy BiH Justice Minister and the head of this delegation. He elaborated that the first adopted objection was that this Agreement relates to the issues which either had been hardly regulated or not at all by the Agreement on Succession of former SFRJ’s [Socialist Federative Republic of Yugoslavia] property. The second objection of the RS government relates to the agreement’s mentioning 6 April 1992 as the BiH Independence Day. Another accepted objection was that a year should pass from the agreement coming into force before any return of the confiscated vehicles or payment of damages for them is made.

Cavic calls on Terzic not to sign the agreement

Cavic issued a statement saying that the agreement did not include the issue of status and return of property to Serbs driven out of Croatia who now live in the RS, particularly the issue of the legal protection of property swapped in a exchange procedure. Cavic believes that the signing of the agreement on the anniversary of Operation Storm in which around 500,000 Serbs were ethnically-cleansed in Croatia and in which war crimes were committed represents an offence to the entire Serb nation.

They should be harmonized and signed at the sessions of inter-state council, which has been the practice so far.

Basic: RS members of delegation did not inform properly their Govt

FTV, BHT 1 Gvozden Sarac“The crucial thing is that this RS Government is not well informed about process which is in progress since 1996. I think that RS Government representatives who take part in work of delegation [authorized to discuss the issue] did not properly informed RS Government about this” stated Haris Basic, BiH Deputy Minister for Transport and Communications.

FTV/ DL: RS does not want signing of agreements with Croatia because of operation ‘Storm’

FTV by Blazica Kristo – FTV harshly criticized RS officials and BiH Presidency member Borislav Paravac, claiming that they deliberately block the return of BiH property in Croatia in value of BAM 2 billion. According to FTV, the only reason for such behaviour is political, as the signing of the Agreement is planned for 4 August, which is the 10th anniversary of “Oluja” military operation in Croatia.

Dnevni List, pg 5, mentioned on front ‘Dragan Cavic against agreements with Croatia because of Storm’, by Ivica Glibusic – According to Glibusic, the main reason why the RS does not want the agreements with Croatia be signed is the fact that the agreements are to be signed one day prior marking of the 10th anniversary of the operation ‘Strom’ (Oluja), when Croatia liberated its occupied areas.

DL goes on to say that many international and BiH analysts see activities of the current High Representative, Paddy Ashdown, as reasons behind dissatisfaction with the OHR. In that context Jukic says that Ashdown’s international critics believe that Ashdown has, with his actions, stricken fear into junior, local politicians, and developed a servile mentality among the national parties, which poses a danger to development of democracy.

Comments following Ashdown-Bukejlovic correspondence

Glas Srpske cover pg splash ‘Lesson from arrogance’ by Z.Markovic – Writing about Paddy Ashdown’s letter to Pero Bukejlovic (regarding establishment of Commission for investigating crimes against Serbs in Sarajevo), the author notes that Ashdown’s response represents a true lesson from arrogance and pure political impudence, since there are at least two decisions of the Human Rights Commission at BiH Constitutional Court, that obligate F BiH to investigate and publicize information related to missing Serbs in Sarajevo. Daily notes it got an unusual response from OHR regarding this issue, saying that “the case is about the case Sehovac versus F BiH, so this case be submitted for follow-up action with Human Rights Commission’ since decision made it clear what F BiH has to do.  Slavko Jovicic, Vice president of the RS Association of former detention camp inmates has called on HR Paddy Ashdown to fulfill his promise, reiterated several times, and to establish Commission to investigate crimes against Serbs in Sarajevo. He notes all the conditions have been met, since the BiH Constitutional Court demanded truth be determined. Branislav Dukic, President of the RS Association of former detention camp inmates, has accused HR Paddy Ashdown of preventing investigation of crimes committed against Serbs in Sarajevo. Dukic stated that on several occasions, they have demanded from Ashdown to help this process, but he has never responded, adding that the delegation of the Association informed the US Congressmen of HR’s approach towards this issue during their visit to the USA. BiH Ministry of Human Rights and Refugees has completed its work so the Commission forSarajevo could start working immediately. Everything now depends on Adnan Terzic.” She noted there is no need to make the problem of Sarajevo a subject of political correspondence, neither to have this issue discussed at BiH Parliament again. She added: “Appeals have been accepted as in the case of Srebrenica. And it is not true cannot help. I, as initiator,. Will personally tell him this.”

Article also carries statement of Jovicic (see above).

Feral Tribune, pgs 22-23 ‘Melodrama with corpses’, by Ivan Lovrenovic – Commenting on the appeal by Ljiljana Zelen-Karadzic to her husband Radovan to surrender himself, Lovrenovic says there must be some kind of a deal behind the whole story, reminding of the Belgrade-based media reports, which noted that the deal with Ljiljana was agreed upon with Pierre Richard Prosper, the US Ambassador at large for war crimes. Lovrenovic also says the deal should make the position of the RS authorities a little bit better because the RS would use the surrender to politically capitalize on it and consolidate itself as a cooperative political subject that abides by European values.
