Delegation on property issues between Croatia and BiH discuss RS objections

 

BH Radio 1 by Senka Jaharpasic – Members of the BiH delegation that took part in negotiations on property issues between BiH and Croatia have met in Sarajevo to look into objections filed by the RS institutions. If they reach an agreement on the final draft, the contract should be signed tomorrow in Zagreb by Chair of the BiH CoM Adnan Terzic and Croatian PM Ivo Sanader. RS Government doesn’t agree with the draft contract stating that BiH should keep the property of Croatian companies in BiH, and in exchange give Croatia property of BiH in their country. However, this suggestion is in contradiction with the succession agreement, under which all property must be restored to the country that owes it.

Cavic says contract with Croatia should not be signed

 

FENA – RS President Dragan Cavic is calling on the Chairman of BiH CoM, Adnan Terzic, not to sign the agreement on property-legal issues with Croatia . Cavic says the agreement is detrimental for citizens of BiH, especially from the RS, saying the agreement does not include status of return of property of Croatian Serbs who nowadays live in the RS.

BH Radio 1 – The Prime Ministers of the South East European countries have gathered in Salzburg today to attend the round table on stability of the region in 21st century. BiH Prime Minister, Adnan Terzic, will arrive today to join the discussions.

RTRS – Austrian Foreign Minister, Ursula Pasnik, stated on the eve of today’s meeting that the Balkans needs the European perspective, promising Austrian support in this regard.

US State Department on situation in BiH

 

RHB – The US State Department issued a warning to US citizens and others who plan to travel to BiH making them aware of unexploded mines and crime. The State Department warns of increasing crime i.e. thefts, car robberies as well as continuous threats against US interests.

OHR reminded that the Srebrenica Commission’s report provided details of the planned and deliberate liquidation of between 7000 and 8000 Bosniaks at the hands of the RS Army/Bosnian Serb Army. In a special session convened on 28 October 2004 , the RS government adopted the Srebrenica Commission’s Report in its entirety. With the adoption of the Report, says OHR, the RS government recognized its responsibility for the massacre of between 7000 and 8000 Bosniaks. Furthermore, the RS government issued a formal apology to the survivors of Srebrenica for the tragedy they suffered.

He seems not have understood that the era of denial is over and that this country is looking towards the future. A member of the Srebrenica Commission: It is impossible to establish the number

 

Nezavisne Novine pg 5 ‘It is not possible to establish the number of Srebrenica victims for the time being’ by SRNA, Glas Srpske pg 5 ‘Impossible to establish the number’ – Zeljko Vujadinovic, a member of the former Srebrenica Commission has confirmed that it is impossible to establish the number of Srebrenica victims or the way in which they died on the basis of lists of missing persons that are available and before the completion of exhumation and identification work. According to him, the Commission did not work to establish on the basis of the lists the number of victims of crime and the number of those who were killed in a different way.

Ashdown sends letter to Bukejlovic: first address to Constitutional Court

Ashdown noted that he has on several occasions, in conversation and in writing, advised Bukejlovic on how to deal with this issue, however it appears that Bukejlovic has not done anything about it. “As with the Mothers of Srebrenica and Mrs Esma Palic, you should take this matter to the Human Rights Commission within the Constitutional Court, who can rule on how best to proceed with this… If a ruling… requires action to be taken, I will ensure, as with the Mothers of Srebrenica and Mrs Palic, that the action they require is taken in full. As you will appreciate I cannot act before any ruling is made,” explained Ashdown also expressing dissatisfaction with the fact that Bukejlovic released his letter to the HR to the media before the he had an opportunity to read it. This suggests that “the purpose of the letter was more to do with obtaining publicity than getting action,” says OHR.

The Presidency has also underlined that full and unconditional co-operation with the ICTY remains an essential requirement for further movement towards the EU.

Matijasevic meets Spajic, discuss information gathering on war crimes against Serbs

 

PINK, RTRS, Nezavisne Novine pg 4 ‘They discussed Srebrenica’ by SRNA– RS Minister of Interior Darko Matijasevic and Director of the RS Secretariat for Cooperation with the ICTY, Jovan Spaic, met on Tuesday to discuss the collection of new information regarding the crimes allegedly committed against Serbs by former head of the BiH Army Rasim Delic andICTY suspect [Srebrenica wartime commander] Naser Oric. The RS MoI Spokesperson, Radovan Pejic, said two officials also talked about the gathering information about the involvement of police in events in Srebrenica.

In the articles, Tomic separately listed names of the executors of the crime as well as names of policemen and high-ranking officials who knew about this crime at the time.

Rajic was indicted for crimes committed in Vares and Stupni Do in 1993. The ICTY Prosecution has so far proposed the referral of cases against 14 persons indicted for war crimes committed in BiH.

It further says that the letter HR sent to Chairman of Srebrenica TF Jovan Spajic reads members of the subgroup will be granted a free access to all archives of RS Defense Ministry and RS Army in the period of time from July 26 until September 1, 2005.

VN: Serbia investigates “Zvornik”, “Scorpions” cases together with BiH judiciary

 

Vecernje Novosti pg 6 ‘Everybody to try their people’ by E.Radosavljevic – In an interview to daily, Bruno Vekaric, Spokesperson of the Serbian War Crimes Prosecutor’s Office , says that “if investigations on cases of “Zvornik” and “Scorpions” continue at this pace, the second half of the month would see bringing of indictments. Both investigations result from cooperation with the BiH judiciary.” In regard to the case of “ Tuzla procession”, he says that this case will be processed un BiH, since it happened in BiH and its perpetrators are in BiH.

Huremovic – Deputy President of F BiH Desnica Radivojevic claims Jovica Stanisic, former security guard of Slobodan Milosevic, knows where Karadzic and Mladic are hiding and those who are searching for them, if they really wish to arrest them, should ask for information from him. ‘Let them bring him to Tuzla base for ten days and they will find out everything they want to know’, Radovojevic says. Radovojevic brought these claims relying on very reliable sources that are well informed on relations between Stanisic and Karadzic.

Slavko Deronjic was employee of Brcko District police; Mayor surprised; FTV claims new check up of war past of police employees was requested for

 

FTV by Halid RifatbegovicSlavko Deronjic, suspected of being member of the special Serbian unit “Scorpions”, was active police officer in Brcko District. Letter from Vukovar brings him in connection with this unit, however he passed the control carried out by the UN IPTF and was certificated to perform police duties.  Brcko District Police confirmed that person with this name worked from 2000 to 2003 as police officer. “I don’t know was this person a member of “Scorpions”, but it is a fact, and we checked that in our personnel service, that a person named Slavko Deronjic worked in Brcko District police,” said District’s Police Chief, Milenko Milicevic. “I am surprised with this information, which I learned about from media,” said Brcko District Mayor Mirsad Djapo. Representatives of local authorities in the District request for a new check up of the war past and working experience of all employed in the District police, as FTV reported.

However, the RS Govt says it demands a delay due to “significant remarks and numerous irregularities”, in case of singing the contracts in prepared form, would produce effects contrary to those that should to be achieved. The Government’s press office said the Government has suggested establishment of the joint commission at the BiH level, which would also compromise representatives of the Entities.

SD: RS does not want to give up Croatian property in BiH

Kristo – The daily reminds that the RS Directorate for Privatization does not want the Chairman of BiH Council of Ministers, Adnan Terzic, to sign an agreement on property-legal issues with Croatia because the said agreement stipulates that the BiH property in Croatia and Croatian property in BiH should be returned to respective owners. Instead, the Directorate says the Croatian property in BiH should be given to the entity governments and BiH property in Croatia should be given to Croatian authorities.

Nezavisne Novine pg 2 ‘Citizens will be able to vote in both states’ by M.Cubro – Daily reports that the BiH citizens holding dual citizenship (Croatian and BiH) will be able to vote at elections in both states. Tomislav Mazal from Croatian Government Public Affairs Office says: “The Election Law of Republic of Croatia stipulates that all Croatian citizens with 18 years of age have a right to vote, regardless of their resistance. It is known they vote at special electoral unit for Diaspora and agreement on dual citizenship will not change this provision.” Maksida Bajramovic, Spokesperson of the BiH Election Commission, explains that all citizens of BiH can vote in BiH with condition their place of residence is in BiH.

DA: Ashdown will appoint SBS, SIPA top officials unless BiH authorities react soon

Numanovic – According to information of DA, HR Paddy Ashdown might soon appoint leaderships of SBS and SIPA unless BiH Presidency and CoM resolve this issue soon. According to some speculations, a member of Croat people might be appointed to the position of SBS Director by HR’s decision. According to speculations, it is, most probably, Vinko Dumancic, who would be appointed. DA claims BiH Presidency member Sulejman Tihic demands that a Bosniak is appointed to this position. CoM Chairman Adnan Terzic confirmed there is a possibility that the leaderships of SBS and SIPA would be appointed by HR. Inset ‘Remarks of RS Government’ – reads RS Government requested from Terzic to postpone signing of an agreement on dual citizenship between BiH and Croatia.

FTV on appointment of SBS director: problem entirely political

 

FTV Dzenita Zirdum – FTV also carries that the top candidates for the SBS Director and deputies positions are Robert Peric, Vahid Alagic, Vinko Dumancic and Vahid Cosic. Reporter comments that the appointment issue is entirely of political nature, as the dispute is over ethnicity of the top official FTV says there is no agreement was reached because BiH Council of Ministers (CoM) Chair Adnan Terzic, BiH Minister of Foreign Affaoirs in technical mandate, Mladen Ivanic and BiH Minister of Security Barisa Colak politically cannot work together. “We must take into consideration ethnic representation, not only in security and police structures but also when in any any other important position,” said BiH Deputy Minister of Security, Dragan Mektic, but he also added that this can’t be a reason to damage the institutions. FTV concluded with words that the OHR is hoping to quick solving of this issue, or they consciously wait for call for help from the CoM, as it was in the case of SIPA Director appointment.

Reactions to Mostar effendi Smajkic’s criticism of the Catholic Church

 

Vecernji List, pg 4 ‘Catholic Church ignores address by effendi Smajkic’, by Zoran Kresic – Asked to comment on the address by the Mostar Mufti, Seid effendi Smajkic, in which he, among other issues, criticized the Catholic Church [see OHR Media Round-up for 31 July 2005], don Luka Pavlovic of the Mostar Diocese says that mufti Smajkic should substantiate all his claims by presenting written evidence. Oslobodjenje, pg 10 ‘Lessons in intolerance to young people’, by Fena – The HSS (Croat Peasants Party) of Canton 7 condemned the address by Mufti Smajkic saying it only “deepens the rift among the peoples that was caused by the war and aggression on BiH”. Dnevni Avaz, pg 5 ‘It is impudent that those who persecuted and killed are holding lectures’, by Fena – The United Organization of Fighters of Mostar (JOB) (Bosniak pre-dominant) is worried “with a fact that a campaign is being led for months against the Mostar Mufti’s office led by Sead eff. Smajkic. JOB notes that the campaign is being carried out by the “so-called political parties and media that have problems with presentation of the truth on Mostar and Herzegovina. Dnevni Avaz, pg 3 ‘Truth is not provocation’, by Faruk Vele – Editorial on the issue says that effendi Smajkic was only telling the truth during his address, noting that the Catholic Church remained silent to wartime events and even justified them sometimes. As proves, Vele lists numerous graves, sufferings of Mostarians, pictures of destruction of Old Bridge, sentences in the ICTY etc.

NN on possible changes of the Law on BiH CoM

 

Nezavisne Novine pg 5 ‘There will be no changes of Law on BiH CoM’ by M.Cubro – NN collocutor from BiH COM says that the political agreement on expansion of the BiH CoM (with two new ministries) has prevented changes of Law on BiH CoM, which now, inter alia, allows convicts to be ministers. The source notes: “The existing Law on BiH CoM has a number of omissions. The convicted person, for example, can be a minister – it is not determined how long technical mandate of ministers, chairperson or the entire CoM may last. Laws does not stipulate the term irrevocable resignation – whether it can be withdrawn or not. All these omissions should be amended through changes of the Law, which cannot be made without political agreement on expansion of BiH CoM.” Slobodan Kovac, BiH Justice Minister, says that this Ministry ahs not started with preparation of changes and addenda to Law on BiH CoM, since no order for this was given.

Nacional interview: General Schook on defence reform and arrest of PIFWCs

 

Nacional, pgs 46-49 ‘Chief of NATO in Bosnia’, by Merima Spahic – Carries an interview with the Chief of NATO HQ in BiH, general Steven Schook, in which the general mostly talks about the arrest of war crimes suspects and process of defence reform in BiH. General Schook says that the mood of countries in the region regarding the extradition of war crimes suspects has improved, albeit in form of voluntary surrenders under auspices of the RS Interior Ministry. Schook believes the countries have realized that the road to NATO and EU is linked to arrests of war criminals. As for the defence reform, general Schook believes the set of defence laws will be adopted in August both the entities and at the state level, which will result in thorough changes in BiH, since BiH will have one army, one MoD at state level, single budget, professional troops and sustainable structure that can enter NATO.

FBiH HoR speaker urges adoption of set defence laws

 

Dnevni Avaz pg 4 ‘Humphreys suggested we speed up process in FBiH’ by A. Basic – The Speaker of the FBiH House of Representatives, Muhamed Ibrahimovic, stated that the FBIH parliament has not yet received the draft law on defence and the armed forces of FBiH. These laws should be applied as of 1 October in order to ensure the establishment of the single budget at the state level, and for BiH army to launch the final stage of reform as of January 2006. Ibrahimovic said he talked to the Head of EC Delegation to BiH, Michael Humphreys, who suggested for the process to be sped up. However, the Speaker of the FBiH House of Peoples, Slavko Matic, says that the entire procedure depends on the HoR and that HoP will do the job on time.  

DL: History books in BiH plant seed for new conflicts in BiH

 

Dnevni List, pg 3, mentioned on front ‘History textbooks are seeds of new war’, by Ivica Glibusic – The article notes that despite having the joint core for writing of history textbooks in BiH, the textbooks treat different periods differently, especially when dealing with the WWII and the recent war. With regards to the latter, DL says there are no clear remarks who was the aggressor, who was the victim, who committed war crimes and who did not. DL goes on to say that the joint core deal with history in general, however it failed to cover the national history, which leads the daily to say that different perception of the recent history is a seed of new conflicts in these areas. DL also notes there is a possibility that ‘foreigners’ write the history textbooks or the OHR passes a decree and bans studying of recent history.

DL: Western diplomats working on unification of opposition in BiH

 

Dnevni List, pg 9 ‘Opposition forces united in elections’, by Zvonimir Jukic – The author argues that, having in mind events that have happened in past few weeks and which were conducted by western diplomats (NB: the author does not mention concrete events), it looks likely that the BiH opposition will be gathered in the pre-election period. In that context, the author reminds of several meetings between the Croat opposition parties, saying the western diplomats, who want to have a change in power in BiH, are concentrating on the Croat parties in order to secure a full legitimacy to the future authorities.

Deputy Minister Anton Rill said that the Ministry has spent last year almost 2 million less than was planned. It was also stated that BiH has in total 52 consular and diplomatic offices around the world, with a total budget of 38 million KM. Currently, 32 BiH Ambassadors owe about 170.000 KM to the Ministry. Because of the two largest such claims of 60.000 KM and 35.000 KM of debts the BiH Prosecutor’s Office has also been informed, said head of the Ministry’s Finance Department, Veljko Obrenovic. The first one is former BiH Ambassador to Isreal, Danijel Abraham Romano, who apparently spent 60.000 KM to furnish the Embassy, and Srboljub Lavovic, former Ambassador to Egypt. BHT 1 Marina Boskovic – Despite the fact that BiH MFA did not exceeded budget, State Auditors outlined a number of complaints in the audit reports, says BHT. Over 13 million KM have been spent on representation, travel and phone calls. Most of costs have not been appropriately justified, said Milenko Sego BiH Chief Auditor stated [earlier]. FTVSinan Saric – FTV reports that the other Ambassadors those owing money to the Ministry also include Zeljana Zovko, Slobodan Soja, Sven Alkalaj and Igor Davidovic. FTV comments that it is interesting that the Ministry chosen this time to present the report when BiH Auditors are on holidays. 

FTV: BiH Prosecutions finds no grounds to file charges on ground of audits for 2003

 

FTVAnisa Setka – FTV reminds of the audit reports’ which marked a number of irregularities in money spending in BiH institutions. It says that the BiH Prosecutor’s Office so far found no basis for criminal charges against 32 State institutions out of 38 who allegedly embezzled 20 million KM in 2003. According to FTV information, 6 other institutions are still under investigation. It also reminds of the report published by the BiH Audit Office in June 2004, indicating “scandalous” behaviour of employees in 15 State institutions and ‘arrogant overspending’ of the budgetary funds in 2003.

She took over the station after this Bank has activated the mortgage in line with the debt of “Autorad” firm, made by its former owner Momcilo Mandic. Robinson stated that the situation at “Autorad” firm is extremely bad, adding that take-over of gas station and “Autorad” resulted from a complete court procedure. She also added that “ManCo” station has been closed as of Tuesday, and it will remain so until somebody rents it and then buys it.

Dnevni Avaz pg 10 ‘Nobody used pressure against Dzidic’ by S.T., Oslobodjenje pg 6 ‘There were no pressures against investigators!’ by I.S., Vecernji List, pg 2 ‘There was no pressure on inspectors’, by vb – In continuation of trials to Ante Jelavic in the ‘Hercegovacka bank’ case, the Head of FBiH Defence Minister’s cabinet, Zdravko Djidic, stated that he was not aware that anyone from the FBIH MoD was exerting pressure on financial inspectors, who are dealing with the (Jelavic) case. Djidic noted that some documents that the Prosecution wanted could not be found or were not available, however Djidic stressed that the FBiH Defence Minister Miroslav Nikolic had sent a memo to all FBiH MoD staff that every memo from the Prosecution must be replied to within given deadlines.

SD: SDA and SBiH want new tender for ‘Energopetrol’

 

Slobodna Dalmacija, pg 17 ‘New tender for Energopetrol already prepared’, by Zlatko Tulic – The article notes that, when it comes to the future of ‘Energopetrol’, the SDA and SBiH ministers in the FBiH Government still insist on annulment of the current and issuing of a new tender. In that context, SD also carries the Director of FBIH Privatization Agency, Resad Zutic, who says that one of the FBiH Government’s conclusions has tasked the FBiH Privatization Agency to prepare a new tender. SD also says that people in ‘Energopetrol’ are against a new tender because the bid submitted by INA-MOL was the best.

Status of 300 wartime invalids being checked

NN reports BiH institutions hold no info. on tourism income
