BH Radio 1 by Mirsad Bajtarevic – Following the meeting with the RS PM Milorad Dodik and Chair of RS Association of missing persons form Eastern Sarajevo, Mirjana Simanic, Deputy Chair of BiH HoR Nikola Spiric has invited the RS representatives in the HoR to walk out of the session on Wednesday after the plenary session and to boycott the work of the House until the Commission for sufferings of Sarajevo Serbs, Croats, Jews, Bosniaks and others is established by the Council of Ministers. Spiric stated tension around this issue rose with a reason, considering that the establishment was ordered by the BiH Parliament in January 24, 2004 and the CoM Chair Adnan Terzic doesn’t obey this instruction. Dodik said that establishment of the Commission is essential for establishment of the truth, without which there is no progress. Sarajevo has a special significance for BiH. Persistently, it is being presented as city of tolerance, of multiethnic character and this is a serious opportunity for that claim to be put to the trial” said Dodik.

55.5% of Montenegrins voted for independence

RHB, BH Radio 1 – Republican Referendum Commission Chair Frantisek Lipka published official preliminary results of the referendum in Montenegro , according to which 55.5% of voters voted in favor of independent Montenegrin state, with full international recognition. As Lipka said during the press-conference final results of the referendum would be published on Saturday.

BHT1 by Sasa Delic, Podgorica – According to first preliminary results of Sunday’s referendum, citizens of Montenegro voted for the independence. Republican Referendum Commission announced that 55.4% voted for the sovereign state, while the election turnout was 86.3%. The head of the pro-independence bloc, Montenegrin PM Milo Djukanovic announced victory two hours after midnight on Sunday; he emphasized Montenegro would now become an independent and sovereign state ‘with no bloodshed, or any violence for that matter’, in a completely democratic manner, with the full respect of the strictest rules Europe has ever applied. On the other hand, Bloc in favour of preserving the union with Serbia deems it is too early to celebrate: they welcomed the fact that the referendum went without incidents but noted the results were announced too early. Republican Referendum Commission confirmed not major problems occurred; international monitoring mechanisms congratulated citizens on successful referendum. “The referendum was conducted in line with OSCE, Council of Europe’s and other international [election] standards,” stated Nevzat Yalcintas, Head of OSCE monitoring team in Montenegro. FTV – We have a state, and I’m certain we will never again bring into question its survival”, said Djukanovic. He expressed wish for Serbia to be the first to recognize the new state. Deputy Speaker Montenegrin Assembly: Montenegro relieved of responsibility in BiH lawsuit against SCG, coop. with ICTY

 

Hayatby Nebojsa Redzic, Podgorica – In an interview to NTV Hayat, Rifat Rastoder, Deputy Speaker of Montenegrin Assembly, discussed the advantages of independence for Montenegro, stating it would now bring long-term stability in the region. “With independence of Kosovo, the final [act in] disintegration of Former Yugoslavia [finished],” added Rastoder. Commenting the cooperation with the ICTY, Rastoder stated that Montenegro has now been relieved off this obligation. He also stated it was the hostage of Serbia in the process of EU integration: Montenegro has been also relieved from the responsibility in the issue of BIH lawsuit against SCG because BiH was target of Belgrade officials, Montenegro was their hostage.” He confirmed that Muslim/Bosniaks in Montenegro voted for the independence.

EU and NATO: Montenegrin referendum would have no impact o the region and future of Kossovo

 

BHT1 by Elvir Bucalo Brussels – Officials in Brussels are satisfied with the fact that Montenegrin referendum ended without major problems and in a democratic manner. “I want to congratulate Montenegro citizens for successful referendum. We don’t have all the information as yet, but it seems that entire process took place without any incidents. It is without a doubt a sign of maturity and responsibility of Montenegrin citizens”, stated EU High Representative for the Common Foreign and Security Policy Javier Solana. EU and NATO have already announced that the outcome on referendum in Montenegro will have no effect on other countries in region: BiH, and especially the future of Kosovo. “We should not compare the processes on the Western Balkans. For me, those are completely separated events”, stated NATO Secretary-General Jaap de Hoop Scheffer. FTV- Solana announced that the EU would fully respect the will of majority of Montenegrin citizens, and called on both sides to accept the results. EU would late establish a way to organize further participation of Montenegro in the process of Stabilisation and Association, Solana said adding the most important thing is to preserve the stability on the Balkans. European Parliament’s Pack: Respect results of referendum in Montenegro

Serbian officials to address citizens after results of Montenegrin referendum are final; SPO ’s Draskovic sees this as right time to establish monarchy

 

BHT1 by Vesna Simic, Belgrade – Serbian authorities are still waiting for the official results of the referendum to be published. Only two political parties who supported the idea of independent Serbia – G17 Plus and Serbian Demo-Christian Party – celebrated on Monday. “Ladies and Gentlemen, Happy Independent Serbia”, stated leader of Demo-Christians Vladan Batic. “This is a chance for the new beginning, and we must not miss it”, added Serbian Finance Minister and G17 Plus Vice-President Mladjan Dinkic. SCG Minister of Foreign Affairs, and leader of Serbian ‘Pokret Obnove’ party Vuk Draskovic stated that it is the right time for Serbia to become a monarchy. Serbian media reacted differently; while some newspapers, such as Belgrade-based daily Politika, have some doubts about the real result of the referendum, other announced the official end of union with Montenegro. FTV – Former Vice-President of Serbian Government Miroljub Labus called on Serbian Government to be the first to recognize the independence of Montenegro. Serb Radical Party assessed that the independence of Montenegro is a ‘painful act’ for Serb people. RTRS – Serbian President Boris Tadic and Serbian Prime Minister Vojislav Kostunica announced that they would address Serbian citizens after the official results of the referendum are published. Presidency Chair Tihic: Montenegrin referendum will not warm up separatists’ ideas of Albanians in Kosovo and Serbs in RS

 

BHT 1 – BiH Presidency Chair Sulejman Tihic and BiH Council of Ministers Chair Adnan Terzic congratulated Montenegrin citizens and officials on the results of Sunday’s referendum for independence. “I think this it a victory for Montenegro. Therefore, I would like to congratulate citizens of Montenegro, and send them my best wishes for the progress on our joint path towards Euro-Atlantic structures. BiH and Montenegro, as two independent states, will continue building good relations, for the benefit of all of our citizens”, stated Tihic. Hayat – The same message was sent by the member of BIH Presidency, Ivo Miro Jovic. CoM Chair Terzic: I expect continuance of good relations between BiH and SCG

 

Dnevni Avaz pg 20 ‘Terzic expect continuance of good relations between two states’ not signed – The Council of Ministers Chair Adnan Terzic stated for DA that he “expects continuance of pretty concrete and good relation between [BiH and Montenegro]. Process of dissolution of former Yugoslavia had to continue in order for that barrel containing gun powder located in the Balkans to start with the final stabilization through democratic processes’ said Terzic. SDP leader Zlatko Lagumdzija also congratulated Montenegro .

BiH officials congratulate Montenegrin citizens; BiH Presidency member Paravac: question is whether disintegration of Yugoslavia would end in Montenegro

 

FTV – The referendum in Montenegro is the obvious result of the processes that started with the disintegration of former Yugoslavia in early nineties, and the only question is whether this process would end in Montenegro, stated BiH Presidency member Borislav Paravac. He added many others in the region, and maybe even in Europe, could decide to do something similar thing. RTRS – Igor Radojicic, RS National Assembly Speaker said that independence was a will of the Montenegro citizens adding that goals of the RS are opened borders and maximum of cooperation. “I believe it is very important to continue the policy of stabilization of relationships between Serbia and Montenegro, and of course their relations with other countries in the region, first of all BiH and RS through this was”, said Milorad Dodik, RS Prime Minister. SDS commented Montenegro independence was the end of former Yugoslavia, and welcomed decision brought by plebiscite. “Message that came from Montenegro shows that decision on state status could be brought on democratic way and without fights”, said RS President Dragan Cavic. Officials in the region congratulated Montenegrin independence; announce soon recognition

 

BHT1 – BHT 1 comments that the Montenegrin referendum for independence was closely monitored in all countries in the region, especially in Kosovo. Kosovo media in Albanian language stated that Montenegrin referendum was an example for Kosovo. “It is a great thing that Montenegro has finally become an independent state. It means that there is no Yugoslavia any more, and it would certainly help Kosovo to become an independent state as well”, stated Kosovo President Fatmir Sejdiju. Slovenian Minister of Foreign Affairs Dimitrij Rupel announced that his country would soon officially recognize Montenegro. “I am sure that we are all going to be a members of the EU very soon, and there we will build our relations on some new foundations”, stated Slovenian President Janez Drnovsek. Croatian President Stjepan Mesic and Albanian Prime Minister Sali Berisha also congratulated Montenegrin President Filip Vujanovic and all citizens of Montenegro on the results of Sunday’s referendum for independence. Hayat- Kosovo Prime Minister Agim Qeku deems that by organising referendum, Montenegro showed to be a “healthy” democratic country. NGO Serb People’s Movement ‘Choice is ours’ organized signing petition for secession of RS from BiH in Prijedor on Monday

 

Oslobodjenje pg 3 ‘Call for secession from BiH’ by B.Ka, EuroBlic pg RS2 ‘Petition for separation’ by G. S., Glas Srpske pg 5 ‘Sigantures for separation’ by P. S.,  – NGO Serb People’s Movement ‘Choice is ours’ organized signing petition for secession of RS from BiH in Prijedor on Monday. Prior to this, the NGO organized similar events in Doboj, Bijeljina and Gradiska. NGO’s President Dane Cankovic said: “it is a time for RS to create independent state… for if certain national minorities like Albanians can do it in Serbia, why we cannot do it, because BiH Serbs are constitutive people that has right to decide on its destiny. Rogic – Chairman of Serb movement of non-government organizations ‘SPONA’, Branislav Dukic announced that they would demand from the International Community to organize in the RS a referendum on secession of the RS from BiH.

Oslobodjenje editorial: Unlike Montenegro and Kosovo, RS has no right on independence

 

Oslobodjenje pg 9 ‘Right on independence’ op-ed by Zija Dizdarevic – Commenting the Montenegrin referendum, the editorial reminds of the recent column published by the former US Ambassador to SCG, William Montgomery, published in Jutarnji list and Dnevni Avaz, in which the author noted that the results would certainly have effect on Bosnian Serbs, who desire union with Serbia. Dizdarevic notes that it would be very dangerous if the RS would be put in the same context with Montenegro, referring to Montgomery’s estimates that Serbs now have two options: to cooperate with others in constitutional reform [noting this was the fastest way to Europe], or to treat BiH authorities like Montenegrins did with Serbian with an ultimate goal of organizing referendum. Unlike RS, answers Dizdarevic, Montenegro had such right under the international law. The issue of Kosovo and its possible independence, notes author, on the other hand is a precedent which steps over the legal frameworks which are valid for the rest of the former Yugoslavia. Such solution came as the result of the violence over Albanians, i.e. unwillingness of Belgrade to democratically rule Kosovo. Author concludes that Serbs in BiH were never tortured like Albanians in Kosovo, therefore have no right to call on ‘Kosovo model’.

DA op-ed: one of key regional issues now for Montenegro is cooperation with the ICTY; radical forces in Serbia would benefit from Montenegro independence

 

Dnevni Avaz pg 3 ‘Montenegro independence’ op-ed by Sead Numanovic – Referring to Montenegrin newly gained independence, author notes: “With parting of Montenegro, dream of ‘Greater Serbia’ definitely dies. Serbia stays to face its recent criminal history, dreary present, and uncertain future. That is an ideal basis for radical options that would benefit from the process of reducing Serbia into realistic frame.” Author notes that one of the key regional issues now for Montenegro is cooperation with the ICTY, for the Hague has been repeatedly warning that Radovan Karadzic is hiding somewhere in between RS and Montenegro. Editorial concludes that if the ICTY repeats once more that Karadzic is in Montenegro, its Prime Minister Milo Djukanovic should arrest and extradite him.

VL: Montenegrin independence shatters dreams of ‘Great Serbia’, strengthens BiH; DL: independence will have no effects on events in BiH

 

Vecernji List, pg 4 ‘Montenegrin ‘yes’ for more stable BiH’, by Eldina Medunjanin – commenting on the result of referendum in Montenegro, the author thinks the decision will have many direct and indirect consequence for BiH. Firstly, BiH and the new state will have to organize diplomatic relations, take care of many bilateral issues etc. More significantly, Medunjanin believes the independence will make all those who dream about ‘Great Serbia’ realize that the dream is over and that there will be no exchange of territories in the Balkans, which will in turn strengthen BiH. Dnevni List, pg 2 ‘Happy independence’, by Sanja Bjelica – also comments on the Montenegrin referendum saying it will not have any effect on events in BiH whatsoever. Bjelica reckons that relations between BiH and Montenegro will be better than the relations between BiH and SCG because the new state wants to have a better cooperation with everyone, especially with its neighbours and present itself in good light.

Die Welt op-ed: If Montenegro was allowed to hold referendum, so should RS

 

Die Welt ‘Chances of small statehoods’ by Stefanie Bolzen – Commenting Montenegrin referendum for independence, editorial published in Berlin-based daily reads that Montenegro now buried the last remains of Yugoslavia, adding that, after the wars in the Balkans, the EU HR for the Common Foreign and Security Policy, Javier Solana, wanted to prevent “secessionist Domino-effect through forced partnership between Serbia and Montenegro. Yet the Unionists lost, Solana lost, and the EU has to deal with yet another country who wants to join the club… [Succession] is unquestionable risk to be allowed a propos Serbia, which after the loss of Montenegro and possibly Kosovo, stretches its arms even more strongly towards BiH and demands of the RS. But if Montenegro was entitled to self-determination, this should also have to be applicable in the case of the RS.” In its upcoming Presidency over EU, Germany is to inherit large burden of moderation, argues the author, noting the reason for this is disappointing result of Austrian term when it comes to the Balkans. Thus, German Chancellor Angela Merkel, as a EU-Chair in 2007, will have a chance to strongly influence both the EU and the Balkans. Author reminds of the German preference of “privileged partnership” between EU and Western Balkans countries rather than the membership itself, and concludes: “It must remain clear that European integrations are worthwhile for both small countries of the Balkans and the entire Europe.”

New mtg on const. changes on Tue: RS officials say there would be no new negotiations, without discussion on anything by things already agreed 

 

 

BHT1 – RS Prime Minister Milorad Dodik stated on Monday that representatives of political parties would discuss the ‘position of constitutional changes’ during the working lunch hosted by the U.S. Ambassador to BiH Douglas McElhaney in Sarajevo on Tuesday. However, Dodik emphasized that there will be no new negotiations on the content of BiH Constitution. “Some of the partners in FBiH claim that now it might be possible to adopt the constitutional amendments. If they really have a chance to assure necessary votes, we have no reason to oppose another voting on constitutional changes, but only those that have been agreed before. There will be no new negotiations, we might only discuss the possible procedures”, stated Dodik. RTRS– Prior to the meeting, SDS Leader Dragan Cavic said that would participate the meeting but that would not discuss any constitutional amendments except those that leaders of the political parties signed. PDP Leader Mladen Ivanic said that PDP is against start of new round of negotiations.

Dnevni Avaz pg 2 ‘Dodik and Ivanic do not believe in constitutional changes before elections’ by Z.P. and A.M. – Commenting meeting to be hosted by the US Ambassador to BiH Douglas McElhaney in his Sarajevo residence on Tuesday, RS Prime Minister Milorad Dodik told daily that the only logical thing would be to work on complete reconstruction of the Constitution after elections, adding that working in phases should not be an option: “Our suggestion is to establish mixed parliamentary commission just after the elections, which would be composed of deputies and experts from the field… We have opportunity to adopt that constitution within two years.” SDA Secretary General, Amir Zukic, stated: “We think that we should fight for better functioning of BiH state, for in that case Dodik could not get this attention and block police reform.” For BiH Foreign Minister Mladen Ivanic [PDP] his party will be represented by PDP Presidency member Vinko Radovanovic. Ivanic told daily from London: “We still think that the agreed amendments should be adopted. The essence of the issue is whether FBiH parties are capable of solving it, for we from RS already secure necessary number of votes.” Inset ‘Relota: New parliamentary majority after elections will be discussed’ – HDZ spokesperson Miso Relota told daily that among other things, issue of new parliamentary majority after elections will be discussed, adding that it is not likely possible to expect adoption of constitutional changes before elections. Gojkovic – Anonymous NN’s collocutor says aim of the meeting on constitutional changes to be held today, is to ensure the support of the international community in order to implement the Agreement on the constitutional changes immediately after the elections. The source says there are two possible scenarios to be discussed during the meeting: either to ensure the implementation after elections to launch the second phase or to “exert pressure” on HDZ 1990 for them to change their stances and support the changes in a repeated Parliamentary procedure before the elections. HR CSS will urge BiH Parliament delegates to adopt a package of reforms before elections

 

Nezavisne Novine pg 2 ‘Adopt a package of laws by elections’ by Srna – High Representative Christian Schwarz-Schilling will on Wednesday appeal on BiH Parliament delegates to adopt a package of reforms in the period of time of 100 days before October elections, as according to OHR’s press statement. The press statement reads that the delegates cannot afford to miss the chance to show BiH citizens and International Community they can work seriously and efficiently on improvement of life conditions and to lead BiH forward. HKDU leader Musa: Another talks on const. changes now is farce

 

Dnevni List, pg 8 ‘Another discussion on amendments – a farce’, by Ljiljana Vidacak – the President of HKDU (Croat Christian Democratic Union), Ivan Musa, says the announcement according to which constitutional amendments could again be in parliamentary procedure is nothing but legal and political farce. He explains that from the legal point of view, 6 months have to pass between discussions in the BiH Parliament about the constitutional changes, whilst politically wise, it is ‘a circus’ to ask from the MPs to change their position. Musa also says the solution for a just BiH is to have ‘mathematically speaking’ 1 state, 3 peoples, 3 entities/federal units and 3 levels of authority.

BiH Central Election Commission’s findings reveal illegal funding of parties

 

Dnevni List, pg 9, mentioned on front ‘SDP and HDZ getting illegal donations’, by Tanja Calic – according to findings of Service for revision of financial operations (of political parties presumably) with the BiH Central Election Commission, a big number of political parties use premises of municipalities free of charge and receive illegal donations that are not properly registered in financial books. The article lists several cases of such illegalities committed by the SDA and SDS, including the case when the SDP received back in 2004 an illegal donation from a legal entity from abroad in amount of 552.953 KMs. The findings also show that back in 2004, the HDZ stated incomes of 1.700.000 KMs, although the party did not have a single mark of incomes from the property the HDZ is in possession of.

HDZ submitted demand to the BiH CEC for HDZ 1990 verification for election to be disabled 

 

Oslobodjenje pg 7 ‘Verification of participation at election of HDZ 1990 questionable’ by A.Terzic – According to daily, in the next few days the BiH Central Election Commission would decide if application of the HDZ 1990, under that name, is possible at 2006 general elections. Namely, in last few days HDZ has sent a demand for prevention of the verification of HDZ 1990, arguing that two parties under name HDZ could confuse the voters. In a statement for daily, Chair of the BiH CEC Branko Petric confirmed this information and said that decision would be passed in next few days. “For time being, this kind of complaint has only been addressed for HDZ 1990. We still do not know what would be our decision and we would take stance after all members declare” said Petric. If the BiH CEC rules that this could bring confusion, HDZ 1990 would be ordered to change its name in five days if wants to participate October elections.

SDS Presidency adopted election strategy / Cavic: SDS will run independently

PopovicSDS President Dragan Cavic stated that the SDS Presidency adopted the plan on election activities during a session held on Monday and he announced they would forward list of candidates for all levels of authorities by July 3. Bj. – Deputy President of SNSD Velimir Kunic assessed as unacceptable the proposal of SDS in accordance with which Serb parties should run jointly at the forthcoming October elections in the area of F BiH. He stated this would be unacceptable not only for SNSD but also for returnees and accused SDS of attempting to manipulate with this part of population with such a proposal. ‘If SDS is so concerned for Serb returnees to F BiH, then why doesn’t it support SNSD candidates, who have articulated the interests of returnees in the best possible way already’, Kunic concluded.

FBiH PM Hadzipasic revokes Govt’s decision on reducing police salaries

SD: HDZ’s Covic removes Chairman of Mostar Clinic’s Steering Board Bagaric because he attended inaugural session of HDZ 1990

 

Slobodna Dalmacija, front pg splash and pg 13 ‘Covic removed Bagaric’, by Petar Milos – the Chairman of Steering Board of the Mostar Clinic (under construction), Dr. Ivan Bagaric (he is also an MP in the Croatian Parliament representing Croatian Diaspora), was removed from the office in the Steering Board allegedly without an explanation. He says he learnt about it when he called the secretary of the FBIH Ministry of Health in Sarajevo. He goes on to say that the job he had been doing since 2000 had been done in an honest manner, not wanting to make any further comments as to why he got removed. However, the author reckons that Bagaric got removed because the HDZ BiH leader, Dragan Covic, decided to do so after Bagaric was seen as a guest at the inaugural convention of the HDZ 1990, which triggered Covic to have his revenge by ordering to “his (FBiH Healthcare) Minister Mandic to remove him”.

DL: HSP Djapic-Jurisic and HDZ 1990 to form coalition, ‘nod’ came from Croatia ; SD: HSP Djapic-Jurisic, NHI, HSS and HKDU to form coalition?

 

Dnevni List, pg 6 ‘HSP and HDZ 1990 in coalition’, by Zvonimir Jukic – DL learns from a source close to HDZ 1990 that leaders of HSP Djapic-Jurisic and HDZ 1990, Zvonko Jurisic and Bozo Ljubic respectively, met over the last weekend to discuss modalities how the two parties can approach the forthcoming elections together. According to the source, it is likely that the two parties will sign a coalition agreement by the end of the week. HSP Djapic-Jurisic confirmed the talks were ongoing and that the HSP Djapic-Jurisic’s key condition was that Jurisic be the coalition’s candidate for the office of Croat member of BiH Presidency. Finally, DL notes that the ‘nod’ for forming of such coalition came from Zagreb i.e. from leaders of the Croatian HDZ and HSP, Ivo Sanader and Ante Djapic that is. Slobodna Dalmacija, pg 15, mentioned on front ‘Four ‘aces’ for victory’, by Marko Karacic – According to SD’s knowledge, leaders of HSP Djapic-Jurisic, NHI, HSS and HKDU will ‘probably’ sign an agreement, which will form the Coalition of Croat Opposition Alliance, in Sarajevo on Wednesday. Allegedly, the HSP Djapic-Jurisic will be the key force in the Coalition. HSP Djapic-Jurisic’s Chairman of Main Board, Zarko Pavlovic, confirmed the talks had been ongoing for a while already. He also said that the talks so far mentioned these 4 parties only, underlining that his party see no point in forming of such coalition if other parties were to join it, such as HDZ BiH, HDZ 1990, HDU or HD. On the other hand, the HSS leader, Marko Tadic, is more cautious saying the parties have to sit down and see whether they have the same political program. “If not, there will be no coalition”, said Tadic.

CoE Monitoring Team assesses BiH progress in obligations toward the CoE

 

FTV- BiH Presidency members Borislav Paravac and Ivo Miro Jovic on Monday met the delegation of the Council of Europe’s Monitoring Team, which will stay in BiH until May 27, as a part of regular assessment of progress BiH has made regarding the obligations towards the Council of Europe. Constitutional reforms, October election, the implementation of the agreement on police reconstruction, adoption of the state law on higher education, cooperation with ICTY and human rights in BiH were the main topics during the meeting on Monday. Sinisa Macan appointed new CIPS Director

By this decision solution of BiH Civil Service Agency, which appointed Mustafa Pasalic, is annulled. BiH Civil Affairs Minister Deputy Zoran Tesanovic expressed satisfaction with this decision, adding that this is the victory of the legal system and not of frivolous people, such as Minister Safet Halilovic.  Tesanovic reminds that on several occasions he has warned the CoM about Halilovic’s decision, which questions the constitutionality of BiH peoples.

Negotiations on mitigating visa regime to start on May 30

SDA and HDZ officials met in Mostar, but agreement on Mostar issue wasn’t reached

 

Dnevni Avaz pg 4 ‘Mostar issue still without solution’ by F.Vele – Meeting of HDZ, SDA and Mostar City representatives dedicated to crisis in functioning of city authorities and Bosniak-Croat relations in general was held in Mostar on Monday night. Meeting, scheduled due to pressures from the International Community for the Mostar budget 2006 to be adopted, was attended by the HDZ and SDA leaders Dragan Covic and Sulejman Tihic respectively, officials of Cantonal Boards of both parties, Cantonal Prime Minister Miroslav Coric, Chair of Cantonal Assembly Omer Cevra, Mostar Major Ljubo Beslic and Chair of City Council Murat Coric. After the meeting, HDZ officials claimed that “solution is on sight”, while SDA officials stressed that “there is no solution for Mostar” and it seems that budget will not be passed at Wednesday’s session of the Mostar City Council, though Beslic announced otherwise. Author comments that SDA is still trying to use the budget issue to warn at full failure of Mostar integration. “We have talked about seven to eight issues that present Mostar problem. Systematization of city administration employees, budget issue, street names…we exchanged opinions and got our stances closer, but we still have no final agreement” said Tihic. Asked if the agreement was reached n the budget, which OHR insists on, Tihic said that this issue would be solved by City Council. Covic, expressed certainly that the budget would be passed at following session, adding that SDA has conditioned the budget passing by “carrying out o some projects”.

GS op-ed: there are no differences between parties in BiH, these are all in essence nationalistic

 

Glas Srpske op-ed pg 2 ‘Factor genocide’ by Nenad Kecmanovic – Elaborating on whether genocide had been committed over Bosniak people during the war in BiH, the author says Serbs had not attempted to systematically destroy Muslims in BiH. He also says, although Muslims had the highest number of casualties, it was not because they were sitting tight but because they were fighting on three different battlefields despite to the fact they had not been adequately armed. The author says that, in accordance with statistic data from Sarajevo, the number of victims radically decreased from 200.000 down to 60.000, which is in percentage not much higher number than the number of casualties in other two sides in the war. Therefore, the author concludes the thesis on genocide is only a tool of political manipulation, wondering whether some new politicians might put the end to inter-ethnic conflicts in BiH and concludes by saying there are no differences between parties in BiH because these are all, in their essence, nationalistic parties and he says BiH cannot exist as a democratic state but only as one-party state or personal dictatorship state that controls democracy. He adds: ‘now you have a real authority of international protectorate, i.e. of American Ambassador and the HR, along with a decorative democracy.’

RTRS – At next session of the Council of Ministers,the RS representatives will make decision regarding the request of the RS Association of families of fallen and missing soldiers and civilians from East Sarajevo to freeze their activities until Commission on suffering of Serbs in Sarajevo is established. RS reps at CoM will react if establishment of this Commission is not on included in the agenda of the next session, and on Monday they strongly criticised the statement of the CoM Chair Adnan Terzic who said on 18 May that as long as he was the Chair there would be no separate Commission for Sarajevo Serbs established, but a Commission that would deal with the entire country. “Normal work of CoM is not possible without establishment of this Commission. Mr. Terzic should know he answers to the Parliament and he should do what Parliament asks him to do”, said Mladen Ivanic, BiH Foreign Minister. Slobodan Kovac, BiH Justice Minister, expressed concern due to disrespect of the BiH Parliament’s decision on establishment of the Commission. “After such brutal statement the only choice for Serb Representatives at CoM is not to show up at CoM sessions until the establishment of this Commission is on the agenda, with defined goal and deadline, the same way it was done at the RS Government in regard to Srebrenica”, said Dragan Cavic, RS President.  “Commission has to be established for Sarajevo. Sarajevo is special case, there were many suffering in Sarajevo…”, said Milorad Dodik, RS Prime Minister. SRS called on the RS reps to leave CoM and RS Government to dismiss ministers from SDA. BHT1- Terzic still claims that BiH needs one commission that would cover the area of the entire state, although BiH Parliament recommended the establishment of the commission only for Sarajevo. “I think that we should form a commission that would establish the truth in the whole BiH”, said Terzic. To establish a commission for Sarajevo would mean that similar commission should be formed for every single city in BiH, concluded CoM Chair. “It is not the question of one commission, whatever her name is. RS PM Dodik: RS Ministers would leave CoM if the Commission for sufferings of Sarajevo Serbs is not established

L. – The RS Prime Minister Milorad Dodik reiterated on Monday that the special Commission for investigating wartime suffering of Serbs in Sarajevo must be formed. Dodik reminded that BiH Parliament recommended the establishment of such commission for Sarajevo, adding that Council of Ministers Chair Adnan Terzic must obey Parliament’s decision. RS PM emphasized that, if Terzic fails to put this item on the agenda of the next CoM session, ministers from the RS would start leaving CoM sessions until this item is placed on the agenda.

The only right thing to do, as far as I am concerned, is to establish the Commission for entire state. We can task it to deal with sufferings of Sarajevo citizens.” Terzic warned that if the establishment of the Commission to deal exclusively for Sarajevo, every town in BiH would have its own Commission. RS Veterans’ Association: RS representatives at CoM greatly responsible for Terzic’s behaviour

Glas Srpske pg 3 ‘Enough of double standards’ by S.Sekara– Presidency of RS Veterans’ Association decided at Monday’s session that would invite all RS representatives in BiH joint institutions to take the common stance regarding the attacks from the FBiH, which attempt to question RS survival. Head of the Association Pantelija Djurguz stated that statement of Council of Ministers Chair Adnan Terzic regarding the Commission for Sufferings of Sarajevo Serbs is “inappropriate and for judgment”. “There is a feeling that representatives of the RS who sit at the CoM are in good part responsible for Terzic’s behaviour” said Djurguz.

BHT1- The 28th Conference of Police Chiefs of European Capitals has commenced in Sarajevo. The delegations from 33 European capitals discuss the possibilities for improving mutual cooperation in a fight against organized crime. It was emphasized that new forms of crime – such as abductions, racketeering or extortions – have emerged in BiH and it is not easy to fight those crimes, especially since in BiH there are two state security agencies, two entity Ministries of Interior, ten cantonal polices and the police of Brcko District. Experts claim that such divided police simply cannot adequately fight the most serious forms of organized crime, terrorism, human and drug trafficking. “We have to work together, because organized crime knows no borders. There should be no borders when it come to the police, and that’s the real problem”, stated one of the participants, Deputy Chief of Berlin Police Gerd Neubeck. “Croatian Police and Zagreb Police have to cooperate with Sarajevo, and the Cantons in FBiH… We are a border area in some way, which makes us both very interesting for all sorts of organized crime”, stated Head of Zagreb Police Marijan TomuradPINK- Himzo Selimovic, Presiding of the Conference said that BiH has 15 police agencies adding that such security system cannot face the crime. Selimovic reminded of three EU principles that BiH should fulfil in order to achieve European standards. RS MoI officials and RS Prosecutor’s Office held a meeting in “Mrakovica” villa, discussed fight against organised crime

R. – Highest police officials of RS, with Minister of Interior Stanislav Cadjo at the head, met with top-officials of RS Prosecutor’s Office in “Mrakovica” villa on Kozara with an aim to intensify fight against organised crime, as according to information of Nezavisne Novine. A special police unit for fight against crime, which had been recently established in frame of RS MoI, was presented during the meeting. RS MoI did not want to reveal which topics were discussed, yet those who are informed claim organised crime was the main topic.

EBRD prepared to finance road reconstruction and gasification project in BiH

 

PINK- BiH Foreign Minister Mladen Ivanic, who is attending the annual conference of European Bank for Reconstruction and Development [EBRD] in London, in a phone statement informed he met the EBRD President, Jean Lemierre, to discuss the future cooperation: “We plan two big projects next year. One is worth 320 million KM and it is the project of road reconstruction. This is the biggest project that the EBRD along with the European Investment Bank finances.” Ivanic added the Chairman has informed him that EBRD is prepared to finance gasification project in BiH as well. RS Trade Union submitted RS PM Dodik with demand for audit of privatization in eight companies

RTRS by Stela Jungic – On Monday, the RS PM Milorad Dodik met the Chair of RS Trade Union Ranka Misic to discuss new laws and regulations on the black labour market and audit of the privatization. Misic submitted to Dodik a demand on audit of privatization in eight RS companies. Meeting also focused on the bankruptcy procedures, and Dodik said the RS Government would propose changes to the law in order to ensure the priority in the procedure is payments of debts toward employees. He also noted his dissatisfaction with the practice of bankruptcy administrators, which prefer selling rather than rehabilitating companies.
