Croat Radio Herceg Bosna, BHTV 1, FTV, RTRS, Oslobodjenje pg. 6 ‘Americans in BiH will not be extradited to ICC’ and ‘BiH HoP: Set of judicial laws adopted’, Dnevni Avaz pg. 8 ‘Framework education law goes on harmonization’, Dnevni List front and page 5, by M. R., “Agreement on non-extradition of Americans in force” , Nezavisne Novine, page 5, ‘Set of judicial laws enacted’ – BiH House of Peoples on Wednesday ratified an agreement between BiH and USA on the immunity for US citizens before International Criminal Court. At the same time, the draft Law on Single Customs Administration was taken off from the agenda since the delegates did not agree on the procedure. However, they adopted framework of Law on Primary and Secondary Education, but with amendment on free secondary education in all public schools. House of Representatives is expected to adopt the Law in the same text. BiH Minister of Civil Affairs Safet Halilovic said: “By the patient work in the legal and constitutional commission of both houses of the parliament, we have come to the compromise solutions which ensure European standards education eliminating discriminations and giving equal possibilities for all the pupils”. Education law gets into force as of September. All other documents that were on the agenda of this session were also adopted [Draft Law on Agency for Labor and Employment; Law on BiH Court Police; Law on protection of witnesses in danger; Law on Crime Procedure of BiH; BH Law on Crime; Changes and annexes to the Law on Citizenship; Framework Law on Primary and Secondary Education; European convention on fighting terrorism].

BiH Presidency session

BHTV 1, FTV, RTRS, Oslobodjenje pg. 4 ‘Platform adopted for the Summit in Thessaloniki’, Dnevni Avaz pg. 8,Dnevni List front and page 4, by O, E. Mackic, “BiH must adapt to EU pre-requisites” – BH Presidency agreed upon platform for BH delegation for forthcoming EU summit in Thessalonica. Presidency also adopted draft security police of Bosnia and Herzegovina, and BH Parliament is also expected to voice its opinion in this regard. However, Chairman of BH Presidency, Borislav Paravac did not answer journalists’ question of what the platform consisted of. He only said that 2009, as the year that BH is supposed to join EU, is too ambitious deadline for meet, adding that BH was not in position to demand anything from EU but it was opposite. Since there are many objects to the security policy of BH, especially on the part which talks about defence policy, Presidency tasked their advisor for military issues to submit Parliament objects and suggestions submitted by entities on this issue, including individual comments by Presidency members in order to make final document. Unofficially, BHTV 1 found out that the only objects came from Chairman of the Presidency in regard to military reforms, which foresee single army command center and single army. Presidency also adopted the procedure on police insignia for those police officers serving with the State Information and Protection Agency.

OHR South on HNC Government

Dnevni List p 14, “OHR and OSCE welcomed formation of the HNC Government”, by D. Kozina, Dnevni Avaz pg. 4 carry that the OSCE stated HNC citizens finally got the Government they can hold to account underlining some of the commitments of specific Ministries, whereas Avis Benes, the OHR South Spokesperson, said that the Deputy High Representative, Jean-Pierre Bercot, expected the Government to set to constructive work without delay and tackle critical social and economic issues. Benes also said this was no time for politicizing and that the vetting procedures should not delay the Government’s work.

Brcko Defamation Law presented

Nezavisne Novine, page 7, ‘Defamation Law presented’ – The Draft Defamation Law, on Wednesday in Brcko, was presented to the Brcko District MP’s, the press and members of District Government. OHR experts and Zdravko Djuricic participated in the creation of this Draft law.

Round table on constitutional changes

Dnevni List (page 8, by De. L., “District as third entity – danger to BiH”) – a report from a round table entitled “Constituent status of peoples in BiH” held in Sarajevo. Participants of the round table, including the President and two Vice Presidents of the Federation of Bosnia and Herzegovina Constitutional Court, Mirko Boskovic, and Nedjo Milicevic and Kasim Trnka respectively, concluded that the failure to observe the Decision on constituent status of all three peoples the territory of whole of BiH represents a direct violation of the Constitution thus making normal functioning of the State impossible. Boskovic questions equality of peoples saying what kind of equality is that only a Serb can be elected to the BiH Presidency from the Republika Srpska and vice versa in the Federation of Bosnia and Herzegovina from which only a Croat and a Bosniak can be elected for members of the BiH Presidency.

Croat Radio Herceg Bosna, BHTV 1, FTV, RTRS, Oslobodjenje pg. 9 ‘Western Balkans unified in fight against crime’, Dnevni Avaz pg. 2 ‘Sarajevo Declaration adopted’, Dnevni List page 3, by E. Mackic, F, “With joint forces in fight against organized crime” – Ministries of Interior from South East Europe on Wednesday in Sarajevo signed joint declaration on the fight against organized criminal. Regional conference, initiated by Stability Pact, has been directed to the issues of witness protection and documentation protection. Baris Colak, Security Minister, said that BH already adopted relevant Laws, in accordance with European standards. However, he added that the experience of the countries, which were in similar situation, showed that it was most important to implemented them efficiently. Assistant to the Interior Minister of Croatia, Zarko Katic said that these two issues, if properly regulated and coordinated, could offer significant help in fight against organized crime. Deputy Chief of Administration for Fight against organized crime of Serbia, Miodrag Vukovic added that it was necessary to make general agreement on witness protection on the regional level, calling it a minimum for guaranteeing success. Further discussion between experts will be continued today. 

Nezavisne Novine, pages 1 & 2, ‘Protection of witnesses and information in the focus’ – The regional conference of the Interior Ministers of the South-eastern European states on the fight against organised crime has commenced in Sarajevo yesterday. The participants will focus discussions on the protection of witnesses and information. Since these two issues are completely new area for the BiH judiciary, Sredoje Novic, SIPA Director, stated that the experiences of European police chiefs would be of great assistance in the establishment of this system in BiH. As main of main issues, Novic raised an issue as to which police will be in charge of this aspect.

DL’s editorial on fight against organized crime in BiH

Dnevni List (page 6, by Bakir Hadziomerovic, “Capable, not suitable”) – the author welcomes the appointment of the Director of Police Administration of Federation of Bosnia and Herzegovina (FBiH), Zlatko Miletic, for the Head of Regional office for fight against organized crime (SEPCA) saying it is a final and unequivocal message that the modern Europe and USA are planning to create a serious region out of BiH and the Balkans in the months to come. In that context, the author says the appointment is no fluke considering that the HDZ, SDA and SBiH tried to remove Miletic from his office because of Miletic’s engagement in shedding light on links between the organized crime and senior officials from the FBiH. “For months we have had opportunities to hear lamentations from Sulejman Tihic, Dragan Covic, Seada Palavric, Mila Gadzic and other Ashdown’s reformers that Miletic is just remains of the ‘police state’ which has to be destroyed once and for all so the plunder can go on unhindered like it was the custom before”

Interview with Stability Pact’s Busek

 

Dnevni List (page 9, unsigned, “Countries need to solve problems on their own, not wait for the EU”) – an interview with the Coordinator of Stability Pact for southeast Europe, Erhard Busek.

Questioned to comment on his statement from Saturday that countries from the west Balkans should not have high hopes from the forthcoming Thessaloniki summit especially when it comes to hopes regarding European integration, Busek says: “There are many opinions circulating around about some big money that is going to be invested and about concrete dates of accession to the EU. I believe that’s a wrong approach, because in that case many could say not much has been achieved at the summit. As far as I know, the preparations are going very successfully, the next steps have been determined and there is a general possibility the whole region joins the EU membership.

On aspirations by some of the countries, like Croatia and Serbia, to join the EU by 2007, Busek says: “I think it is pretty clear that the main interested countries have a lot of common problems. Problems that exist in BiH need to be solved, in Kosovo too. Serbia and Montenegro need to regulate their relations. I think the mentioned countries need to solve many problems independently. They cannot wait whole the time what the EU is going to say, it’s important what they are going to do.”

Pope’s visit

The Pope will travel to Banja Luka next Sunday. “I shall go to Bosnia and Hercegovina to strengthen the faith of that Catholic community, which is treading an important path of reconciliation and harmony,” the Pope said. 

Croat Radio Herceg Bosna, BHTV 1, FTV, RTRS, Oslobodjenje pg. 5 ‘Stojan Banjac arrested’, Dnevni Avaz pg. 8, Glas Srpske, page 3, ‘In custody for T-shirts’; Nezavisne Novine, page 11, ‘Owner of coffee bar arrested over T-shirt with Pope’s caricature’ – Police forces in Banja Luka on Wednesday arrested Stojan Banjac for printing T-shirts with threatening/insulting messages against Pope. RS Police Director, Radomir Njegus stated that the local police would enable any incidents prior to and during Pope’s visit. Even though there have been information on possible incidents during Pope’s to Banja Luka, Njegos is certain that police will efficiently prevent any of them. He also said that certain group of people did plan to protest during Pope’s visit, and confirmed that last night stones were thrown at Ferhadija sight by unknown perpetrators. EUPM Spokesman Alun Roberts said that SFOR and EUPM, who will monitor work of local police, were satisfied with security plans. 

Nezavisne Novine, page 11 ‘31000 pilgrims announced attendance of holy mass’ – 31059 pilgrims from BiH and Croatia have so far registered to attend the holy mass of Pope’s on Sunday, 22 June, in Banjaluka. Out of 18 thousand Catholics from Sarajevo based Vrhbosanska Archbishopric, 500 believers form the BiH capitol have announced their arrival. Around 7 thousand believers from Herzegovina will attend the mass, whilst 15 busses with believers will leave from Tuzla to Banjaluka.

Terzic, Ivanic meet with WB’s Melkert

Croat Radio Herceg Bosna, FTV, Dnevni Avaz pg. 3 ‘Collect 1.5 billion dollars at a donor’s conference’, Nezavisne Novine, page 7, ‘BiH delegation in Washington’ – During their several-day visit to the USA BiH Council of Ministers Chair Adnan Terzic and Foreign Affairs Minister Mladen Ivanic discussed with World Bank (WB) Executive Director for BiH Ad Melkert the development of the second draft of the Poverty Reduction Strategy Program (PRSP). Terzic underlined the importance of a stronger international engagement in ensuring funds for maintaining social peace, especially because BiH intends to step up the pace of reforms in the upcoming period. “Difficult reforms of the pension and insurance funds are ahead of us and further favorable WB loans under IDA conditions will be key to their success”, Terzic said. WB representatives made several suggestions on the development of the final PRSP document. They think that the unemployment rate in BiH is well under 40 percent. Presenting the unemployment rate in higher figures than it truly is could have negative implications on attracting foreign investments, WB representatives said. They also said that a donor’s conference should be organised after the PRSP is adopted in order to ensure an additional 1,5 billion USD for financing urgent needs in the next midrange period, the BiH Council of Ministers stated.

The first phase of the relation of the international financial institutions and USA towards BiH has been ended. The time has passed when we could count on the assistance due to war destruction and large number of victims. They expect us to stop talking about the war and destruction and turn towards future,” said Ivanic. 

Ashdown met with British Foreign Secretary

Dnevni Avaz pg. 2 ‘Ashdown met with Straw’, Dnevni List page 5, by Miso Relota, “There is no advance without establishment of rule of law” – The High Representative, Paddy Ashdown, met in London on Wednesday with the British Foreign Secretary, Jack Straw. Ashdown with Straw commented on his recent meetings in New York and Washington, and they also discussed the current political situation in BiH. 

French Foreign Minister’s article in Dnevni Avaz

Dnevni Avaz pg. 4, mentioned on the front page ‘The future of the Balkans is in hands of its peoples’ – “The gradual integration into EU requires deep, often difficult reforms, which would lead to progress of market economy foreseeing transparency and openness as principles,” French Foreign Minister Dominique de Villpen wrote in an exclusive article for the newspaper.

BHTV 1, Oslobodjenje pg. 7 ‘Is it illegal if PBS has contract with Eronet?’ – BH Ministry for Transport and Communication said that they would check evaluation on premium in regard to third GSM licence. Eronet management said they were nervous since in last two months they did not sign any contracts they planned, including the one with PBS for usage of 13 transmitters. However, director of Eronet management, Bozo Knezevic said they don’t doubt that the licence would be awarded to their company. BH Minister for Transport and Communications Branko Dokic stated that it would not be popular to bring decision to halt Eronet’s work, but added that if they would have to do so, this option would be possibility as well. In that case, Ministry sees HT Mostar as the other potential candidate. Ministry also said that the problem is premium of only 21 million KM, and the fact that the evaluation was done only for Eronet, therefore they would have to check is it acceptable.

Veteran’s housing loans in FBiH

Oslobodjenje front page, pg. 3 ‘Lists with more than 40 percent of suspicious candidates (for loans)’, Dnevni Avaz pg. 11 ‘Payment of housing loans as of Monday’ – On the lists of candidates for veteran’s housing loans there are more than 40 percent of suspicious candidates (not meeting criteria), a three-member commission tasked to check on list concluded. “At a meeting with the representatives of the Foundation dealing with the issue, a list of suspicious candidates for housing loans was presented, and these information will now be additionally checked on the ground,” said Mehmed Focic, the President of the Organisation of the Demobilised Soldiers. Focic added that the procedure to give housing loans to those not under suspicion would start on Monday. 

Canton 10: Education workers call off the strike

Dnevni list (p 7, by Fena, “Regular classes started in primary schools”) reports that the Trade Union of Primary Education of Canton 10 suspended its general strike. Despite the low turnout of pupils, the classes were on as per the regular schedule. The Union released that the Government has not fulfilled any of their requests and that, unless the Canton 10 Education Minister Ivic and the Cantonal Government change their attitudes, the new academic year would not start normally. The results of the poll conducted by the Union show that Ivic should not perform the duty he performs so the Union called him on to resign.

Power cuts in Prijedor 

Glas Srpske, cover page story, ’32 firms in dark’ – Owing to the outstanding debt of KM 7.5 million to the Prijedor Power Supply, the electricity was cut in 32 firms in Prijedor, stated Predrag Marin, Head of Payment and Control Department at Power Supply. He also listed some of the biggest debtors, such as: Vodovod (Water Supply), Mine Ljubija, “Celpak” firm, etc.

Reaction to Sunday’s unrest in Brcko

 

 

 

Herceg Bosna Radio – Sunday’s fans’ riots in Brcko are still subject to discussion. 15 Bosniak and Croat members of the Brcko District government and assembly have signed a press release condemning riots and expression of Cetnik insignia and slogans. Especially, deputies condemn Draza Mihajlovic’s statue in the center of Brcko and say it should be removed together with all the Cetnik insignia on the public areas in Brcko. They claim it is an insult to the other nationalities. Europe is based on anti-fascism and Draza Mihajlovic was representative of the fascism movement.

Trial of Milosevic

BHTV 1, FTV, Oslobodjenje pg. 5 ‘Serbian leadership knew about crime in Srebrenica’ – Witness of the Prosecution, former FRY President Zoran Lilic on Wednesday continued with its testimony before the ICTY in Milosevic’s case. He confirmed that the Belgrade authorities found out quickly about the crimes committed in Srebrenica in July, and confirmed that FRY Supreme Defence Council never initiated investigation in this regard. He also said that Ratko Mladic was present at the meeting of this Council in August 1995 in Dobanovci, but did not explain what happened in Srebrenica. In cross-examination, Milosevic asked Lilic to confirm that he did everything possible to reach the peace in the region. Lilic confirmed this saying that product of Milosevic’s willingness were numerous peace talks held in regard to conflicts in Bosnia and Croatia. He added that SPS party did not advocate the idea of Great Serbia, but some of its members outside FRY territory. Lilic will take witness stand again tomorrow.

Dutch parliamentary debate on Srebrenica

BHTV 1 – In Parliament debate on role of Holland in fall of Srebrenica in July 1995, country’s Prime Minister stated that families of Srebrenica’s victims could not expect this country and its government to apologize. Sending letter in which Holland would apologize for Srebrenica, Prime Minister saw accepting guilt for death of over 7000 people. He added that all guilt was on the murders such as Mladic and Karadzic, assuring public that The Hague sympathize with the families of the victims. 

Hartmann: 18 suspects in Serbia and Montenegro 

Nezavisne Novine, page 2, ‘Ratko Mladic and 17 other war crime suspects are in Serbia and Montenegro ’ – Florence Hartmann, Spokesperson of the ICTY Chief Prosecutor, at regular press conference in the Hague yesterday, stated that 18 war crime suspects (from Serbia and BiH) are currently residing in the territory of Serbia and Montenegro. Accordingly, she reminded the Belgrade authorities of its duty and obligation to arrest war crime suspects. (Sarajevo dailies, Dnevni List page 2, unsigned, “After Radic and Sljivancanin it’s Mladic’s turn” also carried the statement)

SFOR continues with attempts to force war crimes suspects to surrender

Dnevni list (p 3, “SFOR’s Spokesperson for South-East Sector, Tommaso Magistretti: SFOR is trying to tighten net around ICTY indictees”, unsigned) carries the MNB SE Spokesperson, Tommaso Magistretti, as saying that SFOR is trying to tighten the ring around ICTY indictees in order to force them to surrender to the ICTY. “Apart from our mission of providing safe environment, we are trying to help local authorities in their attempt to bring war crimes indictees to justice”, Magistretti said. The statement came 1 day after Carla del Ponte’s repeated call for apprehension of Radovan Karadzic and Ratko Mladic.

Croatian PM Racan on Gotovina case

Dnevni List (page 16, by Ivica Glibusic, “Racan called on Gotovina to defend himself in The Hague”) – a statement by the Croatian Prime Minister, Ivica Racan, on the case of the ICTY’s indictment against the Croatian Army General, Ante Gotovina. “My message to General Gotovina is very clear – in your and in the interest of Croatia, make that additional step and defend yourself before the Tribunal in The Hague. The case appear to be good and we will help contest the charges”, said PM Racan.

ICTY investigators in B. Luka

Nezavisne Novine, page 5, ‘Investigators met with representatives of the Republika Srpska Association of former inmates’ – The investigators of the Hague Court yesterday met with the representatives of the Republika Srpska Association of former inmates. Branislav Dukic, President of the Inmate Association, did not want to comment into details of the meeting.

FBiH Government to discuss Miletic’s document on involvement of some politicians in organised crime

FTV – Document of the Director of the Federation Police Administration Zlatko Miletic on involvement of some officials in criminal activities has not been disclosed yet to the public. It is going to be a subject to discussion “behind the closed door” at the next session of the Federal Government. General silence among the federal officials is making this case even more complex. No one said anything about this document yet. Federal Minister of Interior Mevludin Halilovic: “No… nothing until Government holds session”. Federal Prime Minister Ahmed Hadzipasic claims document contains no spectacular details BiH public is not aware on. Hadzipasic: “It’s a list of criminal charges from 1996 until today that have been submitted to the prosecutor and judiciary and Government must stay independent in all of those charges”. Only one detail is known by now: Document contains 4 names; two from executive and two from law-making authorities.

Update to Sokolac shooting

Nezavisne Novine, pages 1 & 5, ‘Ceho and Orasanin defend while free’ – Mladen Ceho (34) and Ognjen Orasanin (25) suspected of having attempted the murder of Ratomir Spajic, owner of the RMG firm from Serb Sarajevo, and Slobodan Jankovic have surrendered to police in Sokolac, where they were interrogated and then released. Veljko Boravcanin, Head of Serb Sarajevo PSC, stated that:” “The two of them were interrogated and then released, because we believe they have no place to hide.”

He also noted that the investigation is still ongoing, on whose findings it depends whether the indictment will be brought or not. 

Arms smuggling in Republika Srpska cut off

Nezavisne Novine, page 2, ‘Arms intended for “Young Muslims Brotherhood” – , Radomir Njegus, Republika Srpska Police Director, stated that the Republika Srpska police cut off the smuggling in arms between Republika Srpska and the Federation of Bosnia and Herzegovina in the areas of Vlasenica and Sekovici. This police action resulted in arrest of nine persons engaged in smuggling activities, who intended to sell arms to Sead Mahrimanij (aka Alibababa) from Tuzla. Alibababa was purchasing weapons for the members of the organisation “The Brotherhood of Young Muslims” and the humanitarian organisation “Igaza”.  

Request for banning of Ravna Gora Chetnik movement

 

Dnevni List (page 4, by S. Kuzman, “Bush placed Ravnogorski Chetnik movement on BLACK LIST too”) – carries a statement by the Speaker of the Brcko District Assembly, Mirsad Djapo, who said: “Motives behind requests for banning of the Ravnogorski Chetnik movement in Brcko are not questionable because the programme of the movement is based on destruction of civic, multi-ethnic model of Brcko and is directly aimed against the return and stay of the Bosniaks and Croats.” The daily also carries a statement by an MP in the said Assembly, Mustafa Sinangic, who said: “I think that at this moment a big responsibility also lies with the Mayor, as well as the OHR and supervisor Clarke, who must remember that his President Bush placed the Ravnogorski Chetnik movement on the black list too, on the list of organizations that are a threat to peace.”

Nezavisne Novine, pages 1 & 6, ‘The greatest return problems in Banjaluka’ – In a short interview to NN, John Glazebrook, the RRTF Co-ordinator for NorthWest BiH, is firm in saying that Banjaluka is “black hole” in the implementation of the proeprty legislation in the BiH. In his view, the Republika Srpska Government  should carefully think over the fact that the biggest city in Republika Srpska has the largest number of unresolved property reinstatement claims. He accordingly stresses that: “When people finally get the keys back in their hands, Government can then say – we have achieved this.”

He expressed surprise over the fact that OMI is giving different figures in public and to OHR, because official statistics, according to which there are 7 thousand unresolved property reinstatement claims, have been compiled from the OMI Offices.

As for some information related to corruption at some OMI Offices, Glazebrook stated that OHR received some complaints concerning some municipalities, whose names he will not publicise, because such a publication would equate with accusations without a proof. He accordingly called on the citizens to file any complain on corruption, in order to penalise those responsible.

Nezavisne Novine, page 7, ‘Gligoric refused to sign, Pejic remains Director of Post Office’; Glas Srpske, page 3, ‘Court verdict is binding’– The Republika Srpska Administration for Geodetic and Real Property Affairs and Serb Post Offices are again in the spot-light, owing to replacements of their directors.

Acting Director of Geodetic Administration, Milenko Cvijan, yesterday officially took over duties from Tihomir Gligoric, who did not want to sign the minutes on transfer of duty, because the minutes did not include the information related to some corruption and crime at the Administration, which he passed on the Republika Srpska Government. According to him, “when I assumed duty, Geodetic Administration had debts of KM 2.5 million. How I leave it with KM 6 million in the budget.”

Milutin Pejic yesterday sent a message to the Executive Board and Government that he will remain the Director of the firm as long as court registry says so.
