BiH Presidency session today

RHB, RS Radio – The BiH Presidency session takes place today and, among the other things, they should discuss the report on execution of the BiH institutions’ budget and international obligations for first 6 months this year.

Police reform talks in Mrakovica interrupted without concrete results, to be resumed on August 23

 

RHB – During the police reform talks on Mrakovica BiH officials have not reached a concrete agreement on this issue. RS Prime Minister Pero Bukejlovic stated that he expects that the agreement would be reached by the end of August.

RS Radio, SRNA – The talks between senior BiH officials, those from the RS and the Federation of BiH about the reform of police structures temporarily ended on Wednesday and will resume on Tuesday, 23 August in Mostar. The chairman of the BiH Council of Ministers, Adnan Terzic, told journalists that it was agreed not to make public the details of Wednesday’s talks.

RHB – High Representative Paddy Ashdown has warned that if the authority representatives do not reach an agreement on the police reform BiH and the RS would become dark holes of Europe . The HR stressed that the IC does not have any role in these talks.

Participants in the meeting from State Institutions were BiH Council of Ministers (CoM) Chair Adnan Terzic, his Advisor Bojan Zec Filipovic, BiH Minister of Security Barisa Colak, SIPA Director Sredoje Novic and Advisor of Bosniak member of BiH Presidency  Sulejman Tihic, Mehmed Zilic. RS was represented by RS Prime Minister Pero Bukejlovic, who initiated meeting, RS Minister of Interior Darko Matijasevic and RS Finance Minister Svjetlana Cenic. FBiH was represented by FBiH Minister of Interior Mevludin Halilovic and Zenica-Doboj Canton Minister of Interior Muhidin Alic. Representatives of the OHR (Michael Haner) and the European Commission (Frane Maroevic) attended the meeting as observers. RS Prime Minister Pero Bukejlovic said that the solution to police reform could be reached without changing the Constitutions, if the participants in talks be reasonable. Change in the Constitutions would only contribute to creation of tensions in BiH, added Bukejlovic. Regarding the talks in Mrakovica, Bukejlovic said that they were going on in a tolerant atmosphere, completely different from the one on the mountain of Vlasic and in Konak residence in Sarajevo . Bukejlovic said that he was optimistic about the results of the talks and that the solution might be found by the end of this month. The talks are to be continued.

Nezavisne Novine pg 3, announced on cover ‘Resumption of talks in Mostar’ by V.Popovic, Glas Srpske pg 2 ‘Solution – some other time’ by P.Spadic– Apart from carrying Pero Buekjlovic’s statement, dailies also carry the statement of Adnen Terzic, after the meeting, who stated, according to NN, that talks were constructive, without being willing to disclose any further detail, adding: “The participants of talks agreed that we should not go in public with results of talks.” According to GS, Terzic stated progress is visible in the fact first four hours did not result in break up of a meeting, adding it could not said that stances of entities governments are getting closer regarding police reform.

EuroBlic RSpg 3 ‘Serb officials are optimists, federal still abstained’ by G.Savic – Carrying Bukejlovic’ and Terzic statements, daily also reports that Barisa Colak, BiH Security Minister, expressed abstained optimism, responding to press remarks (that talks might fail again) that “such epilogue is also possible, but it would very bad for BiH”.

Teraiz added that he was not too much optimistic but that he hoped some of the disputes related to the police reform could be resolved in Mrakovica

SNSD leader Dodik says police reform in BiH will fail

 

Hayat, Dnevni Avaz pg 3 ‘Dodik expecting failure of police reform’ – In a statement to Vicom TV SNSD Leader Milorad Dodik said on Tuesday that the police reform process in BiH would fail and that the proposed model of police reform according to which headquarters of seven police regions would be in FBiH and only three in the RS is unacceptable. Dodik thinks that reform processes in BiH are aimed at making the RS pointless/senseless. He excluded the possibility of the RS being abolished and added that this entity has been a “more constructive part of the BiH road towards Europe”.

RHB, Hayat, Dnevni Avaz pg 3 ‘OHR: Reform will not destroy RS’, Oslobodjenje pg 3 ‘Police reform will not destroy RS’, Dnevni List pg 5 ‘OHR condemned statement of Milorad Dodik’ not signed, FENA – OHR has described Alliance of Independent Social-Democrats (SNSD) President Milorad Dodik’s statement that the process of reforming police structures in BiH will fail as utterly counterproductive and contradictory to the courageous moves he has taken so far, assuming the leading role in the police reform process. Responding to Dodik statement OHR spokesperson Mario Brkic told FENA on Wednesday that it is completely false to say that police reform will destroy the RS or terminate its importance. This is neither the intention nor the planned consequence of this reform. “If the police restructuring proves is initiated and if BiH enters talks on the Stabilisation and Association Agreement it will join its neighbours, including Serbia and Montenegro, on the road towards Europe. This will bring new jobs and a better future for the citizens of the RS and the entire BiH”, Brkic said. He said that this statement was aimed at making it more difficult to reach a compromise at Mrakovica. “It is now time to put the interests of BiH and all its citizens in front of the interests of daily politics”, Brkic said.

Dnevni List pg 9 ‘Dodik is preparing ground for secession of RS’ by M. Zorlak carries that SNSD President Milorad Dodik has been showing his real face, the face of nationalistic-inflammatory politician these days. The author grounds this claim on the fact that Dodik launched an initiative to abolish the RS Council of Peoples through a change of the RS Constitution. DL also says that as long as the RS Council of Peoples exists it can always invoke a vital national interest and prevent secession in case that the RS tries to secede from BiH.

Nezavisne Novine pgs 8-9, announced on cover ‘Council of Ministers should turn into BiH Government’ by Dragan Jerinic – In a lengthy interview to daily, Dragan Cavic, RS President, says that the issue of BiH Constitution should not be a taboo, adding that all those thinking of constitutional changes must know that Constitution can be changed in line with readiness of all BiH people. In relation to this, he expresses his view that it would not be disputable at the present time if more exact relations between BiH COM, Presidency and Parliament is set, since there are many undefined aspects on this, stressing: “Also, Constitution could precise a clear authority of the Council of Ministers and turn it into Government… since it must have the authority for foreign representation of the BiH.” He reiterates his stances regarding police reform, adding crucial problem lays in interpretation of three EC principles and stressing that compromise is possible, but it would be hard to identify it. He expresses full support to proposed defence reform concept. In an inset ‘I am close to decision to completely withdraw from politics’, Cavic stresses he is close to decision of retiring from politics, i.e. not to run candidature for any position at 2006 elections, stressing he is realistic in assessing his chances at the upcoming elections and whether there is any point in running a candidature. He notes major political decisions have been reached during his mandate and seven-years of high-positioned political engagement, which saw non-comprehension of many of those decisions amongst the people. 

VL op-ed saying that time of OHR and IC has gone

 

Vecernji List pg 2 ‘OHR’s time has gone’ by Z. Kresic harshly criticizes the OHR and High Representative’s powers and the author says that due to these powers BiH citizens might be considered to be among the ones who are the most discriminated in the world. The author also says that although the International Community and the OHR used to have extremely positive and significant role the time has come when the huge world bureaucracy has become an end to itself, to their huge fees and privileges. The author also says that people who say that the IC has become the biggest obstacle for the BiH’s way to EU are right since under different circumstance the reason for their existence would be lost.

Montenegrin Ministry of Interior (MoI) confirmed that arrestment was requested by BiH Prosecution. BiH Prosecution suspects Mandic for several organised criminal actions, statedBranko Bulatovic, Spokesmen of Montenegrin MoI. Mandics’ wife was present and stated that arrestment went without any explanation. Family claims that authorities did not inform family members on this action. Mandic was Minister of Justice in first RS Government and owner of “Privredna banka” from East Sarajevo. The High Representative Paddy Ashdown cancelled working licence of “Privredna banka” on suspicion it had financed ICTY indictees. Because of connections with Radovan Karadzic , USA administration blocked his property in the USA and forbid him entrance into USA . The European Union has done the same thing for same reasons.

OHR: CoM Must Send Narcotics Legislation to Parliament without further delay

Seizure reports have highlighted the fact that weaknesses in Bosnia and Herzegovina institutions have turned the country into a safe haven for illicit drug and chemical trafficking. Outdated and fragmented legislation that is not applicable in the whole territory of Bosnia and Herzegovina, and outdated lists of internationally controlled substances have been among the factors preventing effective action by the authorities. The High Representative and the INCB President welcomed the fact that draft State-level legislation banning controlled substances has been prepared. This draft Law on the Prevention and Suppression of Narcotic Drugs will modernise Bosnia and Herzegovina’s legislation and close gaps between Entity laws. The Bosnia and Herzegovina Council of Ministers must now ensure that this draft legislation moves to Parliament when it reconvenes in early September,” the release read. 

Boyle on BiH lawsuit against SiCG

 

Oslobodjenje pg 5 ‘BiH must resist pressure of major powers’, Dnevni Avaz pg 4 ‘Bosnian people must remain persistent in lawsuit for genocide against SCG’ – In a text entitled “Division of BiH: From Washington to Dayton”, Francis Boyle, formerly legal representative of the BiH in BiH lawsuit against SiCG, says that BiH has been sacrificed on the altar of Machiavellian policy of grand powers, who did the same thing to Czechoslovakia in 1938 in Munich. Namely, division pf this state did not bring peace to the-then Europe , and accordingly division of BiH Republic will not bring peace to Europe even now. Speaking of the BiH lawsuit against SICG, he says that BiH people must stand out as one people in order to make it clear to grand world powers, including USA and Europe , it would persist in the suit against former Yugoslavia for genocide.

DA claims OHR to exert pressure against RS MoD over Srebrenica TF Sub-Groups’ Report

 

Dnevni Avaz pg 9 ‘Will OHR exert pressure against RS Defence Ministry’ by S.Skuletic – Writing about Report, which Srebrenica Task Force Sub-Group on Tuesday handed to OHR and Task Force, daily refers to its source saying that OHR is expected to exert pressure against RS Defence Ministry in order to make it complete the task set, i.e. to remove all persons, who took a direct part in Srebrenica genocide from its structure. According to inset ‘OHR is reviewing Report’, Oleg Milisic, OHR Spokesperson, commented by saying that “it is still too early to talk about further steps OHR would make. It would be discussed after Report is reviewed.”

A group of SBS employees accuses SBS Operations Administration Chief

 

Nezavisne Novine pg 2 ‘Colleagues accuse Dostanic of crime and corruption’ by A.Sisic – A group of BiH SBS employees has addressed a letter to various international (including OHR and EUPM) and local institutions (BIH Prosecutor’s Office, BiH CoM, etc) demanding urgent intervention in connection with Radomir Dostanic, Chief of SBS Operations Administration, whom they accuse of crime and corruption. Dostanic firmly denies these allegations.

Another international judge in two weeks leaves War Crimes Chamber

 

Nezavisne Novine pg 4 ‘Gerald Gahima awarded with fellowship’ by CIN – Daily reports that for the 2nd time in the last two weeks, the BiH War Crimes Chamber is faced with departure of one of the eight international judges. BiH judiciary high official claims that domestic institutions must participate more in selection of the future international judges. Daily notes that Judge Gerald Gahima from Rwanda (appointed to Court in March this year) and against whom the disciplinary prosecutor is currently conducting investigation, has won fellowship[p of the American Peace Institute (founded by US Congress). He is expected in Washington in October. Branko Peric, HJPC President, stated that if Gahima leaves BiH, “the investigation against him will no longer have sense and would be terminated”.

Howard Dean: Europe will not be stable until BiH becomes its full member

 

 

 

 

 

Dnevni Avaz pg 5 ‘Europe will not be stable until BiH becomes its full member’, announced on cover ‘BiH must not be outside EU family’ by S.Numanovic, Oslobodjenje pgs 4-5, announced on cover ‘You must ask Bush why BiH is no longer American interest’- In a statement to group of the press after his attendance of the International Conference on Reconciliation and Global Human Rights, Howard Dean, the former candidate for US President and Governor of Vermont, says that when Democratic Party takes over power in 2009, BiH will again be included on the list of the US interests, stressing: “Europe will not stable until BiH becomes its full member.” He notes that a strong Europe is the American national interest, adding that there is no strong Europe if there is no BiH and other Balkans states inside its family. Regarding Dayton Peace Agreement, he notes: “At that time, Dayton was extremely good solution and it served the purpose. It stopped the war and disabled people from keep fighting. However, the Agreement is now brimming with obstacles that must be removed. Hence, Dayton must be changed, but the initiative for this must come from inside instead of being imposed from outside.”

Conclusions of International Conference on Reconciliation and Global Human Rights

Mackic, Nezavisne Novine pg 6 ‘Every 4th citizen of BiH fears of new war’ by N.Krsman– Dailies report on the International Conference on Reconciliation and Global Human Eights, which resumed in Sarajevo. The UNDP research in BiH shows that every 10th citizens of BiH is of the view that events from 1992-1995 should be reminded of only in special occasions. The list of speakers included Miodrag Zivanovic, Professor of Banja Luka Law Faculty, saying that there are still five truths in BiH – three are truths of ethnic groups, the fourth is the truth of refugees and the fifth is the truth of the international community. The conference also noted that as if reconciliation and society re-building were not parts of political parties, but instead some short-term projects.

A. Hadzipasic: FBiH Government to discuss Energopetrol issue, defence laws

 

 

Dnevni List pg 2, mentioned on front ‘Defence reform will not be late because of FBiH Government’ by N. Bise – Announcing the Federation of BiH Government’s session, that is to take place on Thursday (today), FBiH Prime Minister Ahmet Hadzipasic stated that they would not decide on the destiny of Energopetrol (EP) at this session but instead they would discuss EP’s obligations and to what extent a part of obligations of the consortium INA-Mol is acceptable.  According to Hadzipasic, with regard to the defence reform the FBiH Government would discuss today a set of 7 laws and he announced that the defence reform would not be late because of the FBiH Government.

Vrankic on Energopetrol issue

 

Dnevni List pg 5 ‘Ina-Mol stays in race for Energopetrol’ by N. Bise – Commenting on the Energopetrol (EP) issue FBiH Minister of Finances Dragan Vrankic stated that he is aware that the EP Management filed a lawsuit against the FBiH Government. Vrankic believes that this issue can be resolved if there was good will. Vrankic also said that having in mind the fact that EP is a company of public interest he is afraid that the FBiH Government would do much worse if a new tender was announced.
