P. – “No single act could open up a new attitude to, and future for, the Serb people more than the surrender or capture of Karadzic and Mladic”, High Representative Paddy Ashdown said on Sunday. He said that the reforms of the last three years, culminating in police reform, have opened the door for BiH’s entry into Euro-Atlantic structures. “The arrest or surrender of Karadzic and then of Mladic would be the act which would enable this country and the region to turn its back on the past and open up its way to the future”, Ashdown said.

Hayat, BHT1 UK based paper, the Sunday Times, published that the statement by Ljijljana Karadzic, urging her husband Radovan to surrender, was prompted by allegedly harsh NATO treatment of their son Sasa. Times carries that he was said to be “badly shaken” after being arrested earlier this month by NATO and interrogated for 10 days.

Vecernje Novosti pg 5 ‘Family in isolation’ not signed, Dnevni List, pg 4 ‘Signals on surrender being awaited for’, by NINA – RS MoI Spokesperson Radovan Pejic stated Sunday RS MoI was waiting for possible signals with regard to a decision of Radovan Karadzic to surrender voluntarily. According to unofficial sources, Ljiljana Zelen-Karadzic was threatened her children would be taken away to an unknown direction unless she helps with surrender of Radovan Karadzic to the Hague Tribunal. On the other hand, close wartime associates of Radovan do not thik he would surrender voluntarily. Nezavisne Novine pg 2 ‘RS MoI has nothing new on Radovan Karadzic’ by V. P. – also carries Pejic.

Times: ‘Milosevic may serve sentence in Russia ’ 

 

RTRS, BHT 1, Oslobodjenje pg 4 ‘Milosevic could serve the sentence in Russia’, Nezavisne Novine pg 2 ‘Serving of sentence close to wife’ by N. N., Glas srpske pg ‘Russia after the Hague’ by Tanjug– London Times on Sunday brings the article according to which the British and American officials are backing a plan that would allow Slobodan Milosevic to serve his expected jail sentence in Russia. The arrangement would apparently permit Milosevic to see out his final days near his wife, Mirjana Markovic, who lives on the outskirts of Moscow .  Milosevic’s trial for war crimes in Kosovo and Croatia and genocide in Bosnia is in its fourth year at the ICTY and lawyers predict it could take at least another year and a half to complete.

Oslobodjenje on repeated calls on Maldic to surrender

 

Oslobodjenje pg 3, mentioned on cover, ‘Tadic’s invitation for surrender on [un]known address’ by Branislav Boskov – Daily reads that Serbian President, Boris Tadic, has once again invited Ratko Mladic to surrender. The statement urging surrender was made in public, says author, without specific address as Serbian authorities still claim that Mladic is not in their territory. The article further elaborates on possibilities regarding Mladic’s hideouts, concluding that regardless to the situation today, the authorities certainly did knew of his whereabouts several years ago – as also confirmed by SCG official, Rasim Ljajic, who recently stated: “When it could had been done, there was no will. Now when there is will we cannot [arrest him] because we don’t know where he is.” 

DA op-ed on urging Karadzic/Mladic to surrender

 

Dnevni Avaz pg 3 ‘McElhaney’s message to criminal’ op-ed by Mirela Kukan – Editorial refers to the statement by US Ambassador to BiH, Douglas McElhaney, [in which he says “In any case we will reach Radovan Karadzic”] describing it as exceptionally optimistic. However, author says that despite the fact that numberless statements on Karadzic/Mladic’s possible apprehension or surrender were published and broadcast in the several years, the latest statements indicate that it is only a question of time when they would be brought to justice. Author stresses out that in this moment there is a last sign of hope that issue of Karadzic and Mladic will finally be solved, noting this is also a key condition for better future of both BiH and SCG.

DL: RS PM Bukejlovic lobbies with Ashdown forming of commission on suffering of Sarajevo Serbs

 

Dnevni List, pg 6 ‘Possible indictments against Bosniaks?!’, by Mensud Zorlak – DL notes that the RS Prime Minister, Pero Bukejlovic, used the last meeting on police reform that was held in Banja Luka to lobby with the High Representative, Paddy Ashdown, to use his authorities and take decision on establishment of a commission that would deal with sufferings of the Sarajevo Serbs. Having said that, DL notes it would appear that HR Ashdown would pressure the authorities that the commission indeed gets established. Bukejlovic insists that a massacre over the Sarajevo Serbs was carried out during the war, saying: “We want to find where their mass graves are”.

Vecernje novosti pg 2, announced on cover ‘We seek for truth on Sarajevo Serbs as well’ by D. Jovic – carries a page-long interview with RS PM Pero Bukejlovic, in which he said RS Government had never published the information 8,000 Bosniaks were killed in July 1995 in Srebrenica. He claims the Government’s commission only developed a list of missing persons and warned the verification of accuracy of these data was a subject to future research. He believes manipulations with data presented in the Report are causing long-term damage both to RS and BiH, as well as to reconciliation process in the region. With regard to his request sent to HR Paddy Ashdown to assemble a commission to investigate sufferings of Sarajevo Serbs, Bukejlovic said the issue of sufferings of Serbs and other peoples in Sarajevo deserves a special attention, therefore he believes a commission with equal authorization as Srebrenica Commission’s should be established to investigate these events. ‘Considering the fact the competent institutions of BiH are not putting this issue to their agenda, I have decided to send a letter to the High Representative of the International Community in BiH and ask from him to use his authorization and assemble the Commission for investigation of events in the area of Sarajevo from 1992-1995’¸Bukejlovic said.

Chairman of RS Association of POWs Dukic supports PM Bukejlovic’s initiative re Sarajevo Commission

 

Glas Srpske pg 2 ‘Door to the truth were opened’ by S. Radjen – Todoric – The Chairman of the RS Association of POWs, Branislav Dukic, has assessed the visit of the Association’s delegation to USA as very successful. ‘We were the first delegation to go to America upon an invite of the Congress. We were in a position to directly talk with tens of congressmen and advisors at the American administration and to present them with facts on sufferings of Serb people’, Dukic has stated. Asked to comment RS PM Pero Bukejlovic’s letter sent to HR Paddy Ashdown, in which the PM asked for a commission to be assembled to investigate sufferings of Sarajevo Serbs, Dukic welcomed the initiative because only the full truth is a way to reconciliation in this area.

Livno: Criminal report filed over false information on whereabouts of general Gotovina

Paravac: Mesic has no courage to apologize for “Oluja”

 

Nezavisne Novine pg 2 ‘Mesic has no courage to apologize for “Oluja”’ by Srna – BiH Presidency member Borislav Paravac Sunday stated that Croatian President Stjepan Mesichas no courage to apologize for crimes committed over Serbs during “Oluja” action, as Serb politicians did have courage’. Confirmation from Brcko police –  ‘Scorpions’ member Deronjic was a police officer in Brcko

Dnevni Avazpg 9 ‘Slavko Deronjic was a police officer until January 2003’by E.R. – Referring to its text from 27 July on the member of ‘Scorpions’ who allegedly worked at the Brcko police, Dnevni Avaz carries an update on that case, i.e. confirmation by the Brcko police that Deronjic was employed at that institution. Dnevni Avaz claims that Ljubo Majstorovic from Vukovar, after watching a TV film on execution of 6 Bosniaks by members of the special unit “Scorpions”, had recognized Slavko Deronjic from the village of Knezevo in Croatia. The same person claims that Deronjic used to work in Brcko as a police officer. Deputy-chief of Brcko police, Fahrudin Selimovic, comments: “According to data that police posses, Slavko Deronjic (son of Mirko) as the police officer at the Brcko police had asked for the consenting termination of his job contract at the Brcko police on 24 January, 2003.”DA deems as scandalous the fact that IPTF, after checking his background, issued Deronjic a working certificate for the police.

Dnevni Avaz cover splash, pg 5 ‘US effort in BIH paid off’ by Richard Holbrooke – DA carries the article written by Richard Holbrooke and published by the Washington Post on 19 July. Article, titled ‘Was Bosnia Worth It?’, was written on the occasion of the 10th anniversary of Srebrenica genocide, stating this event undoubtedly justified US intervention in BiH. Holbrooke noted that the situation in Srebrenica and BiH have improved, stressing that “above all, there is peace and not simply a cease-fire; this war will not resume.” However, Holbrooke [one of the key architects of the Dayton Peace Agreement] notes that a lot has left to be done: “From the beginning, implementation of the DPA was insufficiently aggressive. The most important failure was not capturing… Radovan Karadzic and Ratko Mladic. This is a story unto itself of missed opportunities and poor intelligence. Mladic is, after all, in Serbia… I would guess that Karadzic has trimmed his trademark gray pompadour, grown a beard, and is hiding in some monastery in the deep mountains of eastern Bosnia or Montenegro.” The article, posing question whether BiH was worth US intervention, concludes: “As we approach the 10th anniversary of Dayton, there should no longer be any debate. Had we not intervened — belatedly but decisively — a disaster would have taken place with serious consequences for our national security and the war on terrorism… But the job is not yet finished.”

DL on appointment of SBS Director: HR Ashdown to make the appointment

 

Dnevni List, pg 5 ‘Ashdown appoints SBS Director too’, by Mensud Zorlak – The daily notes that the BiH State Border Service (SBS) still does not have its Director, and the BIH Ministry of Security thought that the appointment was going to be made at the last session of the BiH Council of Ministers, however the issue was not even on the agenda. According to the BiH Deputy Minister of Security, Dragan Mektic, the Security Ministry did its part of the job by completing the process of selection of candidates, however Mektic does not know whether there is some sort of political agreement regarding this appointment. DL concludes that this case reminds of the situation in which the High Representative, Paddy Ashdown, had the final say in the appointment of SIPA Director.

Terzic and Sanader to sign agreements on property-legal issues, dual citizenship

 

Vecernji List, pg 2 ‘Prime Ministers Sanader and Terzic to sign agreement’, by Zoran Kresic – VL reports that the Croatian Prime Minister, Ivo Sanader, and Chairman of BiH Council of Ministers, Adnan Terzic, should sign agreements on property-legal issues and dual citizenship between the two countries later this week in Zagreb. The draft agreements, which were worked on by the BiH Ministry of Civil Affairs and Ministry Justice, will be discussed by the BiH CoM today (Monday).

Head of E. Sarajevo University Novakovic announces sending of an open letter to HR re Radomir Lukic case

 

Glas Srpske pg 5 ‘Attack on high education’ by Z. B. – The deadline, set by HR Paddy Ashdown, for removal of Dean of East Sarajevo Faculty of Laws Radomir Lukic expires today, however, it seems as if the leadership of EastSarajevoUniversity will not remove him. Head of East Sarajevo University Mitar Novakovic has announced he, together with Deans of all Faculties, would send an open letter to HR Paddy Ashdown latest by mid August. The letter would contain signatures for protection of autonomy of universities and high education institutions.

Dean Micic: student were betrayed through adoption of changes to the Law on RS Universities

 

Nezavisne Novine pg 8 ‘Students were betrayed and tricked’ by S. Gojkovic – Students of the two Universities in RS were betrayed and tricked in the worst way because, as in accordance with the changes to the RS Law on Universities, they still have no right to participate in reaching decisions that directly affect them, as Nikola Micic, the Dean of the Faculty of Agriculture, stated Sunday. ‘The Law changed in a hastily manner, without a public discussion or consultations with professors and students. This is just a political game’, Dean Micic said and denied Minister Pecelj’s statement who had claimed some Faculties were functioning in accordance with Bologna principles for two years already. Drago Brankovic, the Dean of Banja Luka Faculty of Philosophy also criticised the manner in which the changes to the Law were adopted.

Mufti Ceric on position of Bosniaks inside Europe

Dnevni Avaz pg 2 ‘We don’t want nationalized or Islamic state in Europe’, mentioned on cover, by Sead Turcalo – The Head of the Islamic Community in BiH, Mufti Mustafa effendi Ceric, visited Sandzak on Sunday where he talked about a need to spread Islam and to carry out moderate ‘Islamization’. He added that unless Europea ensures Bosniaks with an entitlement to life, religion and freedom “we will have to seek exclusive rights to ensure those ourselves, just like Jews had to do as Europe did not prevent Holocaust. However, we don’t want nationalized or Islamic state in Europe or the Balkans. We have to be equal citizens in Europe, but for Srebrenica to never happen, instead to be able to sleep peacefully.”

Oslobodjenje cover splash, pgs 4-5  ‘Aluminij needs a partner will not just take profit and destroy the company’ by Aldijana Omeragic – In an interview to daily, Mijo Brajkovic, General Director of Mostar based Aluminij company, welcomes the agreement reached between the FBiH Government and the authorities which resolved the issues related to ownership structure and compensations to pre-war workers. They have also agreed to jointly sell 88% of the capital, however not through the international tender. “The aim is to have 88% of shares purchased by people who understand this industry and which would invest in the development, and would not take the profit and destroy Aluminij. We agreed [Govt and company] that the price will not be the most important issue,” says Brajkovic. Pointing out that it is ideal time to sell Aluminij shares as the electricity value increased thus companies are seeking cheaper industries, Brajkovic warns that the Government will have to resolve the issue of company’s electricity supplier which is more expensive than it should be. Asked to comment the accusations that the workers’ ethnic structure in Aluminij is almost entirely mono-ethnic [Croat], Brajkovic denies those however adds that it is certain that the representation of the peoples is not equal just alike in any other company in BiH. 

VL: Stand-by arrangement with IMF in jeopardy because MPs do not want to decrease their salaries

 

Vecernji List, pg 3 ‘MPs do not want to give up 300 marks’, mentioned on front ‘MPs’ salaries crush agreement with IMF’, by Eldina Medunjanin – VL notes that the signing of a new, two-year stand-by arrangement between BiH and the International Monetary Fund (IMF) is put into question because the domestic officials, namely the MPs in the BiH Parliament, do not want to make changes to the BiH Constitution by which salaries in bodies of authorities would be decreased by at least 10%, as requested by the IMF. VL notes that, although the BiH Council of Ministers have promised the IMF everything would be taken care of, it would appear the issue will not be solved as smoothly.

Unions of workers in printing industry contest ITA’s decision

 

Dnevni List, pg 3 ‘Mass protests of printing workers in the streets’, by M. Zorlak – Unions of workers in the printing industry in BiH say they will appeal the decision of the Indirect Taxation Authority according to which the ‘Grafotisak’ of Grude will be printing the tax and control stamps. The Unions claim the tender was not abided by, underlining that the ‘Grafotisak’ was much more expensive that the other two bidders, namely the ‘Glas srpski grafika’ and ‘CPU Sarajevo’. Dnevni Avaz, pg 9 ‘Grafotisak is best bidder with 88 points’, by M. K. – claims to be in possession of minutes of the Commission for opening and evaluation of bids, which determined that ‘Grafotisak’ was the best bidder with 88 points (compared to 77 and 64 scored by the rivals). The Commission stresses that ‘Grafotisak’ has the necessary technology, certificates, premises, treasury with double locks and other pre-requisites.

Slow registration of VAT taxpayers

 

Vecernji List, pg 2 ‘Only three percent of companies submitted requests’, by Dejan Jazvic – VL reports that only a small number of companies have approached regional centres of the Indirect Taxation Authority to register themselves for the VAT. It would appear that only 615 future VAT taxpayers, of 20.000 future obliged parties, have submitted the registration requests. ITA HQ says there is no reason to be concerned, although the deadline expires of September

New licence plates/vehicle registration documents as of 1 January 2006

Dnevni Avaz pg 8, mentioned on cover ‘New licence plates as of 1 January 2006’ by Aj. Delic – Coordinator of the CIPA licence plats project, Kresimir Kevo, told DA that as of 1 January 2006, the drivers will have to renew their vehicle registration documents and licence plates, which will now be same in the entire country. The new licence plates [to be produced in BiH for the first time] will be same as the old one, with a addition of BiH coat of arms on the left side.

 

Audits

Chief FBiH Auditor Okanovic: FBiH budget got a negative mark

 

 

Nezavisne Novine pg 5, announced on cover ‘F BiH budget got a negative mark’ by R. Cengic – In a lengthy interview to NN, Chief F BiH Auditor Ibrahim Okanovic has stated F BiH Defense Ministry, F BiH Ministry for Veterans’ Issues and budget as a whole got negative marks for 2004. He says it had been found out that approximately 7 billion KM were spent in the course of 2004 and many irregularities have occurred in the process of spending of these funds. He has stated all audit reports would be published at the end of August, after these are sent to the parliaments.

Audit Report on CIPS: they have written off equipment 13 million KM worth

Krsman – According to the Audit Report, the Directorate for the implementation of CIPS project has completed an inventory of its equipment only at the beginning of this year, after which it had written off 13,3 million KM from its business books. According to the Audit Report, the value of the equipment that was written off should have been for 6,1 million KM smaller

Audit of BiH MoD cannot trace 1,3 million KMs

Dnevni List, pg 3 ‘State Defence Ministry ‘lost’ million marks’, by Anja Vrebac – Carries an article dedicated to the issue of audit of BiH institution for 2004, with a focus on audit report of BiH Defence Ministry. The audit has established that total amount of funds earmarked for the BiH MoD amount at 3.340.836 KMs, however the MoD had only spent 1.978.780 KMs, and the audit could not establish what the remaining 1.362.616 KMs were spent on.
