Croat Radio Herceg Bosna, FTV – High Representative Paddy Ashdown on Monday will attend the meeting of City’s Council which needs to make commitment for drafting of permanent city’s statute. OHR said that Council members should signed the letter of obligation which will obligate them to find long term solution for the town’s restructuring city in accordance with the best European practice. This would practically mean establishing a new Commission which would by the end of the year draft the permanent statute of the Mostar city. Commission will consist of the representatives of all parliament parties in the City Assembly. If by the end of this year Commission doesn’t reach a decision, which is most probable considering differences in parties’ opinions, HR might impose OHR version of the statute.

Dnevni List (page 2, by Jurislav Petrovic) carries an editorial saying that High Representative Paddy Ashdown and Senior Deputy High Representative Werner Wnendt are coming to Mostar today to resolve problems. The editorial goes on to say that politicians that people elected could resolve all these problems, however, they do not want to worry when there is always someone who will resolve the problems for them. According to the author, although the voters vote for various politicians the situation does not improve but on the contrary it is getting worse. The editorial says that the situation will remain as such until domestic politicians forget their private interests and start to work the things for which they were elected. The editorial also says: “Representatives of the International Community keep calling on stopping of the blockade of work of the city administrations. In order to make this happen Ashdown should remove all politicians and appoint Wnendt the head of this city and only then this city, that used to be prosperous, might progress. Without this it is hard to believe that something could be done.”

DL: Mostar Municipality North’s referendum on Mostar restructuring

Dnevni list (p 16, “Bubalo: Who requests re-organisation of Mostar?”, by S. Bjelica) carries that, at the last session, Municipal Council of Mostar Municipality North passed the decision to organise referendum at which citizens will declare themselves on the future organisation of Mostar, i.e. the future status of Mostar Municipality North in integrated Mostar. According to the Head of Municipality, Salem Bubalo, a Commission consisting of 4 councilors and citizens had been formed with the aim to collect information regarding Mostar re-organisation since the Municipality never received either information or a document that say who actually requests re-organisation of Mostar. “On the basis of all these activities, as well as on the basis of the talks of Werner Wnendt who was not able to tell me who requested re-organisation of Mostar, our Commission proposed to the Municipal Council to call a referendum on the future organisation of Mostar within a legal deadline”, Bubalo says. He says that the referendum question and the date when it will be held will be defined in 60 days adding that each Municipality should conduct a referendum as it is the only way to come to the right solution on Mostar. Speaking of the decision to put out of force its earlier Decision on transferring founder’s rights for the establishment of a single public utility company onto the City Council, Bubalo justifies the decision by the fact that the Mostar City Council made no decision within 2 months’ deadline. He is of the view the World Bank would once again extend the deadline adding that, contrary to rumours on 14 million KM, he avails of information that only 1.5 million US$ is meant for the rehabilitation of Uborak waste dump. Bubalo also says there is no basis to build in Mostar Municipality North a regional dump at which solid waste from even Dubrovnik will be disposed.

Oslobodjenje front page, pg. 3 ‘Reforms and compromise or BiH goes to hell’ -“No sane person could possibly argue that BiH has been in any way a showcase for good politics. It has to change, and to do that it has to develop a culture of consensus,” wrote High Representative Paddy Ashdown specially for the newspaper. “When I took up my duties as High Representative I laid out a comprehensive reform programme – Jobs and Justice – which was endorsed by all the main parties ahead of the last election. Bit by bit this programme is being implemented. Not fast enough. Parliaments and especially governments have to work faster if we are not to fail.However, I must stress that the economic reforms, though necessary if we are not to fail economically, will not produce jobs immediately. We will lose jobs in massive numbers if we do not reform but more jobs will take some years to arrive, even if we do. It took three years for Hungary to feel the benefit of economic reform so we will have to be patient,” emphasized Ashdown.

Cavic: BiH Constitution can be changed only by the will of all three constituent nations

BHTV, Nezavisne Novine, pg. 3, ‘There will be no change of BiH Constitution’; Glas Srpske, pg. 3, ‘Srpska will survive’, Blic pg. 7 ‘BiH Constitution will not be changed’, Dnevni List back page, not signed,ONASA – RS President Dragan Cavic said on Sunday the BiH Constitution can be changed only by the will of all three constituent nations. He said that there is not will in the Serb nation for changing the Constitution. “RS is a fact and must be accepted by those who cannot pronounce it’s name, because the entity is an expression of desire and will of the Serb nation,” Cavic said at Manjaca near Banja Luka where he attended the celebration of the Day of 116 Motorized Brigade of RS Army. “If they want to create instability and definitely divide [us] for good, then they should open the issues,” Cavic warned, commenting on the recent round table of the BiH Academy of Science on changing the BiH Constitution. Speaking on defence reforms, Cavic said the RS authorities and RS Army officials must give an answer to the issue of joining the Partnership for Peace. He added that RS must preserve it’s army.

Change to BiH election law proposed banning officials from holding two posts

BHTV, Glas Srpske, pg. 2, ‘One vote, one seat’; Nezavisne Novine, pg. 5, ‘Officials banned from assuming two positions’, Dnevni List p 2, by De.L– The BiH Election Commission will propose to the State Parliamentary Assembly to adopt amendments to the election law in an emergency procedure, banning any official from holding two executive posts at any level simultaneously. The commission believes that this would bring more order into the legislative bodies, where a number of elected officials hold more than two posts. This does not run contrary to the current election law of BiH, but it is believed that an MP cannot have two votes. This was recently confirmed by the legal and constitutional commission of the BiH House of Representatives. If the amendments are adopted, Zoran Spasojevic of the Serb Democratic Party (SDS) will not be able to be an MP in the House of Representatives and the House of Peoples of the BiH Parliamentary Assembly at the same time. The same goes for Velimir Jukic of the Croatian Democratic Union (HDZ), who is currently an MP in the House of Representatives and Speaker of the House of Peoples of the Parliamentary Assembly.

Mesic initiates holding of a regional meeting to resolve refugee issue

Croat Radio Herceg Bosna, BHTV, Dnevni List page 3, “Trilateral meeting soon”, not signed – Croatian President Stjepan Mesic has pledged his support for the organization of a three-way meeting of senior state officials from Croatia, Serbia-Montenegro and BiH in order to remove numerous obstacles facilitating the return of refugees. Mesic said in the Return Serbian TV program that it was in Croatia’s interest for refugees to return, as this was the only way of showing that Croatia’s democracy had matured. “The political will for the return of refugees, which previously had not existed in Croatia, now exists. We have formulated mechanisms and legal regulations in accordance with European standards.

All that remains is to introduce controlling mechanisms and for the return process to finally start,” emphasized Mesic.

Covic’s visit to USA

Dnevni Avaz front page, pg. 3 ‘I will meet Bush, Schroeder and Annan’ – The first four out of some 20 days he will stay in USA, Chairman of the BiH Presidency Dragan Covic spent in Chicago. The second half of the visit will much more be marked with political meetings. In a statement for the newspaper, Covic said he expected to meet with UN Secretary General Kofi Annan, US President George Bush and German Chancellor Gerhard Schroeder.

BiH CoM delegation to visit Brussels

Dnevni Avaz pg. 2 ‘Diplomatic offensive for a positive response’ – Chairman of the BiH Council of Ministers Adnan Terzic and BiH Foreign Minister Mladen Ivanic are to pay official visit to Brussels on Wednesday in order to inform President of the European Commission Romano Prodi and Commissioner for Foreign Policy and Security Javier Solana on the ongoing reforms in BiH and BiH’s responses related to make of the feasibility study for joining the EU.

Mikerevic meets with Italian Prime Minister Berlusconi 

Nezavisne Novine, pg. 2, ‘Economic co-operation between Republika Srpska and Puglia’, Dnevni List page 12, not signed– Dragan Mikerevic, Republika Srpska Prime Minister, handed to Italian Prime MInister, Slivio Berlusconi, a Promo-memoria information on improvements in BiH with regard to creation of feasibility study in the process of accession to EU. Mikerevic met with Berlusconi in Bari on Saturday, where he attended the international fair “Fiera del Levante”, at which Republika Srpska was represented as well. Mikerevic told NN that Italian PM encouraged BiH authorities to make crucial steps for its admission into EU. Italian PM also supported the establishment of co-operation between the regions of Republika Srpska and Puglia, which should be made official through the signing of the Protocol on Co-operation on 12 October.

Sessions of Inter-Sate Councils with SCiG and Croatia

Vecernji List (page 2, “List of open issues with neighbors is becoming longer”, by E. Medunjanin) carries that the BiH Presidency adopted on Tuesday the initiative to hold the session of the Inter-State Council between BiH and Serbia and Montenegro (SCiG) in November this year, while the session with Croatia should take place in the first half of December.  Bosniak member of the BiH Presidency Sulejman Tihic stated that during the session with SCiG the same treatment for all BiH citizens who stay in this neighboring country will be demanded because the SCiG authorities treat BiH citizens who have place of residence in the FBiH as foreigners, while they treat BiH citizens who have place of residence in the Republika Srpska as the citizens of their country.  VL says that SCiG will raise the issue of the BiH lawsuit against SCiG because of aggression and genocide. VL says that during the meeting with Croatia the Ploce Port issue, Corridor Vc, property and legal relations will be discussed and it is possible that the issue of double citizenship will be discussed as well.   

HDZ Stolac Municipal Board voted non-confidence to Head of Stolac Municipality

Slobodna Dalmacija (page 4, “Vote of no-confidence to Obradovic”, by D. Juka) carries a press release issued by the HDZ Stolac Municipal Board, signed by President of the HDZ Stolac Municipal Board Mladen Boskovic, which says that this body voted non-confidence to Zeljko Obradovic to perform duty of the Head of the Stolac Municipality. The press release also says that Obradovic cannot act in the name of HDZ, which proposed him for the aforementioned position, as of September 12, 2003. As an explanation for this move the press release carries that Obradovic stopped cooperation with the HDZ Stolac Municipal Board with regard to resolving of various issues and non-implementation of the HDZ decisions coming from the Municipal level, as well as, those coming from the highest level, that is, from the level of the HDZ BiH Central Board.  

SNSD: BiH cannot into EU with SDS, HDZ and SDA

Nezavisne Novine, cover and pg. 4, ‘BiH cannot into EU with SDA, HDZ and SDA’ –

At Sunday’s constitutive session of the SNSD Chair Board in Gradiska, Milorad Dodik, SNSD President, stated that it is impossible to expect that BiH would be admitted into European integrations led by SDS, SDA, HDZ coalition and High Representative. He said that: “SNSD has not opened a new front for international community, but we will continue to point at IC failures.” He stressed that the main mistake by the international community officials in BiH is that “they support and co-operate with the current authority composition”. In regard to his open letter to the High Representative to BiH, Paddy Ashdown, Dodik said that “the letter does not represent a rebellion or conflict with IC, but it is a reflection of right for individual opinion.“  He added that: “If somebody does not find it appropriate, I expect arguments against this. It is not of any relevance if I am to face political consequences for this, because there are people, who used to be in bad relations with the international officials, and are nowadays their best associates.” He further stressed that affairs, crime and corruption are main characteristics of the current authority composition, adding that “SNSD will never start a dialogue with the parliament majority composed of SDS, SDA and PDP.” Moreover, Dodik emphasised that: “The international officials demand from us to support the reforms, without placing any objection or having our own stance on it. They openly demand from the opposition not to touch the authority, but we do not accept it. SNSD will be a part of constructive solutions, not poltroons, who will accept the offered solutions.” He reiterated that SNSD is ready to leave the Parliament, if any sort of pressures is still exerted by anybody. He also said that this party “is not rushing into being a part of authority. On the contrary – we are not interested in authority at all.” Denying claims on alleged rifts amongst party members, Dodik said that the party is united in its views, adding that there are no conflicts within its members. Speaking of holding of early elections, SNSD Main Board session saw confronted views. Namely, some officials of SNSD did indeed oppose to opposition initiative for holding of early elections in BiH. His statement went on to say that: “This is not a conflict within SNSD. It is just about different opinions. Although we think that not so much time should be wasted on insistence for early elections, the early elections are still the only solution. It is not that we need early elections, but the people of BiH. If people want it, they will find the way to exert pressure and to fight for it.”

Blic pg. 7 ‘Simic: There is no conflict with Paddy Ashdown’ – Newly elected vice-president of the SNSD Main Board, Krstan Simic, said on Sunday that the SNSD was not against the IC. “If foreign soldiers withdraws from here, BiH will soon be destroyed and all invested effort in peace building would be for nothing. Our message is that we want to change current condition burdened with crime, terrorism and economic fall,” Simic said at the constitutive meeting of the SNSD in Gradiska. “The information stated by international officials that SFOR will stay in BiH for another 50 years is not encouraging. That is a sign that the building of this community is going on very slowly,” Simic said, adding that in eight years a little had been done and a lot of money had been spent.

Interview with FBiH Minister of Defence Miroslav Nikolic

Vecernji List (front and page 5, “Over 5000 soldiers will be surplus in FBiH Army”, conducted by Misijana Brkic Milinkovic) carries an interview with Federation of Bosnia and Herzegovina Minister of Defense Miroslav Nikolic. Asked to comment on the statement given by BiH Minister of Security Barisa Colak saying that is possible that BiH meets conditions for admission to NATO’s ‘Partnership for Peace’ by the end of the year, Colak says: “Commission for Defense Reform in BiH should complete its job in the next ten days. After this, all proposals, concepts of changes, law and all the other things should go through some normal, parliamentary procedure. If this would go according to a speeded up procedure and if those laws were passed in the next few months, and this is possible, there are completely realistic possibilities that BiH meets conditions for admission to ‘Partnership for Peace’ by the end of the year.”

Feral Tribune: “Lament over state of nation”

In light of Sulejman Tihic’s assessment of the bad position of Bosniaks and in light of recent reactions by Croat officials and institutions to education reform in BiH, Feral Tribune (p 34-35, by Ivan Lovrenovic) carries that one should explain to SDA and HDZ that, by lamenting over the state of the nations these parties tend to represent, they expose to ridicule both their own selves and the public they address: if their assessments are accurate, then they represent acknowledgment of these parties’ historic incapability to “resolve the national issue”. Though these 2 parties are formally in power, there is a more and more frequent phenomenon which is a sure sign of the decrease of these parties’ real political vitality and convincing quality: namely, religious communities and their leaders more and more and in a more straightforward way take over the role of political representatives of the people and of interpreters of people’s interests. This is particularly evident in the case of Cardinal Puljic who has, in the midst of education reform crisis and due to the wrong policy of national identity led by HDZ and the Church, found himself in the position when he has to act as a political representative and national interests tribune.

Bulldozer stopped export of logs

 

 

 

 

 

 

Oslobodjenje pgs. 4-5 ‘Bulldozer stopped export of logs’ – The export of logs from BiH will be temporary stopped/banned, which is one of the latest measures taken by the Bulldozer Committee. The measure has no time limits and it will be revoked only when a certification of forests and those exploiting them is carried out and an efficient inspection control is established.

Dnevni Avaz pg. 4 ‘Domestic investors should also be allowed to import equipment without paying customs duties’ – Encouraged by the imposition of ban on logs export from BiH, the representatives of the Drvo (Wood) BiH association will submit yet two proposals to the Bulldozer Committee this week. According to the Association Secretary, Alija Remzo Basic, the first proposal is that all BiH export companies pay electricity at the same prices as Mostar Aluminij, as the second one urges for equalizing the domestic and foreign investors in BiH. The next session of the Bulldozer Committee, which will also discuss these two proposals, is scheduled for September 29 in Sarajevo, Senior Economic Advisor for OHR Benjamin Herzberg said. 

DL on financial problems of (Croat) University in Mostar

 

Dnevni List (p 8, “Mostar University – the central point of Croat survival in BiH”, by Ivica Maric) carries that the forthcoming reform of high education in BiH, reduction of high education institutions from 7 to 3 and decrease of expenditures might bring Mostar University (Croat), the only BiH University in Croatian language, into an even less favourable position. The daily says the IC position is that Universities without financial sources cannot survive and, in case of Mostar University (Croat) there are a number of open issues when it comes to this: for the time being, the only stable financial sources are Herzegovina-Neretva Canton and assistance from the Republic of Croatia. DL notes that one of the reasons why the University is in crisis is the irresponsibility of Croat authorities, i.e. Croat-majority Cantons which, contrary to earlier commitment, do not want to finance the work of this institution and concludes it is obvious there is no clear political project of preservation of Croat national institutions and there is no strong political authority which can unify Croat political forces in preservation of institutions of national interest.

DL: Interview with Dragan Vrankic, FBiH Deputy PM and Finance Minister on power sector restructuring, Mostar University difficulties

In his interview for Dnevni List (front & p 7, “Impermissible behaviour of Cantons towards Croat University in Mostar”, by Miso Relota), Dragan Vrankic, FBiH Deputy PM and Finance Minister, says that the situation of Mostar University (Croat) and Students’ Centre is alarming and that the solution to their problems mainly rests with Cantons which are legally obliged to finance them. He advocates survival of the only University in Croatian language in BiH. Speaking of the Action Plan for re-structuring of electric power sector, Vrankic says a great injustice was done to Elektroprivreda Herzeg-Bosne (EP HB), whose abolishment is foreseen by the Plan. He says that a restructuring plan can be made that will preserve all industrial subjects as it does not jeopardise the preparation and the process of privatisation. Once the privatisation starts, then something like that can happen. “In this case, it is simply about an attack on EP HB and Croats”, Vrankic concludes.

Interview with RS Labour Minister Micic

Nezavisne Novine, cover and pg. 9, ‘Government has no resources to take care of dismissed workers’ – In an interview to NN, Mico Micic, Republika Srpska Minister of Labour and Veterans Issues, said that at the coming meeting, the Republika Srpska Government and Republika Srpska Trade Union should resolve some burning social issues – increase of lowest labour price and finding resources for financing social programme. Micic explained that Ministry of Finance is to make a proposal, whilst Government is to allocate funds to finance social programme by the end of this month.

Problems with heating season in BiH

Nezavisne Novine, cover and pg. 11, ‘Debts prolong commencement of heating season in BiH cities’ – It is still uncertain whether the heating season would commence on 15 October throughout BiH, owing to old heating equipment and outstanding debts. In the meantime, the citizens are to warm up premises with electrical heating appliances or similar.

“Air Srpska” to be closed

Glas Srpske, cover page story, ‘Before the end?’ – Stana Radovic, Director of “Air Srpska” confirmed to GS that the national air-transport firm is to be closed soon. She explained that last year, the Republika Srpska Government decided to take over majority ownership over “Air Srpska’, finding it to be of strategic interest for the Republika Srpska. And this decision has tied up hands of the agency to find some other partner, whilst the Government is not doing anything to assist in resolving many problems.  

Collapse of ‘Air Bosna’

Vecernji List (front page “3,5 million KM disappeared in USA” and page 2, “Government does not look for money disappeared in USA”, by Zdenko Jurilj) carries that although the air company ‘Air Bosna’, owned by the Federation of Bosnia and Herzegovina Government and state company ‘Energoinvest’, stropped with its work due to the debts amounting to 17 million KM, FBiH Government officials have not carried out the investigation, which will show as to where 12 million KM aimed for purchase of a radar disappeared. VL says that according to the order of the BiH Council of Ministers and its department for civil aviation the FBiH Government paid 3,5 Dollars (?, the author says 3,5 million KM in a headline) for this purpose.

RS doctors request Balaban to resign

Nezavisne Novine, pg. 7, ‘Politics erases expertise’ – The group of doctors from Banjaluka Clinical Centre addressed an open letter to Milorad Balaban, RS Health Care Institute Director,  in which they are extremely critical of Balaban and his inappropriate activities recently widely reported on by local media. They also criticise him of enormously large salary (KM 9 thousand) in the times when health workers are on general strike owing to extremely bad situation at medical institutions. They also remind Balaban that he once used to be one of them, but has engaged in politics over the past years and fought for the highest position possible. According to them, he should have provided some piece of advice, which should improve the situation within healthcare system. But he failed to do so. In the conclusion, they call on him to file resignation to the position of the Director of Health Care Institute.

Ljubljanska Bank debt

Blic pg. 4 ‘Payment through the court in Strasburg’ – BiH Association of Foreign Savers will ask the Council of Minister to file a suit against Slovenia for foreign deposits in Ljubljanska Bank. The legal suit should be launched in the Human Rights Court in Strasbourg. The Association announced blockade of roads and Slovenian companies if the Council did not meet their demand.

Reactions to message from Bishops’ Conference

 

Nezavisne Novine, pg. 5, ‘Politicisation brings no good to Croats in BiH’ – Below is the very core of some reactions onto the appeal of the Bishops’ Conference for protection of Croat rights in BiH and holding of referendum.

Whilst opposition politicians advise Bishops to “better do their job, and leave the educational affairs to educational experts”, the HDZ of BiH consider “BiH bishops to be extremely responsible people”.

Interview with HDZ’s Spaic

Nezavisne Novine, pg. 5, ‘Croat school will survive’ – Anto Spaic, HDZ Vice President, is of the view that the requests for the change of the Dayton Peace Agreement (aimed at protection of Croat rights in BiH) are justified. He stressed that the reasons for convening referendum for protection of Croat rights (called on from Bishops’ Conference) are also justified. Spaic further claims that international community was exerting pressure against Croat ministers during the adoption of the programme for introduction of joint administration in the schools in Central Bosnia and Herzegovina and Heretva Cantons. He reiterates the view of HDZ that Croat schools must be preserved.

Strike of HNC teachers

Dnevni List (page 17, “Demands of Trade Unions cannot be met within set deadline”, by V.S.) carries that the Press Office of the Herzegovina-Neretva Cantonal Government issued a press release saying that the demands of the Trade Unions for the payment of the salaries cannot be met within set deadline, however, as soon as enough funds are collected in the budget, the salaries for teachers will be paid out.

Protests of Serbs returnees in Drvar

 

 

 

 

 

 

 

 

Vecernji List (front page, “Serbs want that Drvar becomes part of RS” and page 3, “On streets Serbs demand to annex Drvar to RS”, by F. Matic) carries that Serb returnees to Drvar organized protests in this city on Saturday afternoon. During the protests they demanded that within 30 days the Canton 10 Constitution is harmonized with the Federation of Bosnia and Herzegovina Constitution and BiH Constitution with regard to the constituency of peoples because the Serb returnees claim that Serbs are not recognized as a constituent people in the Canton 10. They also stated that in case that this demand is not realized within the set deadline they will make a petition for territorial and administrative separation of the Drvar Municipality from the Canton 10 and non-participation of the municipal authority representatives in the Canton 10 authority bodies. VL also says that although the official demand says that Serbs want separation from the Canton 10 most of protesters also demanded annexation to the Republika Srpska.

Glas Srpske, cover page story, ‘Second Islamic front!’; Nezavisne Novine, pg. 2, ‘6 thousand soldiers of Osama bin Laden in the Balkans’ – SRNA re-published the article from the Bulgarian daily “Standard”, according to which Ajman ad-Zavahiri, Osama bin Laden’s closest associate, trained the members of Al Q’Aida, who are operating within the composition of non-governmental organisations in the Balkans states. They are trained to open a new, second Islamic front against the American soldiers in the Balkans. According to assessment prepared by intelligence agencies, there are 6 thousand soldiers of Al Q’Aida in BiH, Kosovo and Macedonia, prepared for the attack.

American historian on Muslim propaganda in BiH

Glas Srpske, pg. 2, ‘The Hague swallows the bait’ – The American historian, Charles Schroeder, warned that the power of Muslim propaganda machinery was vast and was reflected through presentation of Muslims as victims of Serbs and Croats.

Speaking of his book “Muslim-Croat civil war in central Bosnia’, he said that nobody wanted to release the real picture on developments in BiH. in an interview to the Split daily “Slobodna Dalmacija”, he said that the foreign journalists, who reported on war, followed the Muslim propaganda and were not in a position to acknowledge the real picture.
