Nezavisne Novine cover pg splash, pg 3 ‘Lozancic reduced sentence to Prce for a year’ by R.Cengic – NN learnt from several sources that Niko Lozancic, F BiH President, has altered the BiH Court verdict, which sentenced Miroslav Prce, former F BiH Defence Minister, to five years imprisonment, and reduced it for one year. A source close to F BiH Justice Ministry claims that Malcolm Simmons, Council Chair in the case of “Hercegovacka Banka”, on Thursday addressed OHR regarding this issue. Source claims that Simmons was promised OHR would give its stance after the entire case is analysed.  Daily further brings comments of its sources and judical representatives, claiming that BiH inmates cannot be pardoned on the basis of entity laws.

RS Prime Minister Pero Bukejlovic expressed expectation the talks will be held in a tolerant environment. The aim of the meeting is to end police reform talks by the date set by EU Enlargement Commissioner Olli Rehn. Bukejlovic invited the Chair of BiH Council of Ministers Adnan Terzic and FBiH Prime Minister Ahmet Hadzipasic to attend the meeting.

NN interview with Osmanovic: Ten police regions is a minimum

 

Nezavisne Novine pg 8 ‘Minimum is ten police regions’ by V.Popovic – In an interview to daily, Adil Osmanovic, RS Vice President, reiterates his accusations against RS President, Dragan Cavic, saying that through SDS, Cavic is running all institutions not only in RS, but also at the level of BiH. On police reform, he says that ten police regions are minimum, adding it is obvious it is attempted to make a compromise at the detriment of professionalism in order to satisfy aspirations of the RS politicians. On HR Paddy Ashdown, Osmanovic expresses fear that HR, at the end of his mandate, might accept some compromises in order to ensure police and defence reforms are completed during his mandate.

Vecernji List pgs 2-3 ‘Garlic accuses’ by Zoran Kresic – Explaining reasons for his departure from the BiH Court, Paul Richard Garlic accused Paddy Ashdown, HR to BiH, and BiH Court Registry of having “undermined” his judicial independence by having transferred him from the war crimes department to organised crime department. He expressed hope that the remaining fellow-judges would help building independent judiciary, but without “interference of (foreign) politicians”. In a statement to the British attorneys’ paper “The Lawyer”, Garlic actually confirmed suspicions that court proceedings are run with prior assent of the international management, including OHR.

Covic on appointment of SBS Director

HDZ: Regionalisation is solution for changes

 

Vecernji List pg 3 ‘Solution for changes is regionalisation’ by Marijan Ivesa – Daily carries a sort of report from presumably a meeting of the HDZ of BiH, without providing sources for this information. Daily writes that the HDZ of BiH is of the view that there is a point in organising 2006 general elections in BiH only if the concept of constitutional changes is prepared in order to ensure the functioning of the state. The HDZ of BiH supports decentralised BiH composed of three levels of authority. It is not defined who federal units would be called.

SDHR in visit to District Brcko

 

TV PINK, Nezavisne Novine pg 3 ‘VAT will reduce illicit work’ by N.T., Glas Srpske pg 2 ‘Illicit work to end’ by M.Dj. Senior Deputy High Representative Larry Butler said on Friday in District Brcko, where he met with BiH businessmen, that businessmen in BiH expected BiH authorities to involve more in creation of better business environment. Butler said that BiH was the only European state with no VAT. After the meeting, Butler said that businessmen fear that VAT would have negative impact on small companies.

NN op-ed critical of Tihic

 

Nezavisne Novine op-ed pg 7 ‘Tihic’s prosecutor’ by Mirza Cubro – The author is critical of Sulejman Tihic, saying that he has an amazing urge to get involved in all sorts of appoint processes, stressing what matters to Tihic is that somebody is loyal to SDA, regardless of whether that person can do a job properly.

HKDU stressed that it is amazed with the fact that all sector services in BIH are in the hands of Bosniak people

Nezavisne Novine pg8 ‘All secrets in the hands of Bosniaks’ by N.N., Oslobodjenje pg6 ‘All secret services in BiH in the hands of Bosniaks’, RHB – HKDU stressed that it is amazed with the fact that all secret services in BIH are in the hands of Bosniak people. HKDU is therefore sending a fierce protest to OHR due to this fact. HKDU also feels that due to this fact Croat national security in BIH has been endangered. HKDU claims that OHR has stood by Bosniak people only and that has drawn the line in the political culmination of events.

 

War Crimes

RS MoI provided all available information to the Srebrenica Task Force

 

 

FTV – RS Ministry of Interior (MoI) provided to the Task Force for Srebrenica all information it had available, including information on members of the 6th Unit of the Zvornik Public Security Centre, who are suspected of involvement in the crimes in Srebrenica in July 1995, RS MoI told Fena news agency.  This also includes information on members of 12 police stations from the Zvornik Public Security Centre. At the same time, investigative Task Force sub-group needs to establish whether the RS Ministry of Defence, i.e. the General Staff and the RS Army, have provided all the necessary documents on their members that took part in the crimes in Srebrenica.

Argentinean authorities received a request from SCG judiciary for extradition of ICTY indictee Milan Lukic.

 

RHB – France press claims that Argentinean authorities received a request from SCG judiciary for extradition of ICTY indictee Milan Lukic. According to the law trial to Lukic has to be trialled in Argentina first which means that it will take at least 7 months or more until the extradition occurs. On the other hand SCG Minister for human and minority rights Rasim Ljajic claims that SCG hasn’t sent such request and added that it will be sent next week.

Belgrade War Crimes Prosecution raised indictment against 7 persons

 

BH TV 1, TV PINK, NTV Hayat, FTV, Nezavisne Novine pg 4 ‘Indictment for criems in Zvornik brought’ by M.KusmukSerbian Prosecution Department for war crimes raised indictments against seven individuals for war crimes committed in Zvornik in 1992.  They are suspected of murdering of at least 19 Bosniak civilians and persecution of 1822 civilians. Wartime Head of Zvornik Municipality Branko Grujic and Commandeer of RS Territorial Defence Branko Popovic are suspected of forced persecution 1822 Bosnjaks from Kozluk and Skocic villages into Hungary. Besides Grujic and Popovic, for these actions are suspected members of “Yellow Wasps” unit Dusko Vuckovic, Dragan Slavkovic, Ivan Poljak, Sinisa Filipovic and Dragutin Dragicevic.

If the BiH Council of Ministers adopts this proposal, the highway would begin in settlement Svilaj on the North and end in Zavirovici at the border with Croatia . With the adoption of the ideal solution for the highway route, the conditions required for the traffic and preliminary study of economic justifiability have been met. The completion of the study is expected by October 26. It is estimated that the construction could cost about 3 billion Euro.  Its length is 340 km. Total length of tunnel is 75,5 km.

FBiH pensioners disappointed with the fact that there would be no social programs to prevent negative VAT consequences

TV PINK – After FBiH Minister of Labour and Social Policy Radovan Vignjevic said that the Government did not intend to make any kind of social programs which would prevent all the negative consequences of VAT, FBiH Pensioners Association states that pensioners are disappointed and that they are not going to accept it. The Association states that pensioners will not be able to deal with the increase in prices, which is to happen in January, and they expect to be given additional means as VAT starts being implemented. The Association warns that if the Government continues ignoring them, pensioners will fight for their rights in an adequate in legal way.

RTRS, TV PINK – Directors of Srpske Poste departments stated that the attacks on their General Director Milutin Pejic are attacks on all employees of this company. Milenko Vuceta Deputy General Director stated that these attacks and claims that SP is working with a loss are trying to create a confused situation in the company. Representative of state capital in SP RS Minister of Labour and Veterans Miodrag Deretic claims that SP has a loss of 15 million KM. He adds that RS Government has decided to improve the situation in SP. Vuceta claims that in the internal distribution in RS Government, SP has been “assigned” to SRS and therefore SRS is trying to install their members in SP. Pejic has the same claims and adds that Deretic is a representative of political structures. Deretic says that connecting him to SRS is incorrect since he never publicly declared his membership although he is a proud member of it. Reporter concluded that both parties will speak to RS PM Pero Bukejlovic who is on holiday until Monday.

RS Minister of Labour and veterans threats with resignation if RS Prime Minister do not remove Director of “Srpska poste”

 

BH TV 1 – RS Government led by Prime Minister Pero Bukejlovic is third one which tried and failed to remove “Srpske Poste” Director Milutin Pejic, reports BHT. RS Minister of Labour and Veterans and Invalid Protection, Miodrag Deretic threatens that he will resign on Monday. “Srpske poste” Supervisory Board set up meeting for Monday to try again to take over duty from previous whose mandate expired and to hear company’s Director report on business moves which didn’t resulted as planned. “If this State is in no condition to solve issue of “Srpske poste”, than this is an example of weakness of this State. I can’t see my place in such constellation,” Deretic said. “We present 2200 employees and we will prevent all illegal activities in Srpske poste”, said Deputy Director of “Srpske Poste”Milenko Vuceta. State capital representatives claim that they have arguments for removal of Milutin Pejic

Glas Srpske pg 3 ‘A lie next to lie’ by M.Dz. – Deretic denies claims of SP officials, saying that: “I am not afraid of any one, and I do not have need to be armed. I left there as a legal representative of RS Government and state capital representative, to do my part of work.” In last year, “Srpske Poste” has made 6.4 millions KM profit. Representatives of State capital claim that this profit is mainly made by Telecom and that this company would crash in two years with this kind of doing business.

New BIH Ambassador in USA Bisera Turkovic has submitted her credentials to US State Secretary Condoleezza Rice

Dnevni List pgs 6-7, announced on cover ‘It is in the interest of foreign judges to stay in our state’ by Erna Mackic – In a lengthy interview to daily, Meddzida Kreso, President of BiH Court, critically denies speculations regarding the possibility to see foreign judges leave over their indifference towards the work at BiH Court. She stresses that during the appointment, each Judge must be aware of his possible engagement on cases of war crimes, organised crime and corruption, not only general crime. She adds that there is an interest of international judges already in BiH and whose mandate is to expire to have their mandates extended and stay working at BiH Court .

Interview with Kathryne  Bomberger

 

NTV Hayat – brings interview with Kathryne Bomberger, the Chief of the International Commission on Missing Persons (ICMP) mission. In terms of claims of member of FBiH Commission on Missing Persons Jasmin Odobasic on ICMP being responsible for mistakes which occur during identification process, or to be precise, while completing the body remains, Bomberger says that the allegations are complete nonsense. Bomberger says that DNA technology has been discovered recently and that it has pointed out some mistakes which happened earlier, in period when classic identification methods were used. Bombergers says that it would be the best for a revision board to be established which would deal with such cases. Bomberger further adds that there have been 20 cases of wrong identification, but that the way in which Odobasic said that was wrong and damaging and that such statements make great impact to families of the missing ones, and that Prosecution should deal with it. on August 30, Institute on Missing Persons at state level should officially start its work, and Bomberger calls it a historic event for BiH. The Institute will be in charge of searching for all the missing ones, regardless of their nationality. The Institute will publish a list of missing persons in order to see the exact number of missing ones. At the end, Bomberger said that the ICMP would continue supporting BiH in terms of identification process.

Fransic Boyle expressed readiness to represent Holland in possible lawsuit against SiCG

 

Oslobodjenje pg 5 ‘I would represent Holland against SiCG!’ by Az.K., Dnevni Avaz pg 2 ‘Holland should sue SiCG for genocide in Srebrenica’ – In response to Dragoslav Stojanovic, legal representative of SiCG in BiH lawsuit against SiCG, (who said that it would be wrong if the Dutch Government would sue SiCG before International Court of Justice for genocide in Srebrenica), Francis Boyle, legal representative of the Association “Mothers of Srebrenica and Podrinje”, expressed readiness to represent the Dutch Government if Holland wants to sue SiCG.
