RHB – ICTY outreach in BiH Mathias Hellman stated that there was no new information as to when Milan Lukic would be extradited to the ICTY. On the other hand, Lukic agrees that he gets extradited to the ICTY, but in the same time he denied charges filed against him.

Returnees’ associations want HR to de-block return process

 

RHB – Representatives of 90 returnees’ associations from BiH, Croatia and Serbia-Montenegro are requesting from the High Representative, Paddy Ashdown, to de-block the return process in the region and organize a conference on sustainable return. The letter was sent, on behalf of associations, by the BiH Association of associations of refugees and DPs.

Rupcic, Slobodna Dalmacija pg 5 The Hague indictee from BiH Milan Lukic arrested in Argentina’ by H, AFP – The UN war crimes court for the former Yugoslavia (ICTY) on Tuesday welcomed the arrest of alleged Serb war criminal Milan Lukic in Buenos Aires.    The court in The Hague did not say anything about a possible demand for extradition of Lukic. Lukic, a Bosnian Serb, was arrested in Buenos Aires Monday at the request of the International Criminal Tribunal for the former Yugoslavia. Lukic is accused of forming a paramilitary group at the outbreak of the 1992-95 war that worked with local police and military units to impose a “reign of terror” against the Bosniak population in the eastern Bosnian city of Visegrad. In two separate incidents, the indictment says, Lukic and his group forced civilians into homes, which they set ablaze, killing at least 140 people. On Tuesday Lukic will appear in court in Argentina for a formal hearing to establish his identity. The ICTY will then have 30 days to formally request his extradition. Interpol confirmed that a man arrested in Buenos Aires is the ICTY indictee Milan Lukic, even though he has been arrested with forged documents, Head of the Serbia-Montenegro National Council for Cooperation with the Hague Tribunal Rasim Ljajic said on Tuesday.

ICTY indictee Milan Lukic must be extradited to the Hague Tribunal and only then a decision can be made on eventual transfer of his case to the BiH judiciary, said on Tuesday in Sarajevo ICTY Outreach Officer in BiH, Mathias Hellman. He reminded that the ICTY Prosecution recently requested transfer of Lukic’s case to the Court of BiH. The ICTY will soon decide on this request. Lukic is indicted for crimes against humanity and violations of laws and customs of war.

Rupcic, Vecernje Novosti pg 12 ‘Strong pressure’ not signed, Nezavisne Novine pg 2 ‘OHR, EUFOR and NATO welcomed the arrest’ not signed, FENA – NATO Headquarters Sarajevo (NHQSa) welcomed the news of the detention of Milan Lukic.  Lukic was detained in Buenos Aires, Argentina on 8 August 2005.  Milan Lukic is under indictment for war crimes by the International Criminal Tribunal for the Former Yugoslavia (ICTY) for crimes committed in the Visegrad region, NATO said. According to NHQSa Commander, Brigadier General Steven Schook, the capture of Milan Lukic, and the location where he was captured, is a direct reflection of the tremendous pressure NATO, the local authorities, and the international community have placed on fugitive war criminals in BiH and the continued commitment of everyone involved to bring those fugitives to justice.  “I am pleased at the participation of the international community in the effort to capture fugitive war criminals but I want to be mindful that the responsibility for the detention of indicted war criminals ultimately rests with the entities,” Schook emphasized. Fugitive war criminals and their supporters represent a threat to sustained peace in BiH and ultimately to the country’s progress and development.  The capture of each indicted war criminal is an important step toward lasting peace and stability in the region, NATO said.

According to media, EUFOR also welcomed the apprehension of Lukic.

Rupcic, Nezavisne Novine pg 2 ‘OHR, EUFOR and NATO welcomed the arrest’ not signed – OHR spokesperson Kevin Sullivan said on Tuesday that the arrest of ICTY indictee Milan Lukic is an important step forward in implementing a basic requirement of the DPA – and of BiH’s postwar recovery – that all those accused of war crimes appear before the Hague Tribunal. “Full details of this are yet to emerge. However, it should be noted that this is the first time in more than three months that an ICTY fugitive has been brought into custody. The pace of cooperation on the part of BiH – and in particular the RS – authorities must quicken. After a significant effort regarding ICTY cooperation at the beginning of the year there has been an unsatisfactory lull. The pace must quicken if BiH is to meet its international obligations in regard to Euro-Atlantic integration”, Sullivan told journalists in Sarajevo. He stressed that this transfer must be followed by other transfers, including that of Radovan Karadzic and Ratko Mladic. “The journey will only be complete when every indicted war criminal is inThe Hague”, Sullivan said.

Lukic was arrested in Buenos Aires Monday at the request of The Hague-based International Criminal Tribunal for the former Yugoslavia. “This arrest is a result of intense intelligence and security measures of RS Interior Ministry and cooperation with Serbia-Montenegro Interior Ministry and the international community,” RS Ministry of Interior said in a statement.

Last year’s action in April, in which his brother Novica was killed, IWPR assessed as an attempt to silence Lukic’, the article reads. The article also claims the crucial moment in Lukic’s stance towards the Hague Tribunal occurred in January last year, when he got in conflict with members of “Preventiva” – Karadzic’s armed security guards. Serbian Justice Minister Stojkovic: We will ask for extradition of Lukic

 

Vecernje Novosti pg 12 ‘We will ask for an extradition’ by Tanjug – Serbian Justice Minister Zoran Stojkovic stated Tuesday SiCG will ask for an extradition of Milan Lukic having in mind the fact he was sentenced for war crimes to 20 years in prison in Serbia, however the Hague has the priority over Serbian judiciary since a proceeding against Lukic is underway in the Hague as well. Stojkovic explained SiCG should wait for the procedure before the Hague Tribunal to be completed before Lukic’s extradition to SiCG judiciary would be possible.

VL: Herzegovina to demand war compensation from SCiG

Vaslij – After Montenegro paid some sort of war compensation to Konavli, Croatia, VL learns from a reliable source that the BiH bodies, first of all the Croat side, will demand from Montenegro to pay in a similar way the war compensation to citizens of Herzegovina. The article also says that since the BiH lawsuit against Serbia and Montenegro for genocide and aggression has been before the ICTY, legal experts stress that SCiG would have to pay the war compensation only if charges for genocide and aggression of SCiG were proven before the court.

HR Ashdown says BiH international credibility depends on ways to appoint SBS Director

 

RHB, Dnevni Avaz pg 4, mentioned on cover ‘Bosniaks are highly represented’, Nezavisne Novine pg 2 ‘Institutions should appoint SBS Director’ by N. N. – The High Representative, Paddy Ashdown, stated on Tuesday for BiH Radio 1 that appointment of the BiH State Border Service (SBS) Director should be left to the institutions authorized to implement law and regulations. He HR said that there should be no political interference into this issue and that it should not be used for solving the SDA internal problems. HR made this statement after member of the BiH Presidency, Sulejman Tihic, said that mistake was made in appointment of the State Investigation and Protect6ion Agency (SIPA) Director. Ashdown reiterated that BiH’s international reputation depends on ways to appoint of the SBS Director.

Tihic for Avaz: Ashdown is coming out with untruths

 

Dnevni Avaz, pg 4 ‘Tihic: Ashdown is coming out with untruths’, mentioned on front ‘Tihic: High Representative is telling untruths’, by A. M. – The Bosniak member of BiH Presidency, Sulejman Tihic, stated for Avaz that the appointment of State Border Service (SBS) director has nothing to do with internal party relations within the SDA. “Regarding Paddy Ashdown’s statement, I can only comment that he is coming out with untruths. The issue of appointment of SBS director is not used for any kind of turmoil in SDA, which he (Ashdown) might wish for. When it comes to relations between the Chairman of BiH CoM, Adnan Terzic, and me, there are our clear statements about it. There are no serious people in the SDA who would transfer some internal affairs onto the functioning of state institutions”, says Tihic. Tihic also commented on the HR’s statement that “the Bosniaks are highly represented, some might say even too much, in BiH security services”. “I would like to repeat that the Security Minister is from the Croat people, deputy from the Serb people. SIPA director is from the Serb people, as well as the BiH Interpol director. Now, if he wants to appoint the SBS director from the line of the Croat people, I do not see that the Bosniaks are represented at all, let alone highly represented. I think that is not the most important issue, it is more important to have competent people. However, since we have three constituent peoples in BiH, one has to take care of that too, no matter who makes the appointments, be it domestic authorities or the High Representative. With such ungrounded charges, Ashdown is trying to deny my basic human right, which is the right to freedom of speech and present views”, said Tihic.

EU against political interference in security and police services

 

BHT, Hayat, Dnevni Avaz, pg 4 ‘EU does not support political interferences’, by Fena – The country presiding the EU at the moment, the UK, stated via its embassy in Sarajevo that the EU did not support political interferences in professional appointments in police and security sectors. The press release calls on all parties involved in the process to act in accordance with the law and procedure, without political interference.

Slobodna Dalmacija pg 13, mentioned on cover ‘Tihic’s fire over Ashdown’ by Z. Tulic – Commenting on the correspondence between High Representative Paddy Ashdown and Bosniak member of the BiH Presidency Sulejman Tihic, the author says: ‘Certainly, the HR was hurt by the Tihic’s claim that by December last year ‘Ashdown was the most successful HR and that during this period BiH made strong steps when its strengthening is in question’.’  The author goes on to say that as far as this year is concerned the HR was very successful in preservation of the RS. The author also says: ‘Actually, by his tolerance for RS obstructions in implementation of necessary reforms, the HR is on the right way to be qualified as the most successful HR from the aspect of state institutions’ functioning, increase of poverty, deepening of inequality of peoples and losing hope in the future of BiH even among the biggest advocators of BiH.’

CoM Chairman Terzic: police reform talks to resume in the course of next week

 

Nezavisne Novine pg 6 ‘The Governments are negotiating on police regions’ by M. Cubro – CoM Chairman Adnan Terzic Tuesday confirmed police reform talks would continue in the course of the next week, while RS Government will host the negotiations. CoM representatives and representatives of the entities’ Governments will attend the meeting and ground documents for the talks will be the proposal of Police Reform Commission and Vlasic agreement of political parties. ‘The talks will resume on issues that we have not resolved so far, primarily with regard to maps of police regions’, Terzic added.

RHB, Oslobodjenje pg 8 ‘Police reform a way towards negotiation on stabilisation’, Dnevni Avaz pg 8 ‘Police reform a main obstacle on path to EU’, Dnevni List pg 6 ‘Talks on burning issues’ by NINA, Vecernji List pg 3 ‘Intensive talks on defence and police reforms’ by ra – The Senior Deputy High Representative, Martin Ney, agreed on Tuesday with the NHI President, Kresimir Zubak, that it is imperative that BiH fulfil all the conditions of the EU Feasibility Study so that it can move forward towards Euro-Atlantic integration. Discussion covered a broad range of concerns within the Croat political spectrum in BiH. Zubak briefed Ambassador Ney on the NHI’s position on education reform, PBS and refugee return.

BiH Presidency Chair Jovic meets with Russian Ambassador Suvalov

 

RHB, Oslobodjenje pg 2 ‘Resolve the issue of debt for Russian gas’, Dnevni Avaz pg 4, Vecernji List pg 2 ‘Improving of economic cooperation between BiH and Russia’ by ra, Nezavisne Novine pg 6 ‘Relations between the two countries are improving’ by N. N. – BiH Presidency Chair Ivo Miro Jovic and Russian Ambassador to BiH Konstantin Suvalov agreed in Sarajevo on Tuesday that bilateral relations between the two countries are constantly improving and that they need to be developed even further to the benefit of both countries. They concluded that there is still a lot of space for improving economic cooperation. Suvalov said that Russia wishes to see BiH as an economic partner and a European state, and added that Russian businesspersons are interested in investing in BiH. The two officials also emphasized a need for urgent resolution of a wartime BiH’s debt for Russian natural gas. 

NATO Schefer praises progress made in defense reform

 

BHT, Hayat, Oslobodjenje pg 8 ‘NATO satisfied with progress made in establishment of a single army’, Glas Srpske pg 3 ‘Progress is visible’ by N. Z. – In a letter sent to the BiH Presidency, NATO Secretary-General Jaap de Hoop Scheffer expressed satisfaction with the progress BiH made on the path of creating joint armed forces. The foreseen concept of regiments and structures consisted of three multiethnic brigades is a good start, said Scheffer. He urged BiH authorities to ensure that laws, which regulate defence issues, are ratified and accepted as soon as possible.

PBS General Manager on law on public RTV system

 

Dnevni List pg 3 ‘Building of strong regional and not national production centres’ by I. Glibusic carries an interview with PBS General Manager Drago Maric who says that PBS wants a proposal of the law on public RTV system to be adopted as soon as possible. He added that certain shortcomings of the aforementioned law were noticed and he hopes that some of them would be corrected.  DL reminds that by adoption of the law on RTV system BiH would meet the 16th pre-requisite for approaching the European integration. Commenting on this situation, Maric said that meeting of the other part of the pre-requisite which envisages securing of long-term sustainability of the financial, editorial, independent and unified RTV system is more important for public broadcasters. Maric added that they are not certain that the law in the current form would make possible financial sustainability. 

HDZ: Parties which make parliamentary majority and not HDZ can remove Doko

Vrebac – With regard to the demand of the BiH Association of Farmers according to which HDZ President Dragan Covic should remove BiH Minister of Foreign Trade and Economic Relations Dragan Doko (see OHR BiH Media Round-up, August 9, 2005) HDZ spokesperson Miso Relota stated: ‘Gentlemen form the BiH Association of Framers are probably aware that Doko is a member of the HDZ, but he is also a Minister in the BiH Council of Ministers and therefore Covic cannot remove a member of the BiH CoM self-willingly on the ground of his signature.’ Relota added that the Doko’s removal is a matter of an agreement of the political parties, which make parliamentary majority.

Mostar airport: First direct flight from USA after war
