The B&H Deputy Foreign Minister, Husein Zivalj led the B&H delegation at the Stability Pact meeting in Solunika. Zivalj said that the international community would support the return of refugees and the displaced to their homes in B&H, and the return of Serbs to Croatia. “About DM 350 million have been allocated for these projects”, Zivalj added. Amarildo Gutic reported for TV INFO on the situation in Montenegro during the first day of pre-election silence. According to polls, Milo Dukanovic’s party has the best chances to win in Podgorica, while in Herceg Novi they have equal chances as Bulatovic’s “Coalition for Yugoslavia”. The announced Milosevic’s visit to Montenegro didn’t take place.

The EU Co-ordinator for Foreign Politics, Javier Solana met the Croatian President Stipe Mesic in Zagreb today.
The UN Secretary General, Kofi Annan said that attacks against Serbs in Kosovo are a part of an organised campaign of violence in this province.
The Russian Defence Minister Igor Sergeiev said that the UN and KFOR weren’t efficient enough in Kosovo. In a meeting of NATO and Russia, Sergeiev presented a proposal on construction of a joint anti-rocket system.
The leftist group “17 November” admitted that they had killed the British Attaché in Greece because of his participation in the air-strikes against Yugoslavia.

The RS is responsible for cancellation of the $225 million loan, the World Bank explained, because they haven’t fulfilled the Bank’s conditions. One of the conditions was foundation of a regulatory B&H Agency. “The RS Government is still worried about structure of the regulatory Agency. Negotiations with them are underway, and we hope that they will be completed in a few weeks”, said Joseph K. Ingram, the Director of the World Bank in B&H. The EU will allocate Euro1,6 million for banking in B&H. This was announced at today’s press conference of the EU and the B&H Central Bank. The B&H Central Bank started a training programme for bankers in B&H. “This project will improve situation in B&H banks”, said Per Madson, the project leader. Reported by Anes Alic.
Banja Luka
The deadline for implementation of the agreement on the refugee return, signed by the RS Prime Minister Milorad Dodik and the Croatian Foreign Minister Tonino Picula expired today. According to the agreement, 2000 people should have returned to their homes in both countries. The Working Group for the agreement implementation organised a session in Banja Luka. The conclusion was that the return process was quickened within the last three months, Milorad Milojevic confirmed from Banja Luka.

The UN Spokesman for Banja Luka, Alun Roberts said that the return after signing of the agreement between Mr. Dodik and Mr. Picula has been equal to zero. “Therefore, the international community will postpone these deadlines”, Roberts added. The report was produced by Tatjana Lajsic.
