Javier Solana and Michael Steiner have visited Bosnia and Herzegovina today to check conditions for the Summit on the Pact of the South-East Stability. After the meeting with members of the Presidency BiH Secretary General of the NATO said that he was not satisfied. He also said that there is time enough to fulfil basic conditions and to improve situation for such meeting. Mihael Steiner made a insight in the same things but he did not want to comment anything today. The report produced the OBN journalists, Vedran Persic and Zeljka Lekic.

Today, the High Representative, Carlos Westendorp has issued Decision amending three Federation Laws that deal with property rights. According to this returnees must live in their apartments for two years before purchase. It was defined which among former occupants may be considered genuine refuges and displaced persons. Rights to alternative accommodation are made clearer.

Experts from Croatian Government and Federation BiH agreed on 6 out of 10 Annexes on the Agreement of Special Relationship. However, Annexes on antiterrorism, double citizenship, health insurance, trade relationship and war sufferer, supposed to define most important relations, were not stated.
Kosovo
Today, all Macedonian Media published that War Commander of Bosnian Serbs Army, Ratko Mladic, was placed in Macedonia. The Hague Tribunal accused Mladic for war criminal. OBN reporter Safet Bisevac reported on this in reference to the newspaper “Dnevnik”
French Minister of Health was appointed Civil Director of the UN in Kosovo today. Representatives of the UN in Kosovo announced establishing of the Common Albanian-Serbian Council in order to curb violence in Kosovo. OBN’s Tatjana Stankovic sent the report on this.
Sarajevo/Zepce
Topic of the Croatian Democratic Party press conference was the Federal Radio and TV Law. Ivo Andric Luzanski said that this Party will not accept any changes within this Law. In the front top representatives of the international community he spoke on the Agreement for Zepce. He said that Croatians want to cancel double institutions in the Federation BiH and to reintegrate Zepce Municipality in the Zenica-Doboj Canton. Bosniak side did not sign this Agreement because the election results were not implemented in this Municipality yet.
Banja Luka
Elizabeth Rehn were in parting visit in Banja Luka. She spoke to Zivko Radisic and the rest of top representatives in the Republika Srpska. She pointed out the progress, which was made in Banja Luka and importance of the UN Mission concerning reconstruction of the Police Forces. She also emphasized problems which still exist
Krizevci (Zvornik Municipality)
OHR and local authorities in Zvornik agreed on return in Krizevci, Zvornik Municipality. OBN’s reporter Muhamed Berbic made a piece on preparations for return process. Returnees expect international community and local authorities to help them in their intention.
