DELEGATES’ CLUB IN THE HOUSE OF PEOPLES OF THE PARLIAMENTARY ASSEMBLY OF BH FROM REPUBLIKA SRPSKA

Dear Mr. Speaker,

Confronted with the current practice of working with the Serb representatives in the BH Common Institutions, which mostly brings us into the position of a finished act, the Club of the Serb delegates in the House of Peoples in the BH Parliamentary Assembly decided to inform you on the following:

  1. Our assessment is that the newest initiatives of the BH Presidency on the development of the BH Constitutional Law (tasked to identify competencies between the entities and central BH institutions), will additionally complicate the political relations in BH and Republika Srpska. Unfortunately, the BH Council of Ministers had a non-critical approach to this job by appointing Kresimir Zubak for the Coordinator of the working group for development of the BH Constitutional Law and thus clearly indicated the future negative course of future events;
  2. The BH Council of Ministers, however, frequently insist on adoption of laws under urgent procedure without the right of deputies – delegates to propose amendments, which makes the parliamentary work pointless;

We hereby ask you to warn our representatives in the BH Common Institutions of this, and maybe for the first time to call for accountability of those who are not willing to work in accordance with the common interest. Otherwise we will not be able to perform our delegates’ duties in the most useful way.
