The mandate of the High Representative is to oversee the civilian implementation of the Bosnian Peace Agreement, initialled in Dayton on 21 November 1995 and signed in Paris on 14 December. The mandate derives from the London Peace Implementation Conference of 8-9 December 1995 and Security Council Resolution 1031 of 15 December 1995. The High Representative is the final authority regarding interpretation of the Agreement on civilian implementation.
