Paravac addresses SEE summit in Bucharest

 

RTRS Borislav Paravac, Chairperson of BiH Presidency,stressed during today’s address at Bucharest Summit of South East Europe he is optimist regarding ongoing processes in BiH. Like other speakers, he also stressed that the issue of Kosovo is a regional problem, which needs to be settled in the interest of all regional states. 

Terzic to head BiH delegation to US

Attack in which 192 persons were killed and almost 2000 injured was carried out on 11 March 2004. At the press conference in Banja Luka on Tuesday, Andan further claimed that RS police has “information which shows that the detonators placed inside the explosive device in the terrorist attack were made in BiH.” He stated that RS MoI is in possession of a list “of 1,740 persons from various Middle Eastern countries who were in BiH during the war, of whom 200 are of Bosniak nationality, and who were members of Mujahidin units in BiH.” According to him, the list is incomplete as it is suspected that many more persons were included in Mujahidin units, bearing in mind that by the end of the war in 1995 they numbered 4,400 members. “The question is how many people were recruited, completed their training and where are they presently located, and when these ‘sleepers’, as we call them, will be activated. This is the white Al-Qa’idah which is more dangerous than the one from Arab countries, as its members colour-wise are the same as [white] Europeans,” Andan said. He concluded that RS MoI has a special team working on prevention of terrorism: “We are the first doors to Europe and we expect everyone to support us in this, including International Community.”

Dnevni Avaz pg 2 ‘RS Police Director ‘discovered’ that terrorist attack in Spain was prepared in FBiH?!’ by F.V. – E.S. – FBiH Interior Ministry has no information on Dragan Andan’s claims about terrorist cells in BiH, stated FBiH Interior Minister, Mevludin Halilovic, for DA. He claims that he never saw or read any such information: “I really have no idea where Andan gets these information! I would love him to tell me who are his sources…after all he always talks about the cooperation between entity police forces, so why not to send us these information to compare them.”  Inset ‘Spain asked only Sjekirica to be checked’ carries a statement by FBiH MoI spokesperson Robert Cvrtak who said that Ministry has no information about Adnan’s claims adding that Spanish authorities asked only for information on Sanel Sjekirica from Mostar, which ended with rejection of all accusations against him.

SDS Main Board also emphasized that RS Interior Ministry and RS Police Director positions must remain. SDS President, Dragan Cavic. He added that the party will not accept changes to the Constitution. He confirmed that the views of the main board differ from those “he discussed on Vlasic”, stressing the possibility of further talks is never excluded, “but basically the main board feels that these issues must be resolved exclusively within the institutions, that is in the RS and BiH Parliaments.” Cavic concluded that SDS Main Board is aware of the fact that these conclusions could bring to political turmoil, adding he is also in the situation to consider his own status. However, Cavic said that Board asked him and other SDS officials not to consider resignation.

PINK – Cavic estimated that the police reform was extremely complicated issue for both RS and FBiH parties: “Almost all those who participated at Vlasic meeting have stated their dissatisfaction with the part of the solution or entire solution. Commission has to prepare options and this is another complex issue.

Media report on rift in SDS over police reform

 

Nezavisne Novine pg 3 ‘Cavic holds no control over SDS’ by V.Popovic – The political parties in the RS are of the view that SDS Main Board stances, rejecting Vlasic conclusions on police reform, show that Dragan Cavic, SDS President, has no control over the party and that the issue of police reform has turned into intra-party conflicts. Igor Radojicic, SNSD Secretary General, says there is a conflict inside SDS between boards from east RS and top leadership. Slobodan Popovic, SDP of BiH Chair Board Vice President, is of the view Cavic lost control over the party. Petar Djokic, SP RS President, says it is hard to determine real motives of SDS and its officials to reject police reform conclusions, noting it is evident they have overestimated themselves by having reached this decision. Drago Kalabic, DNS Presidency member, is of the view SDS is engaged in final clash between Cavic and members of SDS Main Board from east RS.

FTV, Hayat, PINK – Media report the police reform was a reason for dispute between SDS officials at the Main Board session, especially Dragan Cavic and 11 SDS municipal boards, mostly from Eastern RS who oppose police reform based on Vlasic model.

BHT1 says SDS criticizes Cavic

 

BHT 1 – According to BHT1, SDS Main Board criticized Cavic for not obeying the party’s official position on the police reform. “If I have decided to follow the SDS platform blindly, it would mean the end of the negotiations before they even started – so I, as a president of the party, decided to take part in those discussions”, Cavic defended himself. According to the BHT reporter, after Tuesday’s SDS Main Board’s session RS risks to be declared as the sole culprit for BiH not joining the European integrations.

PINK, Hayat, RTRS, RHB, Dnevni Avaz pg 4 ‘Police reform must not be blocked by endless theoretical discussions’ by Fena, Dnevni List pg 5 ‘Agreement on police from Vlasic is not enough’ by NINA, Nezavisne Novine pg 3 ‘A possible obstacle for launchment of negotiations’ by N.N. – Following the meeting with the BiH parliamentarians at both state and entity levels held on Tuesday in Brussels, the EU Enlargement Commissioner Ollie Rehn stated that politicians in BiH took an important step in police restructuring at the meeting held on Mount Vlasic adding this is encouraging but not sufficient. Rehn said that what is needed now is a political agreement endorsed by the Parliament on how the restructuring of the police is to be implemented. “Time for action has now come. The support of the Parliaments is of utmost importance to ensure the smooth continuation of the police reform. We cannot afford to remain blocked by endless theoretical discussions. We need to move forward,” he added. Inset ‘Issue of PBS system to be solved’ carries that Rehn also urged parliamentarians to resolve remaining Feasibility Study issues, most importantly Public Broadcasting legislation. Sefik Dzaferovic, Vinko Zoric and Nikola Spiric from the BiH Parliament, Dusan Stojicic, Borislav Bojic and Milenko Mihajlica from the RS National Assembly and Ivan Madunic, Semsudin Mehmedovic, Nijaz Skenderagic and Meliha Alic from the FBiH Parliament were in the BiH delegation in Brussels on Tuesday.

RTRS – RSNA Speaker Dusan Stojicic stated for RTRS that the meeting in Brussels was not about police maps and added that this issue will be discussed by domestic experts. He also said that Brussels expects a compromise to be reached as a basis for final political agreement on police reform.

SRNA – Stojicic stated for SRNA that a delegation from the RS Parliament presented to Olli Rehn the position that RS accepts police reform but only within the BiH and RS Constitutions. The meeting in Brussels was attended by the chairman of the BiH Police Reform Commission, Wilfred Martens, and the head of the European Commission Delegation to BiH, Michael Humphries. Stojicic also confirmed that at the meeting with British officials there was discussion of the future role of the high representative and the OHR in BiH.

OHR says police restructuring in accordance with technical not political requirements

 

RHB, Dnevni Avaz pg 4 ‘Regions must be based on technical requirements’ – OHR welcomes the first meeting of the Expert Commission on Police Areas held on Tuesday and expects from the Commission to produce a number of proposals for the Party leaders to review before adopting one when they meet again on 16 May. “The principle, as laid out by the EU, is clear. The territorial breakdown of police regions must be based on technical and not political requirements. That means that where there is a technical requirement, police regions must cross the inter entity border line and cantonal boundaries,” reads OHR press release.

Vecernji List, pg 4 ‘Still without candidate for party president’, by Miso Relota, Dnevni List, pg 4 ‘Quality reform to police in necessary’, by NINA – The HDZ Presidency held a session of Monday night, and among other issues, it discussed the course of police reform. Repeating its dedication on necessity of quality police reform, the HDZ Presidency noted that, whilst observing the constitutional arrangement in BiH, all the authorities that could be eventually given to the entities, should be secured to the cantons too.

NATO urges BiH, RS MoD to strengthen sanctions in Manjaca/Bileca incidents

 

RHB, Hayat, RTRS, Dnevni Avaz pg 2 ‘Radovanovic’s measures not sufficient’, Vecernji List pg 5 ‘Measures will not be enough?’, by rt, Glas Srpske pg 3 ‘Law holding the keys’ – NATO spokesperson, Derek Chapel, stated on Tuesday that both the BiH and the RS Defence Ministries need to take decisive action to address the issues raised by the 16th April incidents at Manjaca and Bileca barracks. He added that while NATO supports the actions and proposals announced Friday by the BiH Defence Minister, Nikola Radovanovic, “they may be less than required to ensure that such incidents do not re-occur.”

BHT 1 – SNSD urged RS Defence Minister Milovan Stankovic to resign from his post, because he did not do anything to prevent the incidents during the oath giving ceremony in Bileca and Manjaca.

Men in NATO uniforms rob post office

RHB, BHT1, FTV, PINK, Hayat, RTRS, Nezavisne Novine pg 2, announced on cover ‘Thieves dressed as EUFOR soldiers stole BAM 50 thousand’ by Z.Kusmuk, EuroBlic cover pg splash and RSpg 1 ‘They robbed BAM 47 thousand in NATO uniforms’ by Mirna Soja/Ljubo Ljubojevic – Four unknown persons, dressed as NATO soldiers, in the vehicle with the EUPM license plates, stole BAM 50 thousand (according to Post Office) from the post-office in Bijeljina on Tuesday morning. According to the RS police, robbers handcuffed four security workers, and ran with the bag full of money intended for the pensions. RS police claims the sum of BAM 47 thousand was stolen. FBiH HoR adopted draft law on rights of recipients of highest war medals

 

 

 

 

 

 

 

 

 

 

PINK, Hayat, FTV– FBiH HoR adopted the draft law on the rights of recipients of highest war medals, and their family members. According to that law, the base of the monthly income for recipients of highest war medals will be the half of the average salary in the FBiH, and the age limit for their retiring will be 55 instead of usual 60 years. FBiH Prime Minister Ahmet Hadzipasic said that this decision would create major problems in 2006 budget, especially with more than 1.000 new recipients of war medals that are waiting to fulfil their rights.

BHT1 – According to the BHT reporter Marina Boskovic, the most interesting thing is that the FBiH Government made this compromise only after BiH Presidency member Sulejman Tihic’s intervention – although it is strictly an entity issue.

Glibusic carries that HDZ representative Josip Merdzo stated: ‘The Bosniak majority in the FBiH HoR voted for certain amendments in spite of the fact that the Government did not accept them. The most disputable thing is that it was adopted that the rights from this law are to come in force on July 1 although we are aware of the fact that the funds for this purpose have not been envisaged in the budget.’ Merdzo added that representatives of the HDZ-HNZ-CCD Coalition Caucus did not support the aforementioned law. Abdic’s supporters to have same rights as BiH Army and HVO members

 

FTVFBiH Constitutional Court on Tuesday ruled that the members of so-called “people’s defence”, i.e. supports of Fikret Abdic, should be introduced to the law on the rights of defenders and the family members. The Court concluded that the Law was violating regulations on the equality before the law and ban of discrimination as the rights of People’s defence of self-proclaimed Autonomous province Western Bosnia were not recognized. Therefore, the FBiH Parliament is given six months to make the correction in the law and enable the members of to enjoy the same rights as the members of BiH Army. RHB, PINK, Dnevni Avaz pg 12 insets ‘Law on development bank adopted’, ‘Legislation on inspections withdraw’, Dnevni List pg 3 ‘Abdic’s soldiers equalized with BiH Army and HVO’ by I. Glibusic, Vecernji List pg 3 ‘World Bank loan questionable’ by eme – The FBiH House of Representatives put off the agenda proposal of the law on the FBiH inspections even though the law presents a condition, which should be met in order to get the second rate of the World Bank’s loan for structural adjustment of business environment. FTV carries that commenting on this issue Party for BiH representative Ismet Briga stated: ‘Adoption of a bad law could have negative consequences, even bigger than the money we could get – and that would be a bad solution.’

Update to Energopetrol privatisation

Jazvic carries that INA-MOL will not reply to the demand of FBiH Prime Minister Ahmet Hadzipasic to submit together with OMV the joint proposal for co-capitalization of Energopetrol. According to VL, Ministers from SBiH are very much inclined to OMV, whose chief partner is one of the main financiers of SBiH. Director of INA BiH Franjo Bozic stated: “We have submitted the complete bid. Ivanic attends SEECP Foreign Ministers meeting 

 

 

 

 

PINK by Danijel Vujanovic – Ministers of Foreign Affairs of the Southeast European Cooperation Process (SEECP) member states, on their meeting in Bucharest, agreed the text of the document that should be adopted at the summit of SEECP heads of state and government, scheduled for Wednesday. According to the BiH Minister of Foreign Affairs Mladen Ivanic, this document contains proposals for work at the harmonisation of the mutual visa regime, and the efforts for abolition of visa requirements with the European Union countries. Ivanic commented: “I am interested in having visa regime abolished. When it comes to establishment of electricity market in Southeast Europe, it is an extremely important economic event”, said Ivanic.

DL: Jelavic will support Colak for president?

 

Dnevni List, pg 8 ‘Jelavic will support Colak for president?’, mentioned on front ‘Jelavic supports Colak’, by Zvonimir Jukic – DL notes that political analysts in BiH believe that Barisa Colak stands a better chance of becoming a new HDZ president in case Ante Jelavic decides to support him. According to DL’s sources in HDZ, the relationship between Colak and Dragan Covic is not that good any more, because apparently Colak did not expect Covic to run for the party president, as he expected that Covic would concede the party president’s role to him. Allegedly, Colak also minded that international officials were discussing important issues with Covic, which has put him on sideline.

Asked whether he would “soften up” his positions regarding the right to education and RTV channel in mother (Croatian) tongue now when he has become a member of BiH Presidency, Jovic says that indeed his position has changed, however he would continue to request that the Croats live in a community of equal peoples. “I am not a person prone to conflicts, I advocate agreement, but I repeat, this can happen only according to the principle of equality”, said Jovic.

Milankovic – The daily brings the statement of Drago Vukovic, Advisor to Serb member to BiH Presidency, saying that Tihic’s speech has not been through “stipulated procedure”. NATO troops have so far arrested 29 fugitives, while local authorities have arrested none. Local authorities must fulfill their duties and arrest fugitives.” EUFOR Spokesperson,. Kalamujic – FBiH Police Administration Director Zlatko Miletic told the daily on Tuesday that on April 7 this year Radovan Karadzic was seen having lunch with his wife Ljiljana in a restaurant on the Foca-Gacko road. “The Federation police assessed the information on Karadzic and his wife’s location as reliable and we therefore forwarded it to the BiH Prosecution and State Investigation and Protection Agency (SIPA),” said Miletic. Miletic could not say if Chief Prosecutor Marinko Jurcevic ordered any of security agencies to go after the most wanted war criminal. SIPA Spokesman Admir Katica said the Agency did not comment on information in its possession that was related to war crime indictees. Prosecutor Jurcevic was not available to make a comment on Tuesday.

Dnevni List, pg 2 ‘Trials to suspects for Srebrenica crimes’, by NINA – According to an advisor to the Chief ICTY Prosecutor, Anton Nikiforov, the Prosecution will organize a big trial to 8 or 9 suspects for the Srebrenica crimes, under condition that an important “technical pre-requisite” is solved in the meantime i.e. lack of courtrooms. Nikiforov notes there are several suspects for Srebrenica crimes at the Scheveningen detention unit, which is one of reasons that the Prosecution wants to join all the indictments into a “mega-process that has not been seen in 12 year history of The Hague Tribunal”.

The Council has also accepted requests of Bosniak Club to start the procedure regarding adopted amendments to law on RS citizenship, according to which Serbs, refugees from Croatia, after having some time spent in BiH, can get the citizenship, and also request following adoption of Law on postponement of war reparation claims. The Croat Caucus claim regarding unresolved cases of property reinstatement was also accepted. The RS CC’s VNI Council rejected the Bosniak’s Caucus complaints on the issue of RS NA conclusions on the police reform process in BiH.
