RHB, RTRS – NATO soldiers arrested son of Radovan Karadzic, Sasa Karadzic, in Pale this morning. It has been supposed that in this way NATO wants to get information about Radovan Karadzic. The RS MoI was not informed about these NATO’s activities.

Police releases suspect for Potocari explosion

 

RHB, RTRS – A person from the Tuzla Canton, who was arrested on Tuesday due to suspicion that he was connected to planting the explosion in Potocari, was released last night due to the lack of evidence. Some media reported that the person was Sabahudin Salihovic. Spokesperson of the FBiH MoI Robert Cvrtak reiterated that the BiH Prosecution is in charge of this investigation on this case.

Protests of Srebrenica association on 11 July

SRNA – On behalf of several associations from Srebrenica, Ibran Mustafic, announces that peaceful protests will be held in Potocari on July 11 because of arrival of Serbian President, Boris Tadic, ICTY President, Theodor Meron, and UK Foreign Secretary, Jack Straw.

Cvrtak confirmed that BIH prosecution and SIPA are searching the house of the perpetrator.

Nezavisne Novine pg 3 “A friend of Naser Oric arrested in Tuzla’, announced on cover ‘A friend of Naser Oric arrested in Tuzla, Milenko Prodanovic Mungos detained’ by J.Sarac, A.Sisic – Daily has learnt that on the night of 5th July in Tuzla, the members of the Interior Ministries of FBiH and Tuzla Canton, together with SIPA and OSA, arrested a close fried of Naser Oric, Sabahudin Salihovic aka Mrco, on grounded suspicion that is involved in placement of 35 kg of explosive at Potocari Memorial Centre. Daily notes Salihovic was a right-hand of Oric during the war. Tuzla Cantonal MoI Wednesday confirmed apartment in the settlement of Skojevska and one house in the settlement of Dokanj near Tuzla were searched, without giving the identity of the owner. Daily also says that the Tuzla Cantonal MoI detained Milenko Prodanovic aka Mungos, former Commander of Bratunac Brigade, who was released after interrogation. Mungos told NN: “I do not know why they brought me in. I have nothing to do with explosive.” NN further brings into connection these two arrests bearing in mind that Prodanovic has recently told NN that “It is known Oric and me are friends.” NN source close to investigation doubts the credibility of the entire case. In his view, if “somebody” really wanted to jeopardise the lives of ceremony’ attendees and families of the Srebrenica victims, it would have been done the other way around.

Oslobodjenje cover splash, pg 3 ‘Two persons detained’ by Avdo Avdic – Oslobodjenje carries alike NN that Sabahudin Salihovic Mrco and Milenko Prodanovic Mungos were arrested. Daily says that Mungos “has been related to the war crimes in Podrinje”. Reporter also notes that 15 days ago, when he was doing the field report in Ljubovija on RS MoI-concuted arrests of suspects for war crimes, he talked to Mungos. Apparently on the occasion, Mungos told report he had a really good friend in Tuzla,  Mrco. Mungos was a SWAT team in Serbia arrested for drugs possession and weapons smuggling two years ago. BHT 1 – According to Refik Begic, Head of Bratunac Municipal Assembly, Milenko Prodanovic Mungos has been arrested on Tuesday. According to BHT1, Prodanovic has been accused of war crime against Bosniaks. RTRS – RS Minister of Interior Darko Matijasevic did not want to confirm or negate the information on arrest of Prdanovic, accused of the war crimes on Bosniaks in Bratunac.

BiH Prosecution says it did not issue arrest warrant for any suspect in this case

 

RHB, PINK, FTV, Dnevni Avaz pg 2 ‘Police detained one person’BiH Prosecutor’s Office stated that they are involved in the investigation on this case but that they have not issued arrest warrant for anyone suspected of planting explosive. The Office underlined that the investigation of this case is the top priority of the BiH Prosecution, and a joint investigative team consisted of representatives of state and entity police structures is working day and night on resolving this case, gathering necessary information and evidence for discovering those responsible.

Ashdown urges all to stop speculating: RS MoI doest good job, but it adds to speculations

 

PINK – During his visit top Potocari on Wednesday, the High Representative Paddy Ashdown called on all institutions, police and state authorities to stop speculating about the discovery of explosives near the Memorial Centre in Potocari. “The security situation is being constantly monitored, I have sent to ambassadors and ministers of other countries a message that what has happened must not in any way undermine security. The RS Ministry of Interior has done a good job on organizing the security, but I think that the Ministry of Interior is contributing to speculation”, Ashdown said in Potocari on Wednesday and added that he expects RS authorities to discourage speculation. “Until all facts are established it will be impossible to talk about the perpetrators of this act”, Ashdown said. Matijasevic says police works professionally in this case

 

FTV – RS Minister of Interior Darko Matijasevic denied statement by the HR Paddy Ashdown [in which he says that RS MoI adds to the speculations on Potocari explosive case]. Matijasevic said MoI has been working professionally and responsibly.

RTRS – “I declare under full responsibility that no one from RS MoI gave any information concerning the investigation” said Matijasevic. He confirmed that EUFOR forwarded the information about explosives at Potocari to the RS MoI. Matijasevic also stated that the cooperation of RS MoI with other agencies is excellent.

Potocari Commemoration Organisation Board met on Wednesday to discuss the ongoing preparations for the ceremony marking 10th anniversary of Srebrenica massacre. Board stated that 610 identified victims will be buried during the ceremony. About 50.000 people, 46 state delegations including prime ministers, presidents and representatives of the international organizations, and about 430 journalists are expected to attend. FBIH MoI will be in charge of the search of all vehicles on that day while RS MoI will be in charge of the security of the manifestation.

Commenting the news on explosive, Subasic said that the aim of this was expected and aimed at preventing event to pass in atmosphere it deserves.

BHT 1 Kada Hotic from Association of Mothers of Srebrenica stated that the incident’s main goal was to minimize the importance of Potocari commemoration ceremony.

Meholjic: IC and HR Ashdown responsible for explosives in Potocari; DL’s op-ed says more conspiracy theories to be expected

 

Dnevni List, pg 8 ‘Ashdown involved in planting of explosives at Potocari’, by M. Zorlak – The president of SDP in Srebrenica, Hakija Meholjic, claims it is the IC led by the High Representative, Paddy Ashdown, that is responsible for planting of explosive at Potocari from two days ago. Meholjic argues that the planting of explosives and its timely detection suits the HR, who will present the police’s success as his own, thus proving that he is doing something concrete in BiH. He also says that IC, by planting the explosives, wants to point out to the importance of the police reform. Dnevni List, pg 2 ‘Conspiracy theory’, by I. Rozic – says that Meholjic’s statement did not attract much attention from the public in BiH, however Rozic wonders whether Meholjic is right in his claims. Still, the author reckons there will be a few more conspiracy theories when it comes to the explosives in Potocari.

She added that ICTY investigation established that out of 43 Serbs killed in Kravice, 19 were civilians and others were soldiers.

Tadic: Departure to Srebrenica commemoration contribution to overcoming past

With regard to the reports of the Task Group for Srebrenica, Bukejlovic said that he believes that the whole job would be finished by the end of September. He added: ‘I do not have a wish or intention to compare Srebrenica with any other event in BiH during the war, however, I believe that the truth about the war crimes committed over Serbs and Croats must be also investigated and established. ‘

European Parliament to discuss Srebrenica declaration today

 

BHT 1 Elvir Bucalo, Dnevni Avaz pg 6 ‘There is no reconciliation with ICTY suspects before the Hague’, Glas Srpske pg 2 ‘It is Dayton and Serbs’ turn’ – On the occasion of 10th anniversary of Srebrenica massacre, EU Parliament discussed on Wednesday the crimes committed in Srebrenica. Joint opinion of the European Commission, Council of Europe and parliamentary representatives is that the crime committed in Srebrenica must be punished. EU Commissioner for Enlargement Olli Rehn stated that there could not be reconciliation without all ICTY indictees transferred to the Hague. Head of EU Commission for South-Eastern Europe Doris Pack stated that Srebrenica is a symbol for broken promises of the international community. EU Parliament will vote on Declaration on Srebrenica on Thursday.

Families of Srebrenica victims award Mazowiecki, Ashdown

Rozajac, Dnevni Avaz pg 7 ‘Mazowiecki to receive award’Tadeusz Mazowiecki, Polish politician and publicist who was the special reporter of the UN Human Rights Commission in BiH 1992-1995, will receive this year’s “Srebrenica 1995” award. High Representative Paddy Ashdown is the winner of the “Potocari Charter”, being awarded for the first time this year. “Srebrenica and Zepa Mothers” Association Vice President Kada Hotic told a press conference in Sarajevo on Wednesday that the awards would be presented on July 10 in the Potocari Memorial Centre. Srebrenica associations have unanimously decided for Tadeusz Mazowiecki, “a man who has resigned in protest against the inefficiency of the UN in Srebrenica and Zepa, and the international hypocrisy”. Ashdown has been awarded the “Potocari Charter” because of his contribution to the construction of the Memorial Centre.

Billboards with Srebrenica images in Belgrade mostly destroyed

 

BHT 1 Vesna Simic – Majority of the billboards with images of the Srebrenica crimes, which were placed in Belgrade last week by NGO “Youth Initiative for Human Rights”, have been destroyed and/or painted over with insulting messages. The destroyed billboards haven’t been removed yet. Andrej Nosov from “Youth Initiative for Human Rights” stated that this shows present situation in Serbia, accusing Serbian Radical Party of destroying billboards. Aleksandar Vucic from the party denied the accusations. BHT 1 reports also says that billboards with the imagines have never been placed in Banja Luka . NGO’s from Banja Luka believe that placing of billboards would be a good idea, RS government stated that they haven’t even considered this possibility.

RS/Serbian press intensify coverage on crimes committed against Serbs

 

Vecernje Novosti announces on cover that on Saturday, 09 July, it will have special inset dedicated to Srebrenica and list of 3289 Serbs murdered in the area. In addition, VN carries two pages [15 – 16] article regarding killing of Serbs in the areas of Bratunac and Skelani during the war. Glas Srpske pg 2, announced on cover also carries statement of pathologist Zoran Stankovic from Belgrade regarding post-mortal examination of Serb victims from Bratunac, Srebrenica and Zvornik region, giving background of their wounds.

Vjesnik op-ed: Serb ethnic corps has not changed way of thinking’; Osl: Fury instead of shame

 

Vjesnik, pg 13 ‘New killing of victims from Srebrenica’, by Milan Jelovac – Commenting on media speculations as to who is responsible for the planting of explosives at Potocari, in which the Bosniak media claim it was done by the Serb police from Bratunac, and the Serb media claim it was done by the Bosniaks, the author says that pointing the finger at the Bosniaks clearly shows that nothing has changed in the mindset of the wider Serb ethnic corps. “To claim that the Bosniaks planted the explosives, it is like the same claim that it was Alija Izetbegovic’s soldiers that fired a shell at the Markale market”, concludes the author. Factory of car parts opened in Srebrenica

 

RTRS, FTV, BHT 1 by Samir Kahrovic – Gradacac based company “Cimos” opened a factory for production of car parts in Potocari near Srebrenica. Cimos is part of Slovenian TMD Group, which will now employ  5 Serbs and 15 Bosniaks in the new factory. The company has plans for expansion to provide jobs for up to 200 persons. At the opening ceremony on Wednesday, BiH Presidency Member Sulejman Tihic and the HR Paddy Ashdown stated that this investment is more than just financial investment “but this is giving life and hope to BIH people and Srebrenica”.

Terzic added: ‘I do not know whether Novic or somebody else would be the SIPA Director, they (?) should agree about it, however that person should be appointed by the BiH CoM and not by the OHR. Grahovac to demand resignation of whole Government

Kukan – Federation of BiH Deputy Prime Minister Gavrilo Grahovac supports the initiative launched by FBiH Prime Minister Ahmet Hadzipasic according to which the FBiH Parliament should vote on confidence to the FBiH Government (after the FBiH HoP adopted the Law on recipients of war decorations). Grahovac added that during the session, that is to take place on Thursday (today), he would demand the resignation of the complete Government. He added: ‘I believe that the Prime Minister should offer the resignation on behalf of the whole Government and not just support to the discussion on vote of confidence.’ According to Grahovac, all conditions for offering the Prime Minister’s resignation were met having in mind the legal solutions and financial burdens which were imposed on the FBiH Government.

DL: BiH loses up to 300 million KMs in tourism a year because of visa regimes

 

Dnevni List, front pg splash and pg 9 ‘Millions lost because of visa regime’, by Samir Djuderija – The article argues that despite records showing BiH is improving results regarding revenues from tourism business, the tourism business in BiH is still suffering problems, one of which is the issue of unsolved visa regime that prevents tourists, foremost from Latin America, to visit BiH in other words Medjugorje. Davor Ljubic from the BiH Foreign Trade Chamber reckons that BiH loses between 200 and 300 million KMs a year because of this.

Dokic on PBS Law

 

Glas Srpske pg 5 ‘Screen is still lagging behind’ by D.M. Branko Dokic, BiH Minister of Traffic and Communication in resignation, told daily that there are no realistic conditions that BiH will have implemented reform in the field of public broadcasting system by middle September and accordingly meets one of remaining two pre-requisites (necessary for SAA talks). He noted that the latest Proposed Law on PBS has faced the same destiny as his predecessor, i.e. representatives of the Croat people assessed it as unacceptable. Daily writes owing to this reason, it is unclear why Martin Ney SDHR stated during his visit to Banja Luka that police reform is the only pre-requisites which still needs to be implemented for SAA talks and PBS Law is almost a fait accompli.

DL: New employees of ITA got jobs without passing checking process, comment by OHR, Finci

 

Dnevni List, pg 3 ‘No checking of employees of entity tax administration’, by K. Glavina – Reports that some 65 workers of the entity tax administrations have got jobs in the Indirect Tax Authority (ITA) in past one month. DL learns from sources close to the FBiH Tax Administration that a large part of people who moved to ITA have ‘suspicious pasts’ and that internal investigations are being conducted against them. DL also carries an OHR spokesman, Mario Brkic, who says the OHR has monitored the process of moving of entity tax administrations’ employees to the ITA, and Brkic adds it does not mean that the OHR has to comment on the process. Brkic also said it was the State Service Agency that is responsible for the issue, therefore the OHR does not want to interfere. DL contacted the Agency’s Director, Jakob Finci, who says the Agency did not check the new employees (of ITA) because the current law says it does not have to be done because those people already have worked for state institutions.

DA: FBiH Govt to annul biding process for Enegroptrol?

 

Dnevni Avaz pg 10 ‘FBiH Government close to annulling bid for Energopetrol?’, mentioned on cover, by M.K. – Hungarian-Croatian consortium MOL-INA on Wednesday informed the FBiH Prime Minister, Ahmet Hadzipasic, that they will not take over responsibility to pay out additional 20 million KM of Energopetrol’s debt. Consortium earlier has accepted to pay out 60 million KM of debt, however FBiH Govt established recently that the total debt was 80 mil KM. Information on mass grave with body remains of Serb soldiers in Perna denied

Skenderovic – Following reports by several media [see BiH Round-up for July 6] that a mass grave with body remains of at least seven Serbs was found in Perna near Bosanska Krupa, daily reports that member of the RS Commission for Missing Persons, Milan Ivancevic, on the field denied this information. He explained that most probably pit hides ammunition of former Yugoslav army, and not bodies as it thought it at first.  BHT 1 – The Commission will continue investigation in this area where they suspect there is a mass grave with body remains of several RS Army soldiers.

Danas: BiH Court ’s War Crimes Chamber to try 15 senior Croat officials

Danas, front pg splash and pgs 10-15 ‘Fifteen leaders of HVO suspected of war crimes’, by Team of Danas journalists – Danas learns from ‘well informed sources’ that some 15 senior officials of the HVO and former Herceg Bosna will be tried before the BiH Court’s War Crimes Chamber, after the ICTY has returned the BiH Court the cases labelled ‘A’ that deal with the persecution of non-Croat population in the former Herceg Bosna. Apparently, the list includes commanders of HVO units, commanders of (HVO) AORs and wartime heads of municipalities, who are charged with participation in criminal organization aimed at ethnic cleansing of Bosniaks and other non-Croats. Danas claims to know names of two HVO generals who will be charged (Danas spoke to their lawyers), but could not publish the names for obvious reasons.

NATO spokesperson Chappell on debts of entities’ MoDs

 

 

 

 

FTV, RHB by Fena – The spokesperson for the NATO Headquarters in Sarajevo, Derek Chappell, told FENA on Wednesday that in the process of defence reform, if entity ministries of defence have large deficits, then in principle the debts should remain with the entities. Asked who would take over the debts of the entity MoDs if they are abolished as part of the defence reform, Chappell said that this is an extremely complicated issue because of the different types of debts. Even though a final agreement has still not been reached, according to the proposal on the table the debts should in principle remain with the entities, Chappell said. More than 1.000 lawsuits have been filed against the FBiH MoD on various grounds, including those concerning employment relations. The basic debt is estimated at 30 million KM, but together with interest rates this figure is closer to 60 million KM.

Radovanovic: With parliamentary supports, entities MoDs abolished by end of 2005

 

Hayat by Nebojsa Radulovic – The BiH Minister of Defence, Nikola Radovanovic stated that if the Parliaments support solutions by the BiH Defence Reform Commission (DRC), the entity Ministries of Defence (MoD) are going to be abolished until the end of 2005. BiH Parliament is about to decide on adoption of the Law on defence and draft Law on military service in September, said the reporter.  New military structure, which is to be formed at BiH level, is going to have about 10.000 employees together with the administration, stressed Radovanovic. ”One of the missions in that mandate was to propose solutions which stipulate abolishment of entity ministries but also the termination of commands at entity level, joint command of FBiH Army and RS Army general staff”, said Radovanovic.

Dnevni Avaz pg 4 ‘BiH Army will have 10 thousand members’, Dnevni Avaz announced on cover ‘BiH Army will have 10 thousand professional soldiers’ by S.Numanovic – In an interview to daily, Rafi Gregorian, DRC Chairperson, expresses expectation that all reforms in the field of defence will have been implemented by the end of this year and that entity ministries will be abolished by 1st January. He says that the last session of the DRC should take place tomorrow (Friday), expressing expectation it would be a lengthy session which is to define proposal of laws on defence and military service and forward them for parliament adoption procedure. On this, he says: “We hope the package of Laws will be placed before Parliamentary Assembly before summer vacations.” It is presumed recruitment service will also be abolished, as well as that professional soldiers would make military reserve. Such composition of BiH army would have 10.000 professional soldiers in Gregorian’s view, and its reform implementation would take two years. According to inset “Nikolic and Stankovic lose jobs”, Gregorian, in a response to press question, said entity ministers of defence would lose jobs, expressing hope they would be appointed to some other positions in the meantime.

GS comments on DRC session

 

Glas Srpske pg 5 ‘They turned the things up-side-down’ by M.Dzepina – Writing about defence reform, daily refers to its well-informed source claiming that Seada Palavric and Vehid Karavelic, members of DRC, on 24 June proposed that a principle is developed in BiH which would be identical to the one of pre-war people’ defence. According to GS source, they supported regular military service, unobstructed transfer of military units across administrative boundary lines, increase – instead of reduction – of number of reserve (which now number 60 thousand members). Daily also reports that demands of experts of Professional Army Corporation to get plan on defence of F BiH from possible attack from Croatia were futile.
