IC press conference in Mostar
OHR spokesperson in Mostar Chris Riley announced that Croat delegates signed the Mostar Agreement on Wednesday. This should soon resolve all problems occurring in the functioning of city and municipal institutions. Riley said that HDZ comments regarding the restructuring of RTV BiH were acceptable, but that the HDZ was not sufficiently involved in the process and has, by standing aside, attempted obstruction of the project. The resignation of Mirsad Purivatra, Director General, and Ante Domazet, Chairmen of the Temporary Executive Board, is a matter they should take before the RTV BiH Board. The OHR is disappointed with the negative reactions to the upcoming football championship play-off.

RS National Assembly session in Banja Luka
The RS Constitution assigns the highest legislative function to the National Assembly, which the Assembly itself is defying. Delegates proposed a 14-article agenda to deal with drafts of various laws, including amnesty, intelligence, prosecution and regular courts. Assembly Speaker Petar Djokic surprised delegates by presenting a condensed version of the agenda containing a report on realization of Assembly resolutions from 7 March. This resolution opposes the Brcko arbitration, High Representative Carlos Westendorp’s replacement of Nikola Poplasen as RS President and the moratorium on functions of officials in state bodies. The changed agenda, as we discovered, is in fact a favor to the SDS and radicals, who conditioned it with leaving the Assembly. After the break, the CD Coalition, SDP, NHI and Party for King and Fatherland remained consistent and refused this agenda. The Assembly is currently discussing the arbitration decision. Notably, Justice Minister Milan Trbojevic appealed to Serb representatives to stop obstruction of joint institutions, because this is exactly where they are expected to contribute significantly.

Farrand arbitrates constitutionality of IEBL
RS Prime Minister Milorad Dodik’s statement on the possible arrangement of an IEBL and initiative of massive flat exchanges unpleasantly surprised the citizens of Tuzla Canton. This is an attempt to legalize ethnic cleansing, says the Tuzla Refugees Association, and the IC should react more decisively. When asked to comment, Brcko Supervisor Robert Farrand referred journalists to the final arbitration decision, which offers cessation of the IEBL when the Supervisor sees fit.
