D. with the inset ‘There are officially 16,521 missing persons in BiH’ – The Association of Bosniak organizations of the families of captured and missing persons in BiH requests from the entity authorities to accelerate the procedure of drafting and adopting the state-level law on missing persons, which should ensure equal treatment of all victims. The families, gathered on Monday in front of the BiH institutions building in Sarajevo, have addressed this request to BiH Council of Ministers and the other relevant domestic and international institutions, marking August 30 – the International day of the Missing Persons. Members of the Association, from 12 organizations, have requested from the authorities to insure support for the surviving members of the families, and from the BiH judicial bodies to prosecute the perpetrators of war crimes. According to information from the International Commission for Missing Persons, there are about 16,000 families of missing persons in BiH.

FTV, Oslobodjenje pg 4’Familieis have a right to truth’ Those gathered in Sarajevo were addressed by the BiH Human Rights and Refugees Minister Mirsad Kebo who expressed his support. Kebo agreed that this issue should be regulated at the state level. In his address, the President of the Association of Bosniak organizations of families of captured and missing persons, Ahmet Grahic, said that the relevant bodies are paying little attention to the missing persons in BiH.

ZelenovicFamilies of missing persons also gathered in Srpsko Sarajevo, also demanding the same – truth and justice – alike protesters in Sarajevo. BHT 1 says that families of missing persons believe that this issue shouldn’t be politicized and that the process of search and identification must be accelerated.

RTRS – Radojka Boric, President of RS Association of families of missing persons, accused the RS authorities of lack of interest for this problem. RTRS also reports on the gathering of families of missing persons from FBIH in front of the CoM building in Sarajevo.

Round-table in Brcko on war crimes

 

FTV, Dnevni Avaz, ‘The District authority does nothing to punish criminals’ by E. R – At the occasion of the International Day of Missing Persons, the round table on the topic of the local government and war crimes suspects was held in Brcko. It was an opportunity to discuss the efforts of both BiH authorities and International Community in this matter. The round table was organized by the Association of Families of Missing and Killed Persons of Brcko District. It was pointed that Governments must do more to reveal whereabouts of the suspects. Brcko Major Branko Damjanac said that such environment has to be created to enable everyone to be more open so that more can be find out and learned. Brcko Supervisor Susan Johnson said that she hopes for political and religious leaders to call upon discharge of the collective guilt. Brcko Public Prosecutor Zekerijah Mujkanovic said that the Prosecution will deal with the war crimes for several years. Association of Families of Missing and Killed Bosniaks warned against slow pace of processing war crimes cases.

RS demands ICTY to examine 14 cases against HVO officers

N., Glas Srpske, pg. 9 ‘Crime upon Pljakic’s command’ not signed – RS Secretariat for Cooperation with ICTY and Investigation on War Crimes on Monday sent to Banja Luka Office of the ICTY Prosecution 14 cases against commanding persons and members of 108th Brcko Motorised Brigade of HVO, as the Secretariat has stated. The indictments were brought against Ramiz Pljakic, Mustafa Ramic, Ibrahim Ramic, Luka Mendes, Mijo Anic, Stjepan Filipovic and another 130 persons, who are suspected of committing war crimes against civilians and prisoners of war.

Dnevni List pg 3 ‘Croatia interested in construction of hydro electric power plant Mostarsko Blato’, mentioned on cover, by I. Glibusic – HDZ BiH and HDZ Croatia officials met in Zagreb on Monday, discussing primarily economic and social situation in two countries. DL says that there was no official confirmation whether the issue of the Herceg Bosna war-time documents was discussed during this meeting.

Oslobodjenje pg 3 ‘All documents will be available to the Hague Tribunal’, mentioned on cover by V. Zivak – Oslobodjenje brings statement by HDZ BiH leader, Barisa Colak, who commented on the meeting: “Republic of Croatia one more let us know without any doubts that the cooperation with the Hague is not only necessary and needed but also maximal, so we are certain that all documents accessible in Zagreb will also be available to the ICTY Prosecution.” Asked whether official Zagreb found documents referring to the Herceg Bosna, demanded by ICTY, Colak said that he “could not talk about it… and really there was not a word mentioned about it.”

Exhumations of mass graves identified by Srebrenica Commission ceased

 

Dnevni Avaz pg 9 ‘Masovic: We ceased all activities related to Srebrenica Commisison’ by A. Hadzic – Amor Masovic states for DA: “As of today, we suspend all activities related to the report by the Srebrenica Commission, that is regarding the information on the new mass graves mentioned in that report.” This decision was brought a day after the Commission halted the exhumation efforts in Kazani locality near Srebrenica, where no body was found. “So far I did not contact Milan Bogdanic, but I submitted him our request to contact directly his source of information, and to establish validity of that source when it comes to the information on new mass graves,” said Masovic.

Exhumations starts in Bljeceva locality

 

BHT 1 – Expert team consisting of the Cantonal Prosecutors Office Tuzla and FBIH Commission for Missing Persons have started with the exhumations of body remains in Bljeceva near Bratunac. This new mass grave is only 50 m away from the site where 200 bodies of Bosniaks from Bratunac and Srebrenica were found last month. Experts assume that the mass grave site carries dozens of bodies.

BHT 1 – Following the summer break, ICTY has continued its work with the trial of Momcilo Krajisnik, indicted for the genocide, crime against humanity and breach of laws and customs of war. Verdict to Radoslav Brdjanin, also indicted for genocide and crime against humanity, will be presented on Wednesday. Slobodan Milosevic should begin with the  presentation of evidence for his defence, however before that the Court will examine his health and possibility of imposing a compelled defense attorney. Milosevic announced over 1000 defense witnesses.

According to the President of the Association, Ranko Bakic, the protests will last as long as it is necessary, adding that the reason for the protest is the fact that implementation of the Law on Amendments to the Law on Customs Tariff in BiH has not started yet and according to Bakic Chairman of the BiH Council of Ministers Adnan Terzic is the person who is the most responsible for this situation. Bakic added that for this reason they will demand the Terzic’s removal, as well as, the removal of Minister of Foreign Trade Dragan Doko

After the meeting, Sanader stated that officials also talked about the engagement of Croatian companies in some BiH projects and one of them is hydro- electric power plant Mostarsko Blato. Also, Sanader announced the meeting with Chairman of the BiH Council of Ministers Adnan Terzic to take place soon and the main topic of this meeting will be the economic cooperation between Croatia and BiH.

Oslobodjenje pg 3 ‘All documents will be available to the Hague Tribunal’, mentioned on cover by V. Zivak – HDZ BiH leader Barisa Colak confirmed that officials also discussed the Mostar’s Aluminij and return to Posavina. As for sale of Hercegovacka Bank, Colak said that HDZ BiH representatives “are aware of the fact that business interests should not be looked where it doesn’t exist… If in that sense there is an interests from Croatian companies, of course then solution to that issue will be welcomed.”

Mesic on possible Sarajevo Osiguranje purchase by Croatian Osiguranje

 

RHB – During his visit to International Plum Fair in Gradacac, Croatian President Stjepan Mesic said that possible merge of “Sarajevo Osiguranje” and “Croatia Osiguranje” companies would contribute towards economic strengthening of both States. Mesic added that two Governments should help companies to cooperate and merge, as he feels that only like that they can become stronger at the markets. Mesic said that profit of two merged Companies could be used as investments in two States. [Note that FBiH Prime Minister Ahmet Hadzipasic said over the weekend that no further decision on “Croatia Osiguranje”’s offer to purchase Sarajevo Insurance companies will be discussed without the consultations with the FBiH Parliament.]

BiH companies meet Libyan businessmen

 

RHB, BHT 1 – Representatives of more than 20 BiH companies met with Libyan businessmen and discussed establishment of a new, and extension of the existing collaboration. Some of them have already signed contracts, while others expect to do so within next two days. These contracts might increase the exchange of goods between the two countries from current 4 million USD.

FBiH Govt decides to use ‘Blecic’ case in deciding on military apartments

 

RTRS – FBIH Government stated it would use the verdict of the European Human Rights Court in Strasbourg in case ‘Blecic vs Croatia’ in order to bring decisions regarding the military apartments. The case deprived Kristina Blecic of her tenancy right for an apartment in Zadar, where she lived until 1991, not viewing her tenancy right as almost an ownership status. This decision of FBIH Government upset retired army staff from RS. They say that FBIH would be violating human rights. Jovo Vukobrat, President of Housing commission says that BIH Human Rights Chamber decided on April 4, 2003 that FBIH Government is violating human rights, since the tenancy right is acknowledged as a property. Milorad Dragic, members of the Association of army pensioners says that this statement of FBIH Government puts Constitution Court under pressure. OSCE Spokeswoman Zinaida Delic says that FBIH Ministry for Urban Planning and Environment made some suggestions regarding the law which would regulate the issues of military apartments, but added it’s necessary to wait for decision of Constitutional Court. Constitutional Court will have to make decision on Law on Tenancy Right according to which former JNA officers who left their apartments before 1992 do not have right to claim it.

Milovanovic and Mikerevic on Buk Bijela dam project

 

Nezavisne Novine, pg. 5 ‘Buk Bijela in RS only’ by D. Risojevic – RS Government confirmed on Monday that RS would enter “Buk Bijela” independently if Montenegro decide to withdraw from the project over ecological reasons. According to some information, a back-up plan on the construction of the dam only in RS is being considered. Zdravko Milovanovic, the Deputy RS Minister for Energy, says this is a possible outcome, however one needs to wait for an opinion of experts on this issue.

RS Prime Minister Dragan Mikerevic has stated that if the study on influence of the construction of “Buk Bijela” on environment shows it would put Tara canyon to jeopardy, ‘we will apply a back-up plan – we will reduce the capacity of “Buk Bijela”’.

Update to Vc corridor: works to start in two years

 

Dnevni List, pg 8 ‘Works on Corridor Vc only in two years time’, by Dario Pusic – reports that the Commission for evaluation of bids for making of project-technical documentation for Corridor Vc is reviewing the technical side of the bids, and will be opening the financial side of the bids on September 6. The whole process should result is making of a list of companies with which the BiH Council of Ministers should sign a contract on making of the project-technical documentation. The Commission also stated that the works on the Corridor Vc should are expected to start in two years.

Publishers in BiH oppose VAT

 

Dnevni List pg 8 ‘It has been demanded from Terzic to withdraw proposal of Law on VAT’ by D. Polovina-Mandic – At the Monday’s press conference of the BiH Association of Publishers and Booksellers it was stated that this Association will participate at the session of the Commission for Finances and Budget of the House of Representatives of the BiH Parliament that is to take place on September 1 and during which a proposal of Law on Value Added Tax will be discussed. President of the aforementioned Association Ibrahim Spahic said that the best solution would be that Chairman of the BiH Council of Minister Adnan Terzic launches the initiative for withdrawing of the proposal of Law on VAT from the procedure by Wednesday.  

GS update to Telekom Srpske

Glas Srpske pg 5 ‘Nobody responds’ by D.M. Milenko Topic, President of Telekom Srpske Syndicate, says that the Syndicate has been waiting for response for three weeks now, regarding an open letter it sent over breach violation of regulations on labour and human rights of former Telekom employees, who were removed from positions following decision of HR Paddy Ashdown. Topic says that the letter has been sent to all major local and international institutions and individuals in RS and BiH, but no response has been provided as yet. According to him, nobody seems to have worried too much over severe violation of RS laws.

Z., Vecernje Novosti, pg. 17 ‘Shot at a wedding guest was a signal for war’ by Dusan Stojakovic Ramiz Delalic-Celo, suspected of killing a Serb wedding guest Nikola Gardovic in Sarajevo on 1 March 1992, has been arrested in Sarajevo after two years on the run and alleged hiding in Turkey. A warrant for his arrest was issued after Delalic failed to appear for his six-month prison sentence for violent behavior. He was arrested in bar in Ilidza suburb of Sarajevo. According to the Sarajevo Cantonal Interior Ministry, while Delalic did not oppose the arrest, someone in the bar he was arrested starting shooting trying to prevent Delalic’s arrest, however nobody was injured. Following the incident five persons were into custody and surrendered to Cantonal Prosecution. Delalic has been transferred to Zenica prison to serve his 6 months sentence.

FTV – FTV reminds that Gardovic’s murder was used by ‘aggressors on BiH’ to spark the war in BiH.

RTRS – Association of RS PoWs plans to send evidence to the BiH Prosecutor’s Office for crimes that Delalic allegedly committed against Serbs during the war. Deputy Chair of the Association, Slavko Jovicic, stated: “As far as we, Serb survived witnesses, are concerned, we will do everything to prove this, justice is on our side.” Spokesman of Srpsko Sarajevo Police said that charges against Delalic have already been sent to the competent prosecution offices. He said that ICTY allows this kind of procedures.

Hostage crisis in Ljubuski

Dedic, Slobodna Dalmacija, page 15 ‘Assassination attempt on director’, mentioned on front, by Drago Vukojevic – one Mario Zovko from Ljubuski, age 41, surrendered himself to Police in Ljubuski yesterday around midday after he took his mother hostage and threatened to activate a hand grenade to blow himself and his mother up. His neighbors confirmed that before that, around 0900 hrs, he had tried to kill by means of automatic rifle his best friend, Marinko Bubalo, the owner of ‘Interijer’ Company of Ljubuski and President of local handball club. Reasons behind the incidents are unknown. Unofficially, he and Bubalo had some unresolved issues.

Daily telegraph: NATO puts MI-6 agents in the Balkans in danger revealing their identity

 

Nezavisne Novine pg 2 ‘MI-6 agents in the Balkans in danger’ mentioned on cover ‘British agents in the Balkans in danger’ by D. Raduski – Monday issue of UK based “Daily Telegraph” reported that the NATO revealed the identity of four intelligence officers of MI-6 operating in the Balkans and by doing this has placed their lives in great danger. The identity of these four agents was detected in news preview at NATO Alliance web site, was which posted after NATO translated the article in which names were first mentioned and posting it at the website thus making it available to the wide audience. A senior official of the intelligence agency confirmed that the published names are correct, and described NATO mistake as “a grand security error”.

VL: US warn their citizens of dangers in BiH

 

Vecernji List, pg 3 ‘USA: Beware when traveling to BiH’, mentioned on front, by Dejan Jazvic – The US Government has warned its citizens to be specially beware when traveling to BiH. Apparently, the warning has been explained in details on the US Government’s web site. VL notes that instructions say that every US citizen must report to an American consulate when arriving to BiH, and citizens are suggested to hire personal security during their stay. One of other allegations is that there is a risk of occasional political violence in BiH and the stress is on the hunt after Radovan Karadzic. On top of this, the US State Department warns that the IC, including the US, continues to be a target of usual threats, reminding that the US Embassy to BiH was closed twice before because of security concerns.

NN: former FOSS wiretapped ICTY investigators

 

Nezavisne Novine, pg. 4 ‘Prosecution is investigating on violation of immunity of UN employees’ by M. Cubro – According to a source from BiH Prosecution, BiH Prosecution is investigating whether former FOSS had put persons under an international-legislative protection in a jeopardy by wiretapping former investigators of the Hague Tribunal, Munir Alibabic and Muhamed Ajanovic. According to the same source, Deputy Chief State Prosecutor Meddzida Kreso was entrusted with this case. Marinko Jurcevic, the Chief State Prosecutor, did not want to comment on the case yesterday, but he also did not deny it exists.

SDS warns authorities in Brcko on existence of Islamic terrorists in District

EuroBlic, pg. RS3 ‘SDS: movement in the District is limited’ by Srna, Glas Srpske, pg. 10 ‘At the doorstep of European terrorism’ by M. Dj. – Serb Democratic Party in Brcko (SDS) issued a press release demanding from the Brcko authorities to “stop closing eyes before the fact that Brcko becomes a nest of organized crime and starting point for Islamic terrorism in Europe and to undertake urgent measures to improve the security situation”.  SDS claims that Brcko is one of the rare places in BiH in which freedom of movement is limited even to the officials of the Brcko District Government and where access is denied to the border parts of the District settled by Mujaheedins and Wahhabis. According to the release, SDS is concerned because the authority ignores a fact that European press published information on existence of the net of Islamic terrorists in Brcko which is a threat to countries of the European Union.

Mostar Deputy Major heard in HB case, McNair announces new indictments

 

FTV, Oslobodjenje pg 6 ‘Ljubo Beslic heard’ by FTV, Dnevni List pg 2 ‘Beslic does not see anything disputable in his loan’, mentioned on cover, by V. Vujovic, Nezavisne Novine, pg. 3 ‘John McNair heard Ljubo Besic’ by M. Cubro – Prosecutor of the Special Department with the BiH Prosecution John McNair questioned on Monday Mostar Deputy Mayor Ljubo Beslic regarding the Hercegovacka Banka case with a special stress on circumstances under which housing loans were granted in this bank. After the hearing, McNair stated that he could not comment on the hearing, while Beslic gave a short statement saying that he could not talk about details of the hearing. Nevertheless, Beslic said that one of the topics of the hearing was the loan that he was granted with in this Bank, which he pays back on a regular basis and added that he does not see anything disputable with regard to this issue. Asked whether the loan amounts to 200 000 KM, Beslic said that this information is not correct and that the purpose of this information was his discrediting.   

Dnevni Avaz pg 2 ‘Prosecutor McNair prepares new indictments’, mentioned on cover, by F. Vele – In a statement to DA, McNair confirmed that before the trial against Ante Jelavic, Miroslav Rupcic and Miroslav Prce begins on 23 September, he would issue several other indictments in this case. While McNair refused to give more details, DA says that according to its source in BiH Prosecution, these will most probably include Ivan Azinovic, former FBiH Defence Ministry employee, former Hercegovacka Bank director Ivica Karlovic and friar Ivan Sevo.

Ibrahimovic admits that Attorney’s Office has not even a cluse on the property it possibly owns in SCG.

DakicJohnatan Ratel, the State Prosecutor, yesterday confirmed that BiH Prosecution is investigating the decision of RS Government to transfer 1,5 million KM to from RS Housing Fund to an account of “Privredna Banka” Serb Sarajevo. Prime Minister Dragan Mikerevic’s Office on Monday denied the existence of the transaction and assessed these claims as another attempt to destabilise RS institutions.

SD on BiH returning loan to Pakistan: East part of Mostar will be returning the loan

Slobodna Dalmacija, front and pg 8 ‘East part of Mostar will be returning the loan’, by Zlatko Tulic – With regards to recent visit of a senior BiH delegation to Pakistan, during which the issue of returning of a loan to Pakistan (32 million US $, including interest, allegedly taken by the then BiH Foreign Minister Haris Silajdzic) was discussed, according to SD’s information the loan was not only used for purchasing of weapons to defend Sarajevo, it was also used by the BiH Army buy to weapons from the Serb side in BiH, which would be used later on to fight the HVO in Mostar. SD goes on to say that according to unofficial information, senior political levels recently discussed the issue of return of the loan when it was proposed that people from Mostar return the loan. Apparently, the Mostar HDZ was embittered with the proposal, rejecting it resolutely. According to SD, eventual proposal is that former three Bosniak-majority municipalities in Mostar are to return the loan, however this proposal too did not satisfy the Croats simply because of reason that Mostar has been unified again.

HR Ashdown visits Trebinje

NUmanovic, Nezavisne Novine pg 4 ‘Paddy Ashdown is dissatisfied with security situation’ by V.D.; Glas Srpske pg 3 ‘No work nor justice’ by M. Bestic – Paddy Ashdown, High Representative to BiH, said that the reason for his Monday’s visit to Trebinje was the fact he is dissatisfied with the security situation and the high level of unemployment in this city. He said: “This is the reason why I am here. I discussed these issues with Trebinje Deputy Municipal Speaker. He and his associates have presented a sort of development strategy of this city.” Following the meeting with Acting Municipal Speaker, Radomir Kuduz, Ashdown said that it was agreed that efforts must be placed and good will demonstrated to create conditions for the opening new posts. Ashdown announced he would visit the border crossing Ivanica today.

RTRS – Ashdown also emphasized the importance of border crossings near Trebinje.  “When I came here a year ago, I said that I’m a little bit worried about the Trebinje triangle. I’m still worried. We are not going forward as fast as we should,” Ashdown said. Kuduz sad that OHR will support the municipality.

Mostar City Administration published vacancies

Landeka, Vecernji List, pg 3 ‘Vacancies in administration’, not signed – Pursuant to re-organization of City administration of Mostar and according to the Rulebook on internal organization of the City administration of Mostar (CA), internal vacancies have been issued in the CA, the aim of which is to fill posts of Heads of Departments and Heads of Services in the CA. FTV, Oslobodjenje pg 4 ‘Vacancies for key positions’ by Onasa,According to ONASA’s unofficial information, as for the ethnic structure in the heads’ office, two Heads are expect to be Croats and Bosniaks, while one position is reserved for Serbs. Onasa also notes that the vacancies were published following the constant pressure from OHR to the authorities to do so.

DL on vacancies for senior positions in Mostar City Administration

 

Dnevni List, page 9 ‘Decisions are being made without Croats again’, mentioned on front, by Zvonimir Jukic – with regards to issuing of internal vacancies for senior positions in the City administration of Mostar (CA), the author notes that according to unofficial information when it comes to posts of heads of departments in the CA, two posts will be allocated to the Croats, two to the Bosniaks and one post to the Serbs. When it comes to heads of city services, DL notes that seven services will be led by Croats, seven by Bosniaks and two by Serbs. Commenting on the news that the internal vacancies for the leading posts have been issued despite the HDZ councilors walking out from the last session of the Mostar City Council, which had taken the Decision on systematization of jobs in the CA, the President of HDZ Caucus in the City Council, Jadranko Lovric, notes that no political decision has been taken as to which people gets which senior position in the future CA. “If there is not that (political decision), it means everyone will apply for every post and the question is what it will look like in the end. We from the HDZ only requested to define some issues before the decision on systematization, and I think there shouldn’t have been any problems to harmonize some important issues first, than go to the City Council”, says Lovric. Lovric believes that the fact that the Decision of systematization of jobs was taken without presence of the Croat people is “ugly”.

On Mostar’s high school

 

BHT 1 – As of Monday, students of Mostar’s two high schools will go instead to the one, united school, formerly called ‘Aleksa Santic’ high school. Richard Medic, OSCE Mostar spokesman, stresses that this a new step towards the unification of Mostar: “The children will not be separated with different floors, as it was speculated in the media. They will all be in one shift, and there will be no segregations. The children will go to school together, but each with their own curriculum.”  The school plans to become the most modern school in the region.

Former US envoy to BiH says for BiH it is better if Kerry wins over Bush

I believe that he would look more into… long-term political, economic and military US interests, but also of the allies.”

The OHR is too much oriented on Sarajevo…The OHR should leave Sarajevo and be much more present in Tuzla, Bihac etc. I am expecting that the OHR will have the same attitude towards everybody, many affairs appear in public and I am expecting that the OHR treats everybody in the same way. If this does not happen I am afraid that the OHR’s integrity will be brought in question at least in one part of the BiH political public.”
