After 6 years' interruption, the mail is moving between the two Entities again. Since 4 June, there have been three exchanges a week. If more are needed to cope with demand, there will be more. And I have no doubt that as contacts between the Entities pick up, and business between them resumes, there will have to be more. I want the message to go out very clearly to everyone in the RS: if you want to send letters to the Federation you now can, and you are entitled to hand them in at any post office in the RS. All post offices must accept your letters and parcels: if they refuse to, you are entitled to report them to the relevant Minister or to the OHR to ensure compliance. And the same applies to people in the Federation. This workshop is timely and useful. It is an opportunity for Bosnia to learn at first hand what about the latest practice in the rest of Europe; an opportunity to see how Bosnia's postal system can be restructured and modernized in a way which is compatible with the rest of Europe; and another opportunity for Bosnia to join the European fold. It is also, to be political for just a moment, another example of the benefits of having a more open and business like government in power in Banja Luka, committed to and more constructive approach to Dayton implementation - and to working with others to deliver results for the people. I am delighted to declare this workshop officially open by signing the agreement with the Dutch Government to whom we are, I repeat, immensely grateful.
