"There shall be freedom of movement throughout BiH. Bosnia and Herzegovina and the Entities shall not impede full freedom of movement of persons, goods, services and capital throughout BiH. Neither Entity shall establish controls at the boundary between the Entities."

This statement is a direct quote from your constitution. Freedom of movement is your right. Everyone should have the ability to travel freely to wherever they wish to, within BiH and outside of BiH.

But citizens of the Republika Srpska have been denied this right for far, too long. The Office of the High Representative, in conjunction with your new government, is pleased to participate in today's announcement that the new license plate, which allows you to travel without fear of discrimination or reprisal, is now available to you. The details of this will be explained to you by the IPTF spokesman who will follow me to the podium.

We are taking further steps to improve your freedom of movement, again in conjunction with your new government. Passports, too, will soon be available. These passports will enable you to travel freely to many places outside of the Republika Srpska.

Freedom of Movement -- the freedom to travel where you want to go, freely and unmolested -- is for you to enjoy, just as it is enjoyed by people in the other countries of Europe and across the world. There is no threat to anyone, and nobody has anything to fear, from freedom of movement. Quite the contrary, everyone benefits from freedom of movement.

We all have more work to do. We must continue to work with your government, and other governments, to improve all of your freedoms and your quality of life, your standard of living. We must, for example, open the border between the Republika Srpska and the Republic of Croatia. This is a high priority for us all.

As we work on these projects for the future, I ask you to enjoy this new freedom embodied in the new license plate and to make the most of it.
