List of Priority Human Rights Issues to be addressed by the RS Authorities in the forthcoming months

Right to Return / Property Rights
- Amend RS Laws relating to Abandoned Property in accordance with OHR
drafts, and ensure that the Law on Apartments adopted in September is
not enforced
- Enforce Court Orders for evictions in Banja Luka that will allow
persons expelled during the conflict to regain their homes
- Stop assessment of road tolls, visa fees, war taxes or any other
charges which discourage freedom of movement and are used in a
discriminatory manner
- Amend RS Amnesty law to provide amnesty for people who deserted or
avoided conscription
Rule of Law / Legal Reform
- Amend RS Law on Ministry of Internal Affairs in accordance with CoE
report
- Move expeditiously to revise criminal code and criminal procedure
code to ensure conformity with ECHR and international standards
- Allow Federation lawyers to be registered and to represent clients in
RS
- Abide by the Rules of the Road and instruct all relevant officials
that any other war crimes lists are no longer valid
Other Priority Human Rights Issues
- Ensure full cooperation with Ombudsperson, Human Rights Chamber and
Property Commission and implement their decisions/recommendations,
including the Human Rights Chamber's decision in the Matanovic case and
the Ombudsperson's recommendations in the Zvornik 3 case.
- Ensure freedom of association through appropriate NGO legislation
and support
- Cooperate fully with all efforts to provide information on missing
persons, including any exhumations within the RS
