BiH Public Radio and Federation Radio begin broadcast
BiH Public Radio and Federation Radio begin broadcast Sarajevo papers reported that on Monday morning BiH Public Radio Service and the Federation Radio will begin its broadcast. The action represents that beginning of the second phase of the implementation of the High Representative's decision on the reconstruction of Public RTV system in BiH. The new BiH radio service will cover the entire BiH for the first time since the beginning of the war in BiH, papers said.

HDZ Vice-President invites the High Representative to negotiate
HDZ Vice-President invites the High Representative to negotiate (full translation) Vice-president of the HDZ and the head of negotiating team, Dr. Bozo Ljubic told Olsobodjenje that he has sent on Friday a letter to the High Representative, Wolfgang Petritsch in which he stated that HDZBiH is prepared for negotiations. Dr. Ljubic feels that there is no need to give the details of the letter. He underlines that the HDZ Presidency decided not to publish the content of the letter. He also said that the letter is brief. ``Shortly, we are asking for a meeting and the beginning of dialog in this letter,'' Ljubic said.

Doors should be opened He underlines that the Presidency of the party discussed in detail the issues of starting a dialog, negotiations and adds that there was no discussion on setting conditions for the dialog. ``There are no tactical details. We need to start the negotiations, open the doors,'' he said. Asked who should open the doors - the HDZ or the international community in BiH, Ljubic replied:

``All! We feel that the current international administration is also responsible for the breaking out of the crisis.'' The Presidency of the HDZBiH, as it was reported after the meeting of Thursday, has a prepared platform for the negotiations. According to Ljubic this is a couple of documents adopted by the HDZ and the Croat People Assembly. We remind you that this is the Declaration of Rights and the Positions of Croat people, adopted at the first session of HNS in Novi Travnik and the Platform for a Democratic and Self-sustainable BiH. ``These document include the main principles, the frame for talks and there is no bargaining when some principles are concerned. Actually, the issue here are some solutions that are to contribute to constitutional unity and the dignity of Croat people in BiH,'' Ljubic underlines. He confirms the readiness of the HDZ for a compromise but adds that when some demands are concerned there will be no concessions. ``Above all the necessity for changes of the election of representatives to the House of People and the way the members of the Presidency are elected. With such a constitutional organization of Dayton BiH, we feel that it is necessary to change the current way of election,'' Ljubic said. Answering the comment that some representatives of the international community have already denied the possibility of negotiating with some of the offered HDZ representatives and HNS, those removed by the High Representative, Dr, Ljubic said:

``HDZBiH Presidency has determined a fairly numerous delegation for negotiations and this broader selection shows that there are possibilities for changes in the delegation.'' Dr. Ljubic, because of this, feels that the negotiations might begin even this week. It depends on the other side as well Asked will the beginning of dialog at the same time mean that HDZ officials will return to the state and entity institutions he underlines: ``We have prepared all the documents that can be part of discussion in the Parliament. So, this depends on the readiness of the other side as well. Our goal is to institutionalize the negotiations through legal institutions of the system.''

This means, he adds, that HDZ representatives in the Federation Parliament will submit the amendments to the Federation constitution and the proposal of the changes of the Election Law to the BiH Parliament. At the end Dr. Ljubic underlines that every initiative for a dialog is welcome and says that same goes for the initiative adopted by the Federation Parliament last week, upon a proposal of BiH Presidency. Ljubic said that it is not completely clear to him who defined this initiative but evaluates it as positive.

``It is obvious that the key players in the Alliance and the representatives of the international administration have seen that a problem exists. Earlier they stated that the problem does not exist. The initiative itself is acknowledging that this is not the case. To me, however, it is not clear who is signing it. The language and the rhetoric indicate that the representatives of the international community were involved in its creation,'' Ljubic said. He adds that he has several complaints on the initiative, especially those that are concerning ultimatums and exclusiveness. ``Ultimatums and exclusiveness are not good basis for dialog,'' Ljubic said and added that all those who are prepared for dialog should participate in it and that there should not be selecting according to political orientation, civil organizations, cultural or clerical institutions.

The point of a dialog is to find a solution, Dr. Ljubic said. Asked at the end what is the mood in the HDZBiH about the decision to start a dialog, Ljubic replied that the majority supported the HDZ Presidency decision.

Share holders of the Herzegovacka Bank have sent a letter to the Director of Federation Banking Agency, Zlatko Barsa asking him to organize a meeting with the Provisional Administrator, Toby Robinson, Sarajevo papers reported on Monday. The share holders in the letter said that they are not aware that Robinson has sent either an oral or written invitation for a meeting to them.

``If Ms. Robinson truly wants a meeting with us we are asking you Mr. Barsa to pass on to her to send us a written invitation for a meeting with the date, place and the agenda of the meeting,'' the share holders' letter to Barsa said.

Federation Finance Minister to ask OHR to impose the Law on Taxes Nikola Grabovac, Federation Finance Minister said that after the House of Representatives has rejected the taxes on meat and construction material the entire communication with the International Monetary Fund and the World Bank has been jeopardized, Dnevni Avaz reported on Monday. Having in mind that all the deadlines for solving these issues have passed Grabovac decided to propose to the government to ask the OHR to impose the Law on Taxes and solve this issue, the daily said.

Sarajevo: According to the announcements from the Federal Ministry of Defense: Prce is handing over documents today Split daily Slobodna Dalmacija reported that the Ministry of Defense is expecting that Miroslav Prce, a former Minister of Defense, will had over the required documents of the HVO and its Ministry today.

Antun Mrkonjic, the Spokesperson of the Ministry, stated for Habena that it is not realistic to expect that the former Minster will show up with the documents during the weekend.

Although the deadline for the handing over of the documents, set by Mijo Anic, a current Minister, has already expired, the Ministry of Defense is ready to wait until Monday.

Asked on what ground they are expecting that Prce will hand over the required documents today, Mrkonjic did not want to answer but he only said: 'We would not have stated it if we have not had the ground for it.'

Also, I have not contributed to the 'destabilization of forces' on the whole BiH territory,'' Anic press statement carried by Slobodna Dalmacija said. Anic's press release also said that he would not do that especially on the territory of the Posavina Canton in which he was born and which he was defending from the aggression together with defenders.

International Railway Conference Held in Banja Luka;
International Railway Conference Held in Banja Luka Weekend editions of both BL dailies report on the International Railway Conference that was held in Banja Luka on Friday. In his opening speech RS Prime Minister, Mladen Ivanic said that during the past five years BiH railways were a big problem because they did not work. "Our goal is integration with European railways, but we are aware of the financial situation we are in, that we need assistance from the international institutions and close cooperation between the two entities", said Mr. Ivanic. Addressing the participants of the Conference the High Representative, Wolfgang Petritsch pointed out that the international assistance is running out and that the future of railway transport is now in the hands of authorities from both entities who have to find the will and energy to work together. "This conference is a last chance to resuscitate this country's railways. The IC can only help if you help yourselves", said Ambassador Petritsch. "Nezavisne novine" quotes PDHR Ralph Johnson, who chaired the Conference, as saying that donors stated that BiH railways should be less dependant on foreign assistance and that "there will not be foreign assistance unless joint railway network is established".

RS Gvt. Commission and RTRS Board of Governors Finish Draft Law on RTRS Weekend edition of "Nezavisne novine" carries lengthy article which sheds more light on working version of the Draft Law on the RTRS, proposed by the RS Gvt. Commission. The article reads that there is an idea which foresees formation of a mixed body that should be made up of two RTRS BoG members, two members of the RS Government and two members of the OHR. These six people should draft the final version of the Law on the RTRS. Member of the RS Gvt. Commission and president of the RS Association of Independent Journalists, Branko Peric says that the Commission has taken into account suggestions of the Council of Europe as well as all standards that exist in multi-ethnic and multi-cultural societies and have them included in the Draft Law. According to the Draft Law on the RTRS, the management bodies of the RTRS are: BoG, the Council, Steering Board and general manager. The Council is made up of 17 members out of which 4 are appointed by the RS NA. The important is that these four members cannot be RS NA deputies, RS officials or party members. Each of the following institutions will appoint one member to the Council: RS Academy of Science and Arts, RS University Association, the RS Association of Writers, the RS Association of Actors, the RS Association of Pensioners, the RS Association of Consumers, the RS Association of Farmers, the RS Association of War Veterans, the RS Trade Union as well as professional associations. Mr. Peric says that criteria for election of these members still have not been defined, because it is democratic right of all these social groups to elect their own representatives who will protect interests of groups they represent. Moreover he says that all other issues are open for further discussion, stressing that it is very important for the RS public to understand what public television really means. On the other hand, member of the RTRS BoG, Goran Bubic says that the main problem with the previous Law on RTRS was that it contained several monopolistic provisions, which basically means that there was no difference between public service and commercial television. "We want to make this clear and transform RTRS into public service. As to the RTRS property, there are few minor changes comparing to the previous Law. This means that, according to the version of the Law on the RTRS, drafted by the BoG, the RTRS is the only owner of the RTRS property. Another important thing is that the version of the Law, drafted by the BoG, does not include the Council. According to Mr. Bubic, some BoG members think that the Council has too many members which can cause confusion, and that is why the BoG version of the Law does not include the Council. As to the RTRS management bodies, the BOG version of the Law foresees the RTRS Board of Governors and General manager. Three members of the BoG would be appointed by the RS NA whilst the other six would be appointed by different social groups. This means that the BoG would have 9 instead of 6 members as it is now.

OHR does not have information on abuse of land in Doboj municipality The Office of the High Representative does not have the information that local RS authorities in Kotorsko are building houses for Serb refugees on Bosniak-owned land, Alexandra Stiglmayer, head of OHR Press Office told Dnevni Avaz. Answering the allegations of Bosniak officials on abuse of land, Stilgmayer added that the OHR would not allow illegal construction not just in the Doboj municipality but anywhere else in BiH, the daily said.

High Representative removed 59 BiH officials so far Dnevni Avaz on Sunday reported that the High Representative, Wolfgang Petritsch from the beginning of 1998 till today has removed 59 BiH officials from their posts. Some accuse Petritsch that he has used his authority too seldom while others say he used it too often and selectively, the daily said and gave the list of removed officials, the dates and reasons for their removal.

High Representative Visits Banja Luka - State Needs More Than Verbal Support Weekend editions of both BL dailies report on HRep's visit to Banja Luka where he met with RS officials and the representatives of opposition. According to BL dailies, building of the state institutions and issues pertaining to work of the Constitutional Commissions were the main topics of the meetings the High Representative had with the RS officials. High Representative said that he is very satisfied with what he heard from his interlocutors who fully supported BiH as a state. He stressed that RS officials he met neither had any objections to the state laws nor the State Regulatory Agency for Telecommunication and Energy. "Integration processes have to go on in BiH, and if this does not happen, there will not be foreign investments in this country. So far, we only had a verbal support in BiH. There were no specific actions, and that is what we ask from the entity governments. We ask for that since the only partner to the EU can be BiH as a state. EU guidelines are very clear when it comes to establishment of the state institutions. That is why I asked from my interlocutors to undertake specific steps in this regard", said High Representative. Commenting on work of the Constitutional Commissions and the implementation of BiH Constitutional Court ruling on constitutionality of peoples Mr. Petritsch said that there are three constitutional peoples in BiH and that it is a big step towards democratization and the rule of law. "Now it is up to the RS NA to accept this initiative and pass the amendments that are in accordance with the BiH CC Ruling", says Mr. Petritsch. Asked to comment on the Arbitration Award for Dobrinja 1 and 4 Mr. Petritsch said that he had to choose arbitration option since entity prime ministers did not do anything to reach compromise. As to his mandate in BiH Mr. Petritsch said that his mandate in BiH will expire in a few weeks and that it is something the IC representatives have to decide on. "Many of them appreciate my work. And that this is true can be seen from the recent offer made by the Contact Group and the EU for me to suggest guidelines for international presence in BiH", said Petritsch. Commenting on the Srebrenica district issue, Mr. Petritsch said that, apart from Brcko, the IC does not intend to form any other district in BiH.

Trebinje reports and reacs (Federation media) The story that occupied the attention of all the media in BiH over the weekend was the incident in Trebinje. Oslobodjenje's front page headline on Monday said that perpetrators of the attacks on officials have to be identified and punished. The daily said that failure to punish this crime would open possibilities for repetition of similar attacks. Papers carry reactions of various local officials and representatives of the international community.

The head of the Islamic Community in BiH Reis-ul-Ulema, Mustafa Ceric condemned the attacks and said they were an organized and vicious prevention of religious freedom. ``I hope that this was the last attempt of violent breaches of human rights in BiH and that we will on Monday in Banja Luka peacefully lay the cornerstone for the Ferhadija mosque,'' Ceric said.

President of BiH Presidency, Zivko Radisic also condemned the incident. ``RS authorities have to investigate the event in detail and bring the perpetrators to justice,'' Radisic said adding that ``such behavior is not in the favor of the RS and do not contribute to strengthening of religious and national tolerance in BiH.'' Radisic also said that such incidents are ``frequently a result of unnecessary politicizing of opening of laying the cornerstones and religious buildings, that are given a state dimension and are irritating for the environment where such manifestations are being organized.''

Party for BiH in its statement expressed its bitterness because of ``escalation of violence of Chetnick organizations in Trebinje in front of the entire world public and international organizations.''

Oslobodjenje said that the Trebinje police chief, Jovo Cokorilo reacted promptly - but with a statement not by action of his police officers. Despite the fact that Trebinje police did not arrest anyone Cokorilo promised that the perpetrators will be found and will face legal sanctions, the daily said.

Lars Anderson, SFOR spokesman told Monday's Dnevni Avaz that SFOR was not prepared for what happened in Trebinje. ``We were unaware of what is going to happen. If we knew, we would have taken some precautions. However, the local police should have been prepared to react,'' Anderson told the daily. ``I repeat, it was the job of local police to act. They were not ready for that. SFOR is not a BiH policeman,'' Anderson said. Anderson could say will SSFOR be present at the laying of the cornerstone for the Ferhadija mosque ceremony in Banja Luka on Monday. ``Because of what happened (in Trebinje) we might take some precautions,'' Anderson said.

According to a Dnevni Avaz report the entire Trebinje incident/attack was organized the night before. Bozidar Vucurevic, former mayor of Trebinje was present at the meeting of the Radical party members when the entire ordeal was planned, the daily said.

Dnevni Avaz as Monday's ``Person in Focus,'' (regular page 5 section) has Daniel Ruiz, OHR Special Envoy to Trebinje. ``A Diplomat under the attack of chauvinists,'' reads the headline of the story that tells the public that this 40 year-old Spanish diplomat is responsible for the return of Bosniaks to their pre-war homes in Trebinje region and for the return of Serbs to the Neretva valley. ``In attempts to stop the chauvinist rampage he was in the way of their fists and covered with blood and half passed out was taken to the medical center,'' the daily said. Ruiz has been in Trebinje for two and a half years, he speaks seven languages, one of them the local language, the daily said. He was lately involved in organizing the laying of the cornerstone for the reconstruction of the Trebinje mosque and because of his wishes to reconstruct the mosque was the target of Serb extremists who violently attacked the young diplomat, Dnevni Avaz said.

Dailies also carried UN and OHR statements that condemned the attacks.

Trebinje Report + Reactions (RS media)

The top story in all RS media is the incident that happened in Trebinje on Saturday. Both BL dailies, "Nezavisne novine" and "Glas srpski", all RS-based TV stations as well as Belgrade-based dailies "Politika" and "Blic", which have much better ratings than the RS dailies, report on the incident that happened in Trebinje on Saturday when the corner stone for reconstruction of Osman Pasha's mosque was supposed to be laid. According to papers, several hundreds protesters of Serb nationality carrying chetnik insignia and flags, chanting and signing chetnik songs, gathered in front of the site where Osman Pasha's mosques used to be, attacked the group of Bosnikas who arrived from the Federation to attend the ceremony. The local police intervened but failed to prevent the incident in which several persons were lightly injured including the OHR Special Envoy in Trebinje, Daniel Ruiz. Bosniaks, led by Head of the Islamic Community in BiH, Reis-ul-ulema Mustafa Efendi Ceric took shelter in building of the Islamic Community in Trebinje where they waited for SFOR and local police to evacuate them. Member of the BiH Presidency, Beriz Belkic, who also arrived to Trebinje together with other Bosniaks who wished to attend the ceremony, told the press that he is very unpleasantly surprised that these things are happening five years after the Dayton Peace Agreement was signed. Resi-ul-ulema Mustafa Ceric assesses the incident as a violation of basic human rights and right to freedom of religious expression. He added that the mosque would be rebuilt in spite of all. "Politika" reports that demonstrators set on fire the flag of the Islamic Community and sang songs in which name of Radovan Karadzic was mentioned. Soon after the incident took place, all relevant IC and BiH institutions reacted to the incident.

High Representative for BiH, Wolfgang Petritsch strongly condemns the outburst of violence that happened in Trebinje before the ceremony when the OHR Special Envoy in Trebinje Mr. Daniel Ruiz was injured and the ceremony had to be postponed. "I am terrified with the fact that even five years after the war the tolerance and respect of different confessions in BiH still have not become a normal thing. Such demonstration of uncivilized and brutal behavior is completely unacceptable and shameful for the RS. The High Representative expects the local police to thoroughly investigate the incident and ensure that the perpetrators be brought to justice. The High Representative urges the RS authorities to condemn the incident and to advocate peace and order as well as respect of different religions. Given that the ceremony of the same sort is to take place in Banja Luka on Monday, the High Representative appeals to all citizens to show respect for this event, and expects the RS authorities to ensure safety to all attendants.

The US Embassy to BiH strongly condemns the violence and intimidation in Trebinje that prevented the ceremony from taking place. "Beating up of the OHR official is completely unacceptable and we insist that the RS authorities make sure that those responsible for these deeds are held accountable. This ceremony which was supposed to demonstrate tolerance, reconciliation and understanding, the world will see as a symbol of intolerance of those who took part in it as well as those who either support or justify such behavior", reads the press release issued by the US Embassy in BiH.

UN Special Envoy, Jacques Paul Klein condemns the violence that took place in Trebinje on Saturday when the ceremony that should go before the reconstruction of Osman Pasha'a mosque was prevented from happening. "A group of demonstrators surrounded the building of the Islamic Community and attacked several individuals, including the local journalist and representatives of the IC. Demonstrators chanted provocative slogans, carried nationalist flags and damaged the equipment that was brought to the site. The IPTF has commenced the investigation on role of the local police. The Police in Trebinje did not undertake adequate measures duly in order to make sure that the ceremony goes smoothly nor prevented the violence. The UN BiH called on police to identify the responsible ones and press charges against them as soon as possible. UNBiH will not tolerate such behavior and will not let them to get away unpunished. The UN Mission to BiH supports Reis-ul-ulema Mustafa Ceric in his effort to hold this ceremony again as soon as possible and condemns all initiatives that lead to jeopardizing of multi-cultural and multi-religious identity of this country", reads the press release issued by the JP Klein's Cabinet. The RS Government issued press release in which they express regret over the incident that occurred before the ceremony that was supposed to take place in Trebinje on Saturday. The press release further reads that the RS Government expressed its determination for inter-ethnic and inter-religious tolerance on several occasions, as well as it (RS Government) expressed the fact that each of BiH peoples is entitled to practice its own religion and building of churches and mosques. However, the RS Government points out that reconstruction of some places of worship has been politically misused and therefore unnecessary tension have been triggered. For the RS Government any sort of violence aimed to achieve political goals is unacceptable and shall not be tolerated. The RS Government will reconsider responsibility of all institutions, responsible for the Trebinje incidents, and will undertake all necessary measures to make sure that all similar ceremonies, which will happen in other places in the RS, go smoothly.

Member of the BiH Presidency, Zivko Radisic condemned the incident in Trebinje warning that these events are often a result of unnecessary politicization of rebuilding of places of worship in BiH. "Orchestral accusations addressed to the RS are also unacceptable. After all, last week, before the orthodox church in Kozarac was blessed, Bosniak returnees were shooting from fire-arms in order to cause incident and nobody reacted to it in this way", reads the press release.

Trebinje Mayor, Mihajlo Mijanovic regrets that the incident in Trebinje happened. "I hope that the RS authorities will investigate the event and found the perpetrators. I am convinced that the events like this one will not be used for political purposes", says Mr. Mijanovic. Written by: Luko Brailo A day after these events, in which a few journalists were injured ( Milo Kovac, a reporter of 'Slobodna Dalmacija', Kenan Cerimagic, a cameraman of a private TV 'Hyatt...) together with Daniel Ruiz, the Head of the OHR Trebinje, while more than a hundred attendants of the ceremony from the IC and Islamic priests led by Reis Mustafa Ceric managed to run away from Trebinje late at night, the things that happened there should be called their proper name.

Euphemisms about a few hundred Serb extremists simply do not exist. Perhaps they do in a diplomatic vocabulary, but not in the field, that is in the southeast part of the RS. A chetnik orgy took place, which could not be seen often even during the bloody war in BiH. When organized chetniks, wearing cockades, prevent a ceremony that the high IC officials and local Authorities in Trebinje were announcing for days, then it becomes clear that almost nothing has changed in the center of east Herzegovina since the beginning of the war.

Radovan Kardzic is not the President of the RS and the leader of Bosnian Serbs anymore, and his Deputy Bozidar Vucurevic is not a Mayor of Trebinje. They both live in a seclusion and sheltered from the possible arrests and The Hague, but the spirit of their ideology full of indescribable hatred towards the members of the other two peoples in BiH, especially the Bosniak, rule in the most backward part of the RS. The regret that the Government of the RS expressed, as a matter of courtesy, with regard to 'these severe incidents' is just another proof that Banja Luka does not control the east part of the 'Serb state in BiH', since in Trebinje and around it, hard-liners from the remnants of Karadzic's SDS rule. After the chetnik orgy in Trebinje the IC representatives in BiH should ask themselves what they have done in BiH and into what they have invested a lot of time and a lot of funds with regard to the so-called integrating of the RS and the Federation in a joint state.

Messages from the Trebinje rally should be also deeply studied in the Croatian Government. Regardless of what one might think about it, the fact is that the most backward part of the RS is a neighbor to a large part of the Dubrovnik-Neretva Canton. Also, the area of Dubrovnik is isolated from the mother country, and among the neighbors, who are decorating themselves with slogans 'Serbia to Tokyo, even years after the war ended, the idea about some sort of a long-term project known as 'a Serb access to the sea' is still alive.

The most horrible cognition from the Trebinje rally is the fact that the leaders of the 'spontaneous protest', that is, the people who are about fifty years old, raised many young followers during the last ten years, whose world view comes down to shouts and cries 'We shall kill and slaughter those who do not want to join us'.

Top representatives of the international community, joint BiH institutions and of both entities are scheduled to be present at the ceremony. Head of Banja Luka Islamic Community told the press that he does not expect that incidents similar to those in Trebinje will occur in Banja Luka as well.

Srna report on incidents at laying of Ferhadija cornerstone ceremony RS news agency Srna said that Several thousand demonstrators in Banjaluka broke a police line today at 11:30 in front of the seat of the Islamic Community, where the corner-stone for the rebuilding of the Ferhadija mosque was to be laid, reports SRNA's correspondent. Demonstrators began by throwing stones and eggs at the building of the seat of the Islamic Community. Demonstrators threw stones at and broke windows of BiH foreign minister Zlatko Lagumdzija's car at about 10:30. SFOR and the IPTF are maintaining a strong presence on Banjaluka streets. The laying of the corner-stone for the rebuilding of the Ferhadija mosque, destroyed during the BiH war, was scheduled for 11:30. It was announced that the ceremony will be attended by IC officials and representatives of BiH central institutions and both Entities. The Banjaluka mufti Edhem Camdzic said several days ago that he doesn't expect any incidents at today's ceremony. The decision on reconstruction of Ferhadija and of six more Banjaluka mosques destroyed in the war was brought by the BiH Chamber of Human Rights in June, 1999. A department of urbanism permit was issued by the beginning of the year.

SFOR members blocked surrounding accesses to the location. 50 SFOR vehicles were placed several hundred meters from the actual place of events, including tanks. Habena report on Ferhadija Habena reported on Monday afternoon that five buses with which the Bosniak pilgrims arrived to Banja Luka were set on fire around 13:45 hrs. Due to large number of demonstrators the firemen give up extinguishing the fire. Habena also reports that, apart from certain number of Bosniak pilgrims who took shelter in the building of the Islamic Community, the RS Minister of Foreign Economic Relations, Fuad Turalic, RS Minister of Science Mirko Novakovic and Minister of Religions, Dusan Antelj are also in the building. SRNA correspondent reports that demonstrators prevented several unknown persons from stepping out from SFOR chopper which landed right across the site where the corner stone was to be laid.

Several hundred protesters stoned the car of Foreign Minister Zlatko Lagumdzija, a Muslim, and threw tear gas, stones and eggs at dozens of Muslim officials and visitors at the site. Despite the presence of Bosnian Serb riot police, the protesters, waving Serbian flags and singing nationalist songs, continued to throw stones and fire crackers.. Most of Banja Luka's non-Serb residents were expelled from their homes during Bosnia's 1992-95 war. The 16th century Ferhadija mosque, regarded as one of the finest outside the Arab world, was destroyed in 1993 by unknown perpetrators. Two days ago, Bosnian Serb nationalists assaulted international peace officials in the southern town of Trebinje, scuttling a similar ceremony for the reconstruction of another mosque.
