Alliance for Changes' candidate for Chairman of BiH Council of Ministers
says he will pay the state debt to pensioners:
The member of Alliance for Changes and their candidate for the Chairman of
the BiH Council of Ministers, Bozidar Matic told the press that if he is
elected he will do everything to pay the debt of the state to pensioners,
Oslobodjenje said.
He said that he personally had contacts with the representatives of the
international community who promised to help the Alliance.
"Donations would be used to pay the five - six late pensions," Matic
said and added that the international community must support the Alliance
program.
"This means that we need one donation, one credit and support to our
reform laws," Matic said.
Returns - the final goal
Both Glas Srpski (page 3) and Nezavisne Novine (page 7) carry joint press
release issued after the meeting of the Human Rights Coordination Center,
at which priorities for the year 2001 were set. Sarajevo-based Onasa news
agency reported on the meeting as well.
Opening of BiH diplomatic Office in Belgrade
According to Glas Srpski's Monday's report Radomir Bogdanovic was
appointed as the Charge d'affaires at the Embassy of BiH in Belgrade.
Until now he has bee the manager of the Department for Legal and Staff
Issues to the Ministry for Foreign Affairs of BiH as Spokesperson of the
Foreign Affairs Ministry Hajrudin Somun stated to Onasa.

Head of OHR regional office in Mostar write to head of Southwest Mostar
municipality:
Oslobodjenje reported that head of the OHR regional office in Mostar,
Colin Munro wrote a letter to Ivan Mandic, head of Southwest Mostar
municipality commenting on Mandic's initiative to exhume those buried in
the Liska park.
"Based on what authority you have the right to order the Mayors to secure
a location and pass a decision to reallocate the bodies and to by-pass
legally authorized institutions," Munro said in the letter to Mandic. OHR
official also said that he was surprised with statement made by Kresimir
Jarak, head of the Southwest municipality Council saying that Jarak's
statements that the international community supported and approved the
decision on reallocation is not true.
HDZ BiH President refuses to participate at a round table on third entity
in BiH:
President of BiH HDZ, Ante Jelavic refused to participate at the round
table on establishment of a third entity in BiH, Dnevni Avaz said. The
round table "Establishment of a Croat entity in BiH - reality or
fiction," is to be held on Tuesday in Zagreb and Jelavic turned down his
invitation saying that "raising new political tension in this moment
would not help the Croat people in BiH."

PDP RS to ask the High Representative to annul BiH Constitutional Court's
decision to OK the two-year ban on sale of apartments in the Federation:
PDP RS officials will ask the High Representative and other relevant
international community institutions to annul the BiH Constitutional
Court's decision on the two-year ban on sale of apartments in the
Federation, Sarajevo papers. Dailies quoting Zdravko Todorovic, PDP
Secretary General as saying that this decision breaches essential property
rights and violates the human rights of BiH citizens.
"If this decision is not annulled PDP will ask that the RS Law on
Apartments includes the same decision," Todorovic told a news conference.
Zivko Radisic invites RS political parties to a meeting:
Dnevni Avaz and Banja Luka's Nezavisne Novine reported that Bosnian Serb
member of BiH Presidency, Zivko Radisic invited all representatives of RS
political parties that have representatives in the BiH Parliament House of
Representatives to meet in his office on Tuesday morning. The daily said
that Radisic will try to get the support of all RS political parties for
Martin Raguz as the candidate for the Chairman of BiH Council of
Ministers. According to Dnevni Avaz all parties but PDP RS have confirmed
their participation at Radisic's meeting.
Bundalo is not competent for politics
Both RS dailies reported that the RS Minister of Interior Perica Bundalo,
during confirmation of guarantees for general Momir Talic in the Hague,
was asked certain political question by the deputy Prosecutor of the
Tribunal. These questions were not in competence of the Interior Ministry
and they overstep framework of the guarantees, reads the press release of
the RS MoI issues after the Minister Bundalo, upon the request of Talic's
Defense lawyers in the Hague, took a stand before the Tribunals's council
confirming the guarantees given to the Tribunal by both, former and
current RS Governments.
Talks with Bankars
Glas Srpski reported on the visit of the RS PM Mladen Ivanic to Greece,
where he should have met with representatives of Greek banks which are
interested in taking part in privatization process in the RS.
Teachers on Strike
Both Banja Luka dailies said that the majority of primary and secondary
schools in the RS did not work yesterday. The call for strike by the
branch Syndicate was responded by teachers in Bijeljina, Lopare, Rogatica,
Doboj, Trebinje, Srbinje, Nevesinje, Bratunac, Sipovo and Srpsko Sarajevo.

High Representative's decision to impose arbitration in Dobrinja I and IV:
The High Representative's decision to impose arbitration in Dobrinja I and
IV made the front pages of all Sarajevo and Banja Luka papers on Tuesday
and was extensively covered by the electronic media as well. "An Irish to
decide on Dobrinja IEBL," reads Oslobodjenje's headline that carries
Petritsch's news conference on the issue. While Oslobodjenje does not
carry any reactions of local officials, Dnevni Avaz quotes Fadil Suljic,
head of the Nas Dom Association who said that they expected someone who
would implement the decision not an arbitrator.
"Having in mind that a map already exists we expected that this map would
be implemented. We do not see the point of arbitration because what has
been agreed in Dayton could have been implemented," Suljic said. Suljic
was also a guest at Monday night's RTV BiH main news and repeated the same
position of the Nas Dom Association. He added that the Association
believes that the arbitration decision can be fair and just and that the
arbitrator will have in mind all the circumstances.
Head of UN Mission to BiH welcomes the British and Italian initiative to
professionally help BiH fight illegal migration:
Head of UN Mission to BiH, Jacques Paul Klein has welcomed the British and
Italian initiative to professionally help BiH in its struggle against
illegal migrations through Bosnia, Sarajevo papers reported. Klein said
that this initiative should draw the attention to the constant problem
with illegal immigrants and should contribute to the establishment of a
complete and fully operational BiH State Border Service.
Klein invited international donors to provide a one-term financing needed
for the establishment and work of the State Border Service.
High Representative's decision on closing of duty free shops in BiH to be
implemented:
Sarajevo papers reported that the High Representative's decision to close
all the duty free shops in BiH is to be implemented without delay.
According to the decision all the shops should be closed by February 7th.
The decision was reached on December 20th last year and is final despite
some claims that its implementation might be postponed. Many owners of
duty free shops complain that they have obligations to foreign companies
they've purchased the goods from and that they will not be able to fulfill
them because of Petritsch's decision, papers said.
US troops stay in BiH
"NATO forces will, the most likely, remain in Balkans for many more years
and the US troops will not leave BiH and Kosovo in a near future", stated
the US Secretary of State Colin Powell, both RS dailies reported.
