Radisic on his visit to the FRY;
Both BL dailies report on Radisic's visist to Belgrade where he met with the
FRY president Vojislav Kostunica. Radisic says that Kostunica will visit
Sarajevo and meet with the BiH Presidency members at the middle of January
next year. According to Radisic the main topics of the meeting were problems
pertaining to refugee return process in accordance with unique criteria and
principles and economic cooperation. "Implementation of the DPA enables
establishment of special and parallel relations between the FRY and the RS
and introduction of dual citizenship. The special relations will be
strengthening to the benefit of the RS citizens, but it would not be
detrimental to any of BiH citizens or peoples", says Radisic.
Agreements about priorities in entire cooperation between the Federal
Republic of Yugoslavia and Bosnia and Herzegovina:
Zagreb daily Vjesnik reported that Vojislav Kostunica, the Yugoslav
President, and Zivko Radisic, the Chairman of the BiH Presidency, concluded
on Tuesday in Belgrade that the improvement in the relations between the FRY
and BiH would stimulate the stabilisation of the circumstances in both
countries, but also in the broader region. On Tuesday night they addressed
the journalists after they had a half-an-hour meeting, during which they
talked about bilateral relations, the implementation of the Dayton Agreement
and the establishing of special relations between the FRY and RS. Kostunica
said that his country is interested in the re-activation of its
participation in the Council for Implementation of the Dayton Agreement,
from which the Yugoslav commission withdrew in December 1997. The two
officials concluded that after the establishing of diplomatic relations
between the FRY and BiH, a possibility for economic cooperation between the
two countries is open, since their 'economies are compatible' and also they
have 'similar difficulties to ensure social and economic prerequisites'.
Kostunica emphasized that the issue of refugees is very important issue for
both sides, which has to be 'speedily resolved' through the process of
return or through defining of property and status issues.
Serb Sarajevo councilors to discuss Dobrinja I and IV issue:
RS news agency Srna reported Serb Sarajevo councilors are expected to take a
position at Wednesday's session on activities regarding the inter-entity
boundary- line in the communities of Dobrinja I and IV and concerning a
dispute between Bosniaks and Serbs. A press release reminds us that the
joint inter-Entity Commission signed a paper on the boundary on May 2, 1996.

Mostar: A regular City Council session held - The City budget in the amount
of 17,608.200 KM (by M. Landeka):
Split daily Slobodna Dalmacija reported that the budget amount is 17,608.200
and, according to Mostar Mayor Safet Orucevic, providing of the funds
planned by the budget require great struggle in the forthcoming period,
primarily the funds that are expected to come from the Elektroprivreda BiH
and Elektroprivreda CCHB. Orucevic underlined that the Mostar leaders will
fight for the positive decision by the Court in this case, regardless of the
disapproval by the HNC Governor Rade Bosnjak and the Federation PM, Edhem
Bicakcic, in order for the requested funds to be paid to the City of Mostar.
He said that the City Administration intends to spend the budget in a
transparent way and, by doing so, this institution will take the
responsibility for the improvement of the living conditions for the citizens
of Mostar.
Mostar Deputy Mayor Neven Tomic characterized the adoption of the first
budget of the City of Mostar as the first step towards the establishment of
the functioning Mostar City Administration. He emphasized that, from the
aspect of the funds collected, the amount of the budget that has been
adopted is rather variable, first of all because the mentioned amount of the
budget includes the expected 6 million KM that are to derive from the
privatization process.
"The funds that are to come from the privatization process are a matter of
the market and are meant for the development projects and the projects that
are lead to increase of employment, while the collection of the rest of the
funds is based on the valid regulations on the distribution of revenues with
which we have had major difficulties so far", Deputy Mayor Tomic stressed.
Livno: The press conference of the Herzeg-Bosnian Cantonal Board of the HSS
- Support to the changes:
Slobodna Dalamacija also reported that the Herzeg-Bosnian Cantonal Board of
the HSS held its first press conference after the BiH general elections in
Livno. The Board's president, Ante Colak, said at the conference that the
general election results will be implemented in the fashion that the HDZ and
the SDA will not participate in the Federation Government establishment.
"The HSS will support the requests by the coalition for changes initiators,
the aim of which is the implementation of the BiH Constitutional Court's
Decision on the constituency of all the three peoples in the entire BiH
territory and the establishment of the Federation Government without the HDZ
and the SDA", Colak stated.
Mostar: From the session of the HDZ BiH Presidency in extended composition -
"NO" to hypocritical coalitions:
Slobodna Dalmacija reported that the HDZ BiH Presidency, on the basis of the
equality of all the three peoples in BiH guaranteed by the Constitution and
in conformity with the fact that the HDZ BiH won over 90% of the votes of
the Croat people, maintains that is exactly the legitimate will of the Croat
people that the establishment of the legislative authority on the BiH level
must be founded on. Otherwise, the HDZ BiH considers the authorities
establishment on all the levels in BiH without the legitimately elected
representatives from the Croat people illegitimate, and such authorities
will not be accepted by the Croat people in BiH.
The press release concludes with the statement that the HDZ BiH Presidency
expects seriousness and political responsibility towards BiH from all the
political parties in the BiH House of Representatives and that, at the
inaugural session due Friday, December 29, the leading officials will be
elected on the grounds of the legitimate will expressed at the last
elections.

Ivanic continues consultations with party representatives - Solution is
becoming visible?
Today's edition of Glas Srpski reports on consultations Mladen Ivanic (RS
PM designate) had with representatives of SNSD, SBiH, NHI and SNS yesterday
in Banja Luka. The press release, issued by PDP, reads that after
consultations with representatives of all parties in the RS NA, Mladen
Ivanic is becoming more convinced that his concept of the RS Cabinet seems
more acceptable. The consultations will be finished today.
Igor Radojicic (DSP) - DSP as opposition to SDS-PDP coalition;
Both BL dailies report on DSP press conference held in Banja Luka yesterday.
"The meeting was very constructive and it did not bring out any
exclusiveness", said Radojicic. "The DSP's support will depend on Ivanic's
personnel and party choices: if he decided to form the Government with the
core of SDS-PDP supported also by SPRS and DNS, then the DSP would be the an
opposition party. DSP expressed special reserves towards SDS, because their
participation in Government would bring the RS into a unfavorable
international position", said Radojicic.
DSP is dissatisfied with the election of RS delegates in the BH House of
Peoples, because the RSNA made a precedent in their election. The DSP was
supposed to get one seat, but it was given to DNS instead. DSP also objects
to the lack of their participation in the important RSNA commissions.
Svetozar Mihajlovic (SNS) - Conditional support to Ivanic;
Both BL dailies quote Svetozar Mihajlovic (SNS) as saying that the SNS will
support Ivanic's Cabinet if he provides support of two-thirds majority in
the RS NA and support of the IC.
Dragan Kostic (DNS) - DNS expects ministerial posts;
Both Glas Srpski and Nezavisne Novine reported at yesterday's press
conference Dragan Kostic (DNS) said that the DNS would support the new RS
cabinet. Kostic said that the DNS supported Cabinet of experts, stressing
that this party will be very actively involved in work of the future cabinet
if the RS PM designate gets the support of the IC. Kostic added that the DNS
would get one ministerial post but did not say which one.

Alexandra Stiglmayer - The OHR creates favorable climate;
Today's edition of Nezavisne Novine quotes Alexandra Stiglmayer as saying
that the OHR's contribution to implementation of development projects of
small and medium-scale enterprises lies in imposition of laws and decisions
that create favorable business climate. The imposed decisions and laws help
establishment of the rule of law, which protects interests of these
enterprises. Stiglmayer said that 28, out of 44 imposed decision and laws,
pertain to economy. "These laws pertain to closure of payment operations
bureaus, establishment of healthy banking system, protection of investors
from possible claims in restitution process, reform of pension system,
introduction of European standards in BiH economy, etc., etc...", said
Stiglmayer.
