The International Task Force set up by the High Representative, Wolfgang Petritsch, to consider amendments to the Entity Constitutions has today submitted its guidances and options for Constitutional Reform in Bosnia and Herzegovina to the Presidents of the Constitutional Commissions, as well as to the Chairmen of the Entity parliamentary assemblies.
The Task Force's proposals are made with a view to assisting the Constitutional Commissions of the two Entities in their respective tasks of getting the Entity Constitutions in line with the recent series of partial Decisions of the Constitutional Court of Bosnia and Herzegovina in the constituent peoples' case and others. They are merely designed to provide suggestions for constitutional amendment whilst encouraging all interested individuals and bodies in Bosnia and Herzegovina to offer alternative ideas or models. The suggestions contained in the guidance and options paper are set out impartially and are open to be further developed by the Commissions. They are intended simply to provide a "snapshot" as to amendments which might be made whilst recognising that the amendments required are capable of being viewed from other angles consistent with the Constitutional Court's Decisions.
