Agreement on returns within the City of Mostar

- We support and accept the unconditional, organised and voluntary return
of displaced persons and refugees to all six municipalities in accordance
with Annex 7 of the Peace Agreement.
- The process of return will immediately begin to 120 houses identified in
Polje in Bijelo Polje, 77 vacant houses in Rastani and 80 vacant houses in
the settlement of Bijelo Polje. The vacating of the inhabited houses in
Polje will begin without delay by the responsible municipal authorities
under the guidance of Cantonal and Federation authorities, and under
monitoring by the international community. Immediate return to the convent,
vicarage and priests' retirement home in Bijelo Polje will also be
facilitated.
- Immediate returns will also begin to the settlements of Zahum, Rondo and
Ilice, where relevant City and municipal authorities will identify streets
for the first returns to take place, including at least 60 vacant houses, as
well as to all vacant houses in the municipality of Stari Grad, numbering at
least 76. The process of identifying houses will be monitored by the
international community.
- In municipality South, immediate returns will begin to at least 50 vacant
houses in Buna, Jasenica, Ortijes, Laksevina and Pijesci which will be
identified by relevant City and municipal authorities, and to all vacant
houses in the municipality South-East, at least 70. The process of
identifying houses will be monitored by the international community.
- Discussions about further phases of return will be ongoing, and will seek
to identify further areas for return, keeping in mind the right of all
displaced persons and refugees to return to their homes of origin and the
principles set out in the Federation instructions and the Cantonal decision
on the return plan.
