OHR reminds the Federation and RS Associations of Decertified Police that the OHR has done more than anyone to find a solution for persons denied certification by UN/IPTF.
In April 2007 the United Nations Security Council Presidency lifted the lifetime ban on persons denied certification to work as police officials and set the terms for authorities in BiH to establish the necessary legal conditions to implement this.
To date all persons denied certification by UN/IPTF are able to apply for vacancies for new recruits in SIPA, the Border Police, the Federation Police Administration, all 10 Cantonal police administrations, and the Brcko police. The Republika Srpska initiated the process but has not yet put in place the necessary legal conditions.
If the Associations believe that the United Nations should change the conditions set out in the April 2007 Presidential letter, then they should push the responsible authorities in the BiH Council of Ministers, including Minster of Human Rights and Refugees, Safet Halilovic, to again raise this issue with the United Nations in New York.
