PLIP Statistics for May 2003

The PLIP agencies (OHR, UNHCR, OSCE and CRPC) wish to announce that the Property Law Implementation has reached 82 per cent as of the end of May 2003 which is an increase of 2 per cent throughout Bosnia and Herzegovina.

In the Federation of Bosnia and Herzegovina, 85 per cent of claims have been resolved; in Republika Srpska the implementation of property laws reached 77 per cent, while Brcko District resolved 89 per cent of its total property claims. Republika Srpska improved its property law implementation ratio by 3 per cent while the Federation improved it by 1 per cent. Of the total of 226, 793 claims, 186,014 have been solved by the local housing authorities in BiH. This month around 4,000 more claimants repossessed their properties all over Bosnia and Herzegovina. There are less than 40,000 claims left to solve before the end of the year. Thirty-three municipalities have finalised their property claims as of the end of May, which leaves over one hundred municipalities with unresolved cases.

Completing the property claims is not per se sufficient to declare the property legislation implementation finalised in each municipality, as these municipalities now need to complete checks against the recently adopted “Municipal Guidelines for Substantial Completion of the Property Legislation Implementation”. Only when these checks are carried out and completed, then can it be considered that those municipalities have discharged all their obligations under the property laws.
