The RS President Biljana Plavsic spoke today in Banja Luka to the American Ambassador in Sarajevo and to the media expert of the American Government. They talked about the overcoming the problem related to the TV signal in the eastern RS, which is necessary for the adequate pre-electoral campaign for the forthcoming parliamentary elections. It was said that all parties and independent candidates should be provided with equal treatment and approach to the media. It was also confirmed that the BL airport would be open on November 15th, and that the first flight will be on the relation Banja Luka-Belgrade.2:00
The RS President and the Supreme Commander spoke today to the Head of the VRS, General Pero Colic. General Colic introduced the President with the realization of training program for this year and with the forthcoming tasks, which will increase the readiness of the VRS. They also discussed the American Train and Equip assistance which was announced at the meeting with Jacques Klein, the Principal Deputy High Representative.
łI have had two meetings. One with the Head of the French Army, and other with General Klein. They both stated that they were satisfied with the VRS in the implementation of the DA, and they added that they did not have any problems with the VRS. We are ready to accept Train and Equip project, but beforehand we shall see what the needs of the VRS are,˛ General said after the meeting. General Colic spoke to SFOR Deputy Commander Cordy Simpson about the realization of the military part of the DA and the Vienna Agreement. General Simpson expressed satisfaction because the RS had fully carried out all the obligations from those agreements, especially the one on arms reduction.

Momcilo Krajisnik, member of the Bosnian Presidency from the RS and Dragan Bozanic, Deputy Minister of Foreign Affairs in the Council of Minister s of B&H met Tony Lloyd, British Diplomacy Deputy Head tonight at Pale.
They talked about the functioning of the joint institutions in the Dayton Bosnia, and about the media. Dragan Bozanic reminded that the citizens of the RS and its leadership were eager to see the resolution of the problem related to the passports, citizenship and the currency.

łThe production has increased in the production capacities in Kotor Varos,˛ was said today in the meeting that the RS Prime Minister, Gojko Klickovic attended. He was informed about actual situation in this Serb municipality. It was stressed that that municipality was facing the problems with housing of DPąs. łWe have agreed that the government will give certain amount of money for the reconstruction of buildings that could be used as the shelters,˛ Klickovic stated after the meeting.

SFOR stopped the delivery of the American weapons and ammunition intended for the Army of Federation which was about to take place in Ploce Port. Dragan Kapetina, the RS Deputy Minister of Defense warned today that the Agreement on the weapons control had been conducted in one – sided manner, because the balance of the armed forces had been violated in favor of B&H Army. He said that the VRS had fulfilled all the obligations from that agreement. Commenting the Jacques Kleinąs statement related to involvement of the RS in the Train and Equip program, Kapetina said that that idea could be taken into consideration only if the independence of the RS and the integrity of the VRS were not endangered.

The president of Socialist Party of RS, Zivko Radisic said today that that party would ask from OSCE, and the Electoral Commission to ensure the free media and access to the media to all candidates.
Serb National Alliance founded its Central Electoral Headquarters, consisting of 15 members. Ostoja Knezevic, Vice President of the Party stated that Serb National Alliance had its candidates from eastern RS.
Radical Fatherlandąs Front, Nikola Pasic has 21 candidate for the Parliament and the top candidate is Bozidar Bojanic.
The parties which won the greater number of seats in Doboj are trying to agree upon the sharing of power.
SDS is satisfied with the result they achieved in the elections and they offered cooperation, i.e. coalition to Socialist Party in this town. Mr. Ninkovic, president of this party in Doboj stated that Socialist Party should not participate in the sharing of power.
