The RS Government adopted the draft law on Veterans’ rights which also solves the problem of categorization of veterans. The RS Parliament members will also discuss at one of the forthcoming sessions the following issues: draft law on privatisation of state-owned apartments, law on banks, law on territorial organisation and local administration. The Government dropped the concept of territorial organisation of the RS in 8 districts. Ostoja Kremenovic says that the RS Government dropped this concept by which only two towns in the RS would have the status of towns, Banja Luka and Srpsko Sarajevo. Besides these two towns, the RS Government proposed that Prijedor, Bijeljina and Doboj should also have the status of town, said Ostoja Kremenovic after the RS Government session. According to this law Celinac and Laktasi will be the part of Banja Luka; Srpski Sanski Most will become the part of Prijedor; Stanari and Petrovo on the Ozren mountain will become the part of Doboj; Ugljevik and Lopare will become the part of Bijeljina. The RS Government received funds for building a pontoon bridge on the river Sava in Gradiska which will enable reopening of the border crossing. The RS Government supported the request of the Steering Board of SRT to allow the SRT to determine TV subscription fees.

Principal Deputy HR Klein said that BiH and Croatia had harmonised their standpoints regarding the delimitation issue.

The Council of Ministers failed to adopt the 1999 agenda. the CoM adopted the draft law on revision of the common institutions. The CoM also accepted the $136 million credit approved by World Bank which is allocated for the improvement of BiH exports and privatisation of enterprises and banks. Silajdzic says that the Memorandum of understanding between BiH and the European Commission was also adopted.

All three sides in BiH agree on Bosnia’s admission to the Council of Europe, said Ante Jelavic after the meeting with members of The European Council Sub-commission.

KOSOVO EVENTS

SRT correspondent from Belgrade (Draga Grubic) reports on tense situation in Kosovo, conflict between 3 Albanians and 2 Serbs in Kosovska Mitrovica, terror and looting of Serb houses resume. SRT correspondent from Belgrade carried the news on protest of pensioners in the centre of Belgrade. They demanded Milosevic’s resignation and payment of their pensions.

SRT correspondent from Belgrade (Radmila Urosevic) carried the news on Momir Bulatovic holding a consultative meeting with all representatives of parliamentary parties. SRT correspondent says that representatives of all parties attended the consultative meeting. The meeting was attended only by representatives of SPS (Gorica Gajevic), JUL (Ljubisa Ristic), SRS (Vojislav Seselj), SPO ( Milan Komnenic), SNP-CG (led by Momir Bulatovic), Serb National Party (Zelidrag Nikcevic). These parties will participate in a new Yugoslav Government. These parties are not all parties in the FRY Parliament.

SRT carried the statements of Patriarch Pavle, Milan Milutinovic (President of Serbia), Djukanovic, Nebojsa Vujovic, Ivica Dacic (SPS spokesman), DS, DSS, Dragisa Burzan (member of DPS- led by Djukanovic) and Predrag Bulatovic (SNP-led by Momir Bulatovic).

BiH citizens who resided in the part of Bosnia now in the Federation before 31st of March 1992 will be eligible for vouchers in both entities, says Mirjana Sinik, member of the Privatisation Team.

Sloga Coalition issued a press release condemning the SDS initiative for self-dissolution of the RS NA.

The Mayor of Banja Luka Djordje Umicevic today announced the withdrawal of the initiative of 33 councilors for the dismissal of the Chairman of the Executive Board Nebojsa Radmanovic and the Town Assembly Secretary Gavranovic.
