News Summary
Sarovic and Dodik meet separately with Klein
RS Vice-president Mirko Sarovic and RS Prime Minister Milorad Dodik met separately with UN Special Representative to BiH Jacques Klein to discuss implementation of the New York Declaration in the RS, especially the common BiH border service issue. Dodik and Klein agreed that the RS Army and police should participate in UN peacekeeping missions. Klein said that 11 RS police officers have applied to participate in the UN peace forces in East Timor and Sierra Leone. After a visit to the Banja Luka Police Academy, Klein told a news briefing that units from the RS that will participate in UN missions would have a logistics role. IPTF spokesperson Deflet Blewitt stated that 33 RS police officers would complete training by the end of January. The German Government has financed their training with 250,000 DM. Klein added that RS Army officers would be participating in UN missions as observers and announced the formation of an army-engineering unit consisting of 120 soldiers. According to Klein, RS participation in the UN is an acknowledgment, as well as a constructive contribution to the work of the UN. Asked about the symbols police officers would have on their uniforms, Klein said they would have the UN symbol on one side and the word ‘BiH’ on the other. Klein announced that the first contingent of 30 men would be deployed on the BiH borders as members of the state border police.

OSCE decisions on falsified voter registration applications
According to an OSCE announcement issued in Sarajevo, the Election Appeals Sub-Commission (EASC) brought two decisions on 2 December regarding falsified applications for voter registration from Germany and Belgium. The PEC sent a complaint to the EASC regarding the forged applications submitted to the Department for Out-of-Country Voting. This complaint concerns three separate incidents, which include applications sent through BiH diplomatic missions in Munich, Bonn and Stuttgart. A registration assistant in Munich falsified over 100 applications on behalf of persons who were not living at the addresses indicted in the registration forms. The Munich voter applications were for voting in Bosanski/Srpski Brod Municipality. The applications from Bonn and Stuttgart were filled out in a similar manner. The PEC also sent a complaint on 915 applications that the Department for Out-of-Country Voting received from the BiH Embassy in Brussels. These forms were also filled out in a manner similar to the Munich ones. The EASC concluded that the Department for Out-of-Country Voting had correctly disqualified 915 applications. The EASC did not find any evidence connecting the applications and political party sympathizers and, therefore, did not impose any punitive measures.

SDS calls on RS Government to respect court rulings
According to Tanjug, the SDS called on the RS Government to respect decisions rendered by courts in the RS because it would otherwise be guilty of undermining the constitutional and legal order, as well as creating legal insecurity of the citizens. According to the SDS, the RS Government has again appointed Dragan Davidovic to the post of General Director of SRNA, which brutally violates a Supreme Court ruling ordering the re-appointment of Branislav Ilic, who is the illegally dismissed SRNA Director. The RS Government has once again shown the strongest possible contempt of law and order in the RS. According to Tanjug, the RS Government has illegally dismissed 16 directors of local radio and TV stations. It has also dismissed RT RS General Director Andjelko Kozomara, but could not carry out that decision because of IC pressure. The SDS will demand that the RS National Assembly discuss these problems and determine who is responsible in the RS executive authority for these illegal actions.

BiH becoming world oasis for terrorists – Jelavic
In an interview given to Banja Luka Nezavisne Novine, BiH Presidency Chairman Ante Jelavic stated that BiH has become the world’s oasis for terrorists. He added that the IC is not undertaking any measures to deprive foreign citizens of BiH citizenship and expel them from the country. He also confirmed that there is a videotape showing Bosniak BiH Presidency Member Alija Izetbegovic commanding Mudjahedin. He pointed out that Mudjahedin camps are based between Maglaj and Zavidovici. In his opinion, they are a destabilizing factor in BiH.
