BiH House of Peoples adopts code-of-practice draft, draft national holiday law and discusses 2000 budget at session
The BiH House of Peoples held a session. It discussed the budget, which was increased by 10% over last year. Around 77.6% of budgetary funds will be used to finance BiH institutions. The BiH House of Peoples adopted the draft code-of-practice and discussed the draft treasury law. They adopted the draft national holiday law that had been sent along by the BiH Council of Ministers. The House also discussed a proposal on the status of people that have taken refuge in BiH. A decision concerning this issue could temporarily stop the eviction of people who had taken refuge in BiH since June 1990. Avdo Campara, a house delegate, stated that the Bosniak house caucus could not accept this decision. As the House of Peoples stated, the Law on Immigration and Asylum should regulate this issue.

BiH Association of Refugees and DPs and Association of Refugees Living in Srebrenica hold meeting to discuss return
As part of the project ‘Everybody to Back to their Property’ between the Una-Sana Canton and Serb refugees from this region currently living in Srebrenica, 300 Serb citizens visited their homes in the Bosanska Krupa Municipality on Thursday. If this project is finalized as planned, more than 5,000 refugees living in Bosanska Krupa, Srebrenica, Bratunac, Brcko, Bijeljina and other municipalities in the RS and BiH Federation will return to their homes. Chairwomen of BiH Federation Association of Refugees and Displaced Persons Mirhunica Komarica stressed the importance of the project, and asked assistance from the IC to implement it. Chairman of the Association of Refugees Living in Srebrenica Dusko Amovic stated that additional donations are now needed more than ever because, if the return process continues as it has up to this point, all BiH refugees would need the next 100 years to return pre-war homes.

Liberals BiH party press conference
The Liberals BiH held a press conference. They accused the SDA and Party for BiH of following their own party interests during the election of the new Una-Sana Governor. The Liberals added that the CD Coalition did not look for a solution within its own ranks. The Liberals BiH said that, since the CD Coalition does not exist in the Una-Sana Canton anymore, they would continue acting in an independent capacity there.

President of Sarajevo Declaration Implementation Steering Board Mirza Hajric expressed dissatisfaction over the IC attitude toward the implementation process of Declaration. Commenting on SGV doubts that more than 19,000 non-Bosniaks had returned to Sarajevo, Hajric said that he did not understand the motives behind their doubts. Commenting on statements by OHR spokeswomen Alexandra Stiglmayer that the OHR had received data on returns implemented to Sarajevo, Hajric said the OHR was not competent to discuss such information.
