Stjepan Kljuic testifies to secret meeting of Croat leadership in BiH and Croatia to divide BiH
Sources close to The Hague Tribunal confirm that Stjepan Kljujic, former BiH Presidency member and HDZ BiH President, appeared before the Tribunal at the Dario Kordic trial. He was questioned regarding the contents of a stenograph of a secret meeting held in 1991 in Zagreb and attended by Croat President Franjo Tudjman with his closest associates and representatives of BiH Croats, Kljuic being one of them. Kljuic confirmed the contents, which makes clear how Tudjman advocates the division of BiH, an artificial creation in his opinion. Other news from The Hague says that the prosecutor, in his closing arguments, states how Tihomir Blaskic had been instrumental in the implementation of the Croat nationalistic policy in BiH, rooted in the political ideas of the current Croatian President, accusing Croatia of involvement in the war in BiH.

Westendorp recommends donors bypass Zepce, Zavidovici, Maglaj in future activities
High Representative in BiH Carlos Westendorp, due to the refusal of Bosniak representatives to sign the Zepce status agreement, recommends donors circumvent Zepce, Zavidovici and Maglaj in their future activities. Bosniak negotiators, judging by the statement of OHR personnel, will receive no second chance for their initiatives. A recent warning from OHR that if the Bosniak side does not sign, these municipalities may be hit with sanctions, has been reformulated as a recommendation to donors. OHR spokesperson Alexandra Stiglmayer stated that, “during the last couple of weeks there were a number of discussions held at the highest level between the High Representative and Izetbegovic. But the agreement was still rejected and we have announced the recommendation to donors to bypass these municipalities. We regret that this will surely hit the Croat side.” Commenting on the current situation in Zenica-Doboj Canton, President Bedrudin Salcinovic says there was no official warning of sanctions. “I am surprised by such behavior from the OHR, moreover since we are offering a solution that gives domination to neither nation, all citizens having equal rights. This would enable Zepce to integrate into Zenica-Doboj Canton in all areas.” “These measures are not intended to punish the entire canton” said Stiglmayer, but the fact remains this will directly hit the region with the most intensive returns in the canton. These political matters will in practice directly hit settlers to Zepce, plus Zavidovici and Maglaj, regardless of their nationality.

TV BiH Temporary Executive Board discusses four possible methods of radio transmission
TV BiH Temporary Executive Board deliberated over four possible radio transmission types. The first two models predict radio transmissions of associative types offering only entity programs, RTV BiH playing only a co-ordinating role via membership in the EBU. Temporary Executive Board Chairmen Anto Domazet, commenting on Model D stated that “it is a model which offers BiH RTV its own frequency and program emissions for 12 hours a day. Also, BiH RTV would be an EBU member. Model C can be used as transitional solution towards Model D, as it predicts less production of programs, but RTV BiH would hold its own frequency. The Temporary Executive Board has also supported a proposed model to organize a public corporation for development and distribution of radio and TV programming that would embrace the entire BiH electronic media infrastructure. This public corporation has great development needs and should attract foreign investment, concessions and liberal conditions that the government is building today. It can be very profitable, enabling entrance into mobile telecommunications at the same time, creating favourable conditions for development of a modern radio infrastructure in BiH” explains Domazet. The study, along with its conclusions, will be sent to the OHR in order to organize a public discussion for all options, suggesting to keep them all in mind when reaching the final legal solutions on RTV BiH being prepared by High Representative Carlos Westendorp.
