At the closing day of NATO 50-year Anniversary Summit in Washington, the alliance expressed its determination to remain persistent in decision that Federal Republic of Yugoslavia has to comply with all conditions of the International Community. Further NATO activities will be directed toward assistance to Yugoslav neighbouring countries. NATO has also approved the new strategic concept of the Alliance, in accordance to which, the future intervention of NATO could be outside borders of NATO. The role of the Alliance so far was defence, and it covered protection of NATO countries from outside. However, speaking about the new concept, President Clinton said that the essence of new concept is that the reason for the intervention would be human rights protection, and not like it was so far, protection of sovereign countries.

NATO representatives in Washington said that NATO strikes in Yugoslavia last night were aimed against command and control centres, TV transmitters, anti-air defence of the Yugoslav Army in Pristina and fuel depot in this town.

Military Police in Podgorica arrested another team of journalists, this time from “BBC”. Montenegrin journalists protested against attempts of the Yugoslav Army to control the media in this republic. Five BBC journalists were arrested during their preparations for regular report from Podgorica. Podgorica-based “Montenafax” news agency reported that three of them were soon released, while the rest two were not British citizens, but, allegedly, from some of Yugoslavia neighbouring countries.

RTV BiH reported on brain surgery, successfully carried out in Tuzla. On this occasion, Federation President Ejup Ganic said: ‘Our Clinical Centre has opened its door for those young experts, but of course, there is someone else who has to take care about the flat, about the minimal accommodation, and in this case, this is the burden for both, the state and the International Community. When I asked them to help the young, they said, you know, you want us to help the current authorities. Then my reply was to establish a neutral foundation “The Young and the Economic Transition”, which is independent from the state, which would deal with this problematic….” RTV BiH voiceover: “the most recent measure from the OHR to annul the residential permits, might be one of the main reasons for outflow of young experts from Bosnia and Herzegovina, if something is not done.” [Ganic]: “These are mostly people who were expelled from their houses, and who now reside in these apartments, which belonged to somebody else, and if we are not to solve problems of these young men, and if this measure is going to accelerate their departure, then it would be the maximal combination of negative steps. We must not allow that.”
