News Summary
CD Coalition delegate club holds session
The CD Coalition caucus held a session and informed that the status of Bosniaks and Croats in the RS is very difficult and is not improving substantially, which has generally blocked the Dayton Agreement implementation, especially Annex 7. They also stated that there are no considerable results in the return of refugees, who are living in bad conditions, and that the law on abandoned property return is not being implemented, nor is there any arrest of indicted war criminals, according to publicly released indictments. They informed that they did not receive a response to their suggestion of RS Government restructuring and concluded that Milorad Dodik’s government will not have CD Coalition support in the RS National Assembly as of 29 August.

New curriculum for school year not to be applied in all cantons
Primary and secondary schools are to start the new school year with a new curriculum. The new curriculum has a 70% obligatory subject content and 30% that may be changed in accordance with the needs of the cantons. As stated by the BiH Federation Minister of Culture and Sport, Fahrudin Rizvanbegovic, it will be applied in its entirety in seven cantons and, in the other three, the new curriculum is unacceptable because representatives of Croat majority cantons did not come to the meeting of the cantonal education ministers. Considering the removal of problematic subjects from textbooks, which the expert team could not agree on, the Independent Commission formed by the High Representative arbitrated and helped to create a definite version of the text to be removed from the curriculum. No new books can be created without prior approval by OHR.
