BiH Presidency holds working meeting with BiH Council of Ministers
The BiH Presidency has conducted a working meeting with Co-chairmen and Vice-presidents in the BiH Council of Ministers to discuss the functioning of state institutions, especially relations between the two branches. They concluded that the Council of Ministers is responsible to the BiH Presidency in implementation of decisions under the Presidency’s jurisdiction while their efforts will be correlated on other issues. Regarding the BiH Constitutional Court decision on the Council of Ministers, they agreed that the activities of the working group for reconstruction of the Council will be intensified. They again deliberated on the Presidency initiative for returns and decided to thoroughly examine at the next session.

Counselors in BiH Federation part of Brcko Municipality discuss final arbitration decision and implementation
Counselors in the BiH Federation part of Brcko Municipality discussed the final arbitration and its implementation. Slow returns to Brcko, especially the Rijeke settlement, have proven to be painful issues. Over the next the several months 500 hundred flats will be emptied in Bukvic and Cerik and an equal number will be demanded in Brcko, says Head of BiH Federation part of Brcko Municipality Munib Jusufovic. “The formation of joint housing issues committee, as instructed by the OHR, is a huge step foreword” says Jusufovic. The slow pace of return, attempts at illegal privatization and the as yet unreturned property of the Islamic community are clearly raising tensions and opinions vary. “Brcko Municipal headquarters never sent any schedule for return. Obviously something is blocked” said Brcko Liberal Party President Admir Muminovic. “I believe that the formation of this committee is key to realizing final returns” stated SDP Councilor in Brcko Izet Banda. “Refugees from Brcko can no longer wait and put up with indefinite prolongation for implementing the final arbitration decision” says Brcko People’s Association representative Muhamed Mujkic. “All Brcko people agree that they have been forgotten by many after the arbitration” confirms Jusufovic.

IMC decision on TV BiH
IMC Director Krister Thelin has brought a decision on TV BiH ordering the station to shut down over 20 new transmitters by 19 September, which were launched to transmit Channel Two without prior approval from the IMC. TV BiH is also ordered a penalty of 1,000 DM for violating the High Representative’s decision for a moratorium on new transition frequencies. Implementation of the decision will be postponed pending its appeal deliberation except the part that ordains the shutting down of the additional transmitters.

“TV BiH directors were greatly surprised by the IMC decision and will demand a detailed explanation on Thursday, which will be followed by a public announcement. We believe this problem will be resolved to the satisfaction of our viewers” reads the TV BiH announcement.

The RS SDS and SRS should have been banned long ago, ” stated Party for BiH General Secretary Safet Halilovic at a party press conference.
“IC support to Richard Holbrooke’s initiative to deny support to parties igniting ethnic hatred would enable the collapse of the BiH created by Bosnian Serb leader Radovan Karadzic. If restructuring of the RS government does not occur, RS Prime Minister Milorad Dodik will lose support from the CD Coalition” says Halilovic.

Metal workers call on companies not to cooperate with ethnic discrimination
The BiH Metal Workers Union is disappointed that OHR Mostar Head Richard Ellerkmann is leaving without having achieved the return of Bosniak employees to the Aluminij factory. The Union called on European and US companies not to cooperate with companies that practice ethnic discrimination.
