Presidency session was held in Lukavica today, with the presence of BiH Presidency President Izetbegovic, Presidency member Zubak, while Presidency member Krajisnik was not present and was represented by his advisor. Discussion about FRY proposal for establishment of special relations with BiH was postponed due to Krajisnik’s absence. The Presidency also postponed discussion on the liquidation of BiH National Bank. BiH Presidency appointed Hasan Dervisbegovic for the BiH ambassador in Sweden. Presidency also appointed Krajisnik for signing the contract with European Development Bank. The Presidency also expressed dissatisfaction with the CoM visit to Sweden, because the visit was not accorded. Picture of indicted war criminal Karadzic, which was displayed at one window of the faculty in Lukavica so far, was removed upon Izetbegovic’s demand.

Croatian Government delegation visited Central Bosnia canton. The main purpose of the visit was Croatian assistance in creating condition for Croat return to this canton. After visiting Kiseljak, Busovaca, Kresevo and Vitez, the delegation members met with the CB Canton highest officials, led by Governor Terzic. Main subjects of the conversation were improvement of traffic and communications, economy cooperation, reconstruction of war-damaged houses meant for return of displaced Croats. According to minister Radic, Croatia is prepared to invest 260 million Kuna in BiH in this year.

SDA main board began the third regularly session with the main subjects the current situation in the RS, and matters of protection of returnees and DP’s from this part of BiH. After the beginning of the session that was open for public, the session continued behind the closed doors.

BiH PRESS reported that HDZ representatives in Zagreb accused the International Community for trying to change Dayton agreement on the account of BiH Croats. HDZ Vice President Seks mentioned attempts of imposing the central district in Mostar and election rules that are attempting to divide and destroy the HDZ BiH and to create some para-HDZ, that is, an above-national party that would not represent interests of BiH Croats.

SDP held a press conference with participation of Drvar mayor Mile Marceta. SDP said that resignation of Zenica/Doboj Minister of MUP is the least that could have been expected. The policemen flagrantly violatied human rights. Co-president Sucur said that in co-operation with other social-democratic parties, the joint platform for the elections is being prepared. Sucur said that yesterday’s statement by SDA that donors conference is a result of support that the world is offering to SDA policy is a switch of thesis, because this policy is the reason why there was no more donors revenues so far. Marceta said that Drvar citizens are determined to return to their homes, but this is currently impossible for everything is ruined. Return of Drvar citizens, according to Marceta will depend exclusively on the IC assistance. SDP also registered for the forthcoming elections.

FRY authorities met with Albanian negotiators, as a result of recent Hoolbroke/Gelbard visit. FRY President Milosevic, and Kosovo Albanians leader, Rugova, led the negotiations. Milosevic’s cabinet said that negotiations will be continued next week, and estimated that negotiations went in the spirit of openness. During the negotiations in Belgrade, several armed incidents were recorded in Kosovo. Informative Center of Kosovo said that early this morning, Serb military and police forces again attacked Djakovica villages.

Session of the RS Assembly was ceased this morning about 2 o’clock. It was agreed that representatives should inform about the work of Krajisnik and other members of joint institutions from the RS work until the next assembly session. Assembly President Kalinic addressed a demand to the HR Westendorp to urgently announce the real truth about SFOR and IPTF inspections in Pale.

Return of Bosniaks to the village of Svjetlica near Doboj was announced for tomorrow, but Doboj Public Security Center governor, after the meeting with Gen. Shinseki, announced that the safety cannot be guaranteed for visitors, because, allegedly, return did not go through the certain procedure.

A group of Bugojno citizens, currently resided in Croatia, visited Bugojno today. The visit was organised by US Refugee Committee in split and UNHCR. Bugojno officials received returnees, and main subjects of the discussions were conditions for reconstruction of the houses for return, and safety conditions for return.
