BiH House of Representatives concludes session without adopting any articles
The BiH Parliament House of Representatives concluded its session in Sarajevo on Wednesday without a resolving a single article on the agenda. After discussing the agenda for two hours, the delegates discussed the law on BiH State Border Services (SBS). The law on SBS was submitted by the BiH Presidency, although actually submitted by the OHR, with the suggestion that the law be adopted in its complete form without amendments. Nevertheless, some delegates from the RS insisted on amendments to the law, so Parliamentary Speaker Mirko Banjac had to conclude the session and return the law to the Presidency for further discussion. The House of Representatives is expected to discuss the draft permanent election law when the session resumes. The delegates rejected an SDP BiH position that the draft BiH election law is accorded to the European Convention on Human Rights.

BiH Federation House of Representatives discuses Croat-Demo Christians’ request for dismissal of parliamentary Speaker Enver Kreso
Although there were several important laws on the agenda of the BiH Federation Parliament House of Representatives 10th session on Wednesday, the main issue discussed was the request of BiH Croat Demo- Christians (HDK) for the dismissal of Speaker Enver Kreso. The reason for the HDK request was Kreso’s statement that he did not send a letter of condolences for Franjo Tudjman’s death “because of his own big grief, but because of the fact that the law on special relations between BiH and Croatia is in parliamentary procedure.” Kreso rejected the allegations, saying that the HDK misinterpreted his words. Finally, the delegates rejected the HDK request, voting 63 against dismissal and 23 in favor. The House of Representatives will resume its session on Thursday.

OHR spokesperson in Mostar to assume duty of OHR Media Development Office Chief
Speaking at his last press conference as OHR Regional office Mostar spokesperson, Chris Riley announced that he will assume the duty of OHR Media Development Office Chief as of 1 January 2000. Riley is to replace Dan de Luce in this function. The UNHCR Mostar Office reported that it has concluded a project of refugee returns, during which 122 houses in HN Canton were reconstructed. The European Commission financed this 2.2 million-DM project.
