FBiH HoR in session
| BH Radio 1, Radio Herceg Bosna – The FBiH House of Representatives has continued the session started yesterday discussing the draft Law on purchase of the apartments for which no return claim was filed. In total, there are about 9000 such apartments in the Federation of BiH. The law was previously taken off the agenda following the OHR recommendation, which said that the discussion would prejudice the conclusions of BiH Restitution Commission. According to the draft Law, tenancy rights of such apartments would be able to purchase them at the price of 600 KM per square meter, paid in cash and not in certificates. |

Radivojac: Terzic must consult entities when representing BiH abroad
| TV Pink – RS Government finds it unacceptable to get information on visit and activities of Chair of BiH Council of Ministers, Adnan Terzic,in media. Spokesperson for the resigning RS Prime Minister, Dragan Mikerevic, Goran Radivojac said “As far as the RS Government is concerned, it would be extremely useful for Terzic to consult all institutions, at entities’ and state levels, in order to get the more quality platform for talks. The RS Government finds it unacceptable that any BiH official, such as the case of BiH Presidency member Sulejman Tihic at UN General Assembly, to present a platform which can be referred to as a platform of a political party, since neither Tihic nor Terzic went there for some private reason, since he is probably totally worthless to EU institutions, but he went there as BiH representative, and he should have presented opinions which are of extreme importance for Bosniaks, Serbs and Croats. We believe that this situation is not going to last forever, since we will not be able to achieve good results if some politicians continue behaving in such unacceptable way.” |
Update to story on Mladic hiding at Topcider

Sarac – Vladimir – Beba Popovic, former Head of Public Relations Office at the Government of late Prime Minister Zoran Djindjic, has stated for B92 that the Chief of security of Guard brigade in Topcider is Branislav Puhac, who has been a personal bodyguard of Ratko Mladic for the past ten years. ‘Now, you conclude where Mladic might be’, Popovic has said. He added: ‘It is no secret that the Army is guarding Mladic. They have been guarding him even while we were at the Government. We have had information that the Army was guarding and controlling Mladic’. However, according to Avaz’s information, it is not Puhac who is guarding Mladic, it is likely that the person in question is Lt-Col of the SCG Army, Branislav Puhalo, from Kalinovik, which is also Mladic’s birthplace. Avaz also notes that the HR, Paddy Ashdown, placed his (Puhalo) name on the list of persons who are forbidden to enter the EU last year. Matanovic trials update
| Glas Srpske pg 12 ‘Acted in line with the orders’; Nezavisne Novine pg 36 ‘We serve the purpose of the so-called cooperation with the ICTY’ by SRNA – 11 former police officers from Prijedor, indicted for the illegal detention of Catholic Priest Matanovic and his parents in 1995, pleaded not guilty to war crimes charges committed against civilian population in their closing statements before the Banja Luka District Court Tuesday. According to the first defendant, Ranko Jakovljevic, this trial is a political process that has been launched under the pressure of an inspector of the international police forces (IPTF), Bob Grant. Another defendant, Miroslav Cadjo, expressed his dissatisfaction with the fact that this process is taking place adding that he had never been ordered by anybody to keep people in detention. Mile Rodic, another defendant, stressed that he did not participate in the misfortune of the Matanovic family but tried to help them. The resumption of the trial has been scheduled to take place on February 11. |

Puhalo – BHT reports: The High Representative for BiH, Paddy Ashdown, started with promotion of his proposal for police reform in Doboj. It is expected that the way on implementation of this reform will be found by the April this year, reports BHT. The HR says that police restructuring is precondition for ensuring of no visa regime for BiH citizens. Head of Doboj Public Security center (PSC), Dragan Vasilic, believes that nothing significant would change if current areas of responsibility change. “I still didn’t see any plan, offered options are options for talks, agreements, everything is still in the phase of discussion. As police officer, I am not in position to say that this or that plan is fully presented to us,” said Vasilic. “Unless we can have a single police force, we will never be able to ask for visa free access to European countries. I hope that until April we will be able to agree that there is a way for police reform,” stated Ashdown. The HR will continue with his campaign on Wednesday in Tesanj, Usora and Maglaj. RTRS reports: According to the research of Partner agency 75.6% of the citizens feel that the policemen salaries in FBIH and RS should be the same, 65.8% of the citizens feel that the politicians are interfering in police business whilst the citizens are divided on the matter whether the tax payers get enough from the police. |

P. – “If the Police experts in BiH, with support from Wilfried Martens, who chaired the Police Restructuring Commission, have given the recommendations for improving the police force in BiH, which will work in the interest of citizens and be freed from political influence, than the politicians need to recognize this and do their utmost in order to make the police force in BiH better and to work in the interest of BiH citizens”, a spokesperson of the OHR, Vedran Persic, made this statement on Tuesday at a press conference when asked to comment on the mainly negative reactions of BiH politicians to the proposed police reform. “It is expected from BiH politicians to act in the interest of citizens”, said Persic. |
Sarajevo Canton Govt against Police organization proposal

Malagic – The Sarajevo Canton Government considers as unacceptable the proposed organization of police in BiH foreseeing exclusion of the Trnovo and Ilijas municipalities as well as mountains of Bjelasnica and Igman from the (future) Sarajevo (police) Region, according to Sarajevo Canton Prime Minister Denis Zvizdic. Zvizdic says that any regional police organization must be based on economy, infrastructure and communication. Heads of Trnovo and Hadzici Municipalities support the Cantonal Government’s position. |

Commenting on the proposed Police restructuring map, he says: “I think the HR and those who took part in map drawing do not have bad-intentions, regardless of many discords with them. They simply are not familiar with circumstances and do not feel the weight and importance if these symbolic issues for the situation in BiH. It is obvious that there is a hidden concept to define a different territorial organisation of BiH instead of complying police structure with territorial organisation of BiH.” |
Selection of RS Police Director starts today

R. – The independent Board for Selection of RS Police Director will today (Wednesday) open all applications for this position in order to select the best candidate in the next several days, as Ilija Lukic, the Chairman of the Board, has stated. Sources close to the Board say that, among other, Dragan Andan, Dragomir Jovicic and Amir Jaganjac have applied at the vacancy. |
VL on Police reform
| Vecernji List pg 5 ‘To make police even more efficient’ by M. Relota carries that the Federation of BiH Minister of Interior Mevludin Halilovic confirmed that the police structure in the FBiH cannot respond to more serious forms of crime and he supports the EC stands on necessity of the police reform. VL also says that the OHR as well stressed that BiH politicians should do all they can to make the police better and more efficient. VL also mentioned the future police regions in BiH and commenting on this issue VL says that the most important decision is the one on the ground of which the unification of police in the Sarajevo areas a will take place. |
Miletic on Police reform, war crimes
| Dnevni Avaz cover page, pg 5 ‘We are currently conducting 15 investigations’ – in an interview with the daily, FBiH Police Administration Director Zlatko Miletic claims that the murder cases that have been investigated for years are not forgotten. Regarding the proposed police organization, Miletic said that the initial proposal had been establishment of a single police structure at the state level with five regions. However, the compromise is needed in police reform, according to Miletic, and it must be accepted by RS representatives. The important is also precise definition of the state coordination body’s tasks in this sector. The FBiH police chief said that the main responsibility for the apprehension of war crime indictees lies with RS police but that other police/security agencies in the country had to be involved as well. |
RS politicians on support to PM designate Bukejlovic, Agreement on harmonized political activities
| Nezavisne Novine pg 5 ‘Dragan Cavic waiting for PDP request’ by V. Popovic – RS President’s Cabinet has told NN that Dragan Cavic, RS President, is waiting for official PDP demand for a meeting of signatory-parties of Agreement on principles of harmonised political activities, in order to take official stance towards it. Bosko Siljegovic, SDS Vice President, is of the view that the PDP request should be viewed as a positive hope that PDP would support the election of Pero Bukejlovic’s Government. Igor Radojicic, SNSD Secretary General, has stated that SNSD sees no need for holding such a meeting, reiterating this party does not support the nomination of Bukejlovic as RS PM. DNS is of the view that the signatories of the Agreement should again taker their stances towards the Agreement, in order to “see who has made what moves and what has been respected”. SPRS is of the view that the Agreement has been “jeopardised owing to SDS and PDP stances”. Tihomir Gligoric, SPRS Vice President, is of the view that PDP wants to again get closer to SDS in order to resolve the crisis at the BiH COM. |

Radojicic has said that “the Agreement should have represented a response of Serb parties onto pressures RS was exerted to.” Mladen Bosic, SDS Presidency member, is of the view the Agreement is still in effect, still no party has so far violated it. Petar Djokic, SPRS President, is of the view that “the Agreement has resulted from a desire of Dragan Cavic to weaken opposition parties”, reiterating SPRS would not take part in the Government with nationalistic parties. Pensioners’ Party to support Bukejlovic
| Glas Srpske pg 5 ‘One condition after another’ by D. Z. – Pensioners’ Party has decided to support PM designate Pero Bukejlovic under certain conditions. The party demands that the Cabinet includes professional and honest Ministers who reside in RS, excluding members of political parties that fight for abolishing of the republic bodies and institutions. The party also demands from the new Government to accelerate privatisation process, fight against corruption and organized crime. The Party demands to have the post of Associate Minister for Pension and Disability Insurance or Associate Director of Pension and Insurance Fund, as well as at least 15 posts at steering and supervising boards of strategic firms and payment of full pensions as of March. |

Approximately 115,000 KM was transferred from TrebinjeMunicipality accounts to accounts of Alijagic brothers in the past month. Russian Ambassador to BiH Aleksandar Grischenko visited Trebinje and met Mayor Cuk Tuesday. The Ambassador emphasized that the issue must be resolved as soon as possible and added that Trebinje citizens cannot be held hostages of this case. Mihalj explains that after the privatisation Elektrobosna was divided in two parts, that is, Elektroprivreda d.d. and Elektroprivreda N. Mihalj added that company ‘New East’ from London owns majority of shares in Elektroprivreda N and according to him this is a fictitious company. He also said that analyses of the financial situation in the company have shown that unmet obligations of Elektrobosna towards its suppliers amount to 49,8 million KMs and fictitious debts amount to 17 million KMs. Mihalj said that due to this situation he demanded from the Elektrobosna Steering Board (SB) to hold an extraordinary session and discuss these problems, however, the SB said that there was no need for it since a regular session would take place soon anyway. Mihalj said that the SB did hold a session in Split on January 17 during which they passed the decision on absolving him of duty and appointing Ivica Cobanac to the position of an acting Director of Elektrobosna. |

“Ceptel holding” sued RS Government

Risojevic, EuroBlic pg RS2, announced on cover ‘They demand for compensation in the amount of 16 million KM’ by Srna – RS Government stated Tuesday “Ceptel holding” sued RS at Banja Luka Basic Court, demanding for compensation in the amount of approximately 16 million KM for damage the firm suffered due to inability to provide GSM telecommunication services. “Ceptel holding” had expressed its willingness to withdraw the lawsuit in case of an out-of-court settlement. RS Government held a session Tuesday at which it concluded it is not in a position to present its stance with regard to the out-of-court settlement without additional information. The Government will be informed on reasons because of which the project had not been realized and the Government will again discuss this issue in second mid of February. |
Arms seized at Ilidza | FTV, BHT, Dnevni Avaz, pg 8 ‘308 automatic rifles seized, two persons arrested’, not signed, Slobodna Dalmacija last pg ‘308 hidden guns found’ by H – Federation of BiH Police have discovered 308 automatic rifles with clips and a small quantity of ammunition in a private building in Ilidza, the FBiH Interior Ministry has said. The arms were transported and stored in a safe place in cooperation with EUFOR. The investigation resulted in the arrest of two persons suspected of committing the criminal offence of illegal distribution of weapons and military equipment. |
