Banja Luka
A delegation of the Council of Europe, led by Laszlo Surjan met the B&H Presidency member, Zivko Radisic and several other RS officials today. “The basic conditions for B&H membership of the Council are: the election law, functioning of joint institutions and a true implementation of human rights”, Laszlo Surjan said after the meeting. Biljana Arsic produced the report.
Banja Luka
The delegation of the Council of Europe also met the Banja Luka Bishop, Franjo Komarica. Mr. Surjan is not satisfied with the return process. Refugee return is one of the conditions for B&H membership of the Council of Europe, Tatjana Lajsic confirmed.
Gacko
Only one Bosniac family returned to Gacko so far. The situation in this town is very serious, because the economy is undeveloped. The presence of international aid organisations is necessary. The report was produced by Sinisa Jokic.

An exhibition of handicrafts by women of Srebrenica in remembrance of the victims of Srebrenica was opened today in Sarajevo. “I offer my authority to make sure a location for a cemetery and a memorial to the dead and missing is established”, the High Representative, Wolfgang Petritsch said at the opening. The Federation Prime Minister, Edhem Bicakcic met the Croatian President, Stipe Mesic in Zagreb. They discussed the implementation of the Dayton Peace Agreement and the development of infrastructure facilities within the Stability Pact. Mr. Bicakcic also met his Croatian counterpart, Ivica Racan. Reported by Gordana Simonovic from Zagreb.
Sarajevo
The Croatian Minister for Homeland Defenders, Ivica Pancic visited Sarajevo. “Croatia will continue helping HVO war invalids, but the aid distribution will be transparent”, Mr. Pancic said. He also visited Travnik and Vitez, where he met local officials. Mr. Pancic said that Croatia is in a difficult financial situation, and therefore its aid for war invalids cannot be satisfactory. Brussels
EU foreign ministers met today in Brussels. They supported the French proposal for scheduling a meeting between the EU and countries of the western Balkans. They called for the Serbian opposition to stand against the repression of the FRY President, Slobodan Milosevic. Reported by the Agency “Sense” correspondent, Zlatan Kulenovic.
Montenegro/FRY
“The FRY, that was founded by the Constitution in 1992, does not exist any longer”; said the Montenegrin President, Milo Dukanovic. “In current circumstances, Montenegro will not participate in the federal elections”; he added. The printing of vouchers officially started in Banja Luka. After receiving vouchers, citizens will be able to sell them or to invest in companies that will be privatised. 1020 companies have submitted their privatisation programmes to the RS Privatisation Agency so far.
