- SUBJECT OF THE PUBLIC CALL
The subject of the call is the sale of official vehicles (hereinafter: vehicles) through a closed written bidding system for selecting the most favourable bidder, as follows:

Note: The vehicles have been previously imported and registered in BiH, so they are not subject to the homologation process and other restrictions. Upon import, OHR was exempt from paying customs duties, therefore, the final buyer, through an authorized customs broker, is required to pay 15% customs duty (on non-EU vehicles) and 17% VAT on the auction price. The auction is held based on approval from the Indirect Taxation Authority, and the vehicles can be registered immediately after the payment of customs and tax obligations.
The vehicles offered are sold in their current condition.
1.1. This public sale procedure is divided into four (4) individual LOTs. Each LOT consists of one (1) vehicle. A detailed description of the condition of each vehicle is attached in Annex A.
- METHOD OF PUBLIC SALE
2.1. The right to participate in the public sale procedure through a closed bidding system is granted to all individuals who make a deposit of 300 BAM for each individual vehicle by the specified deadline, into account of the Office of the High Representative at the following bank: Sparkasse Bank DD BiH, account number: 1994990033838466
2.2. Participants in the public sale procedure whose bids are not accepted will have their deposited amount refunded after the expiration of the bid validity period, which is 21 days. The deposit paid by the most favorable bidder will be credited towards the offered price. If the buyer withdraws after their bid has been accepted, the deposit of 300 BAM per vehicle will not be refunded. Participants whose bids are not accepted will have their deposit refunded in full to their bank account.
- VEHICLE INSPECTION FOR SALE
3.1. Bidders are invited to inspect the vehicles before submitting their bids to check the condition and all relevant details. The vehicles will be available for inspection on Wednesday, August 27, 2025, between 10:00 AM and 14:00 PM, at the premises of the Office of the High Representative, Emerika Bluma 1, Sarajevo. A detailed condition report for each vehicle will be available in paper form during the inspection (including the last service performed, general condition of the vehicle, etc.).
3.2. Each bidder independently and at their own risk decides whether to inspect the vehicle before submitting a bid. For each submitted bid, it will be assumed that the bidder is aware of the current condition of the vehicle.
- SALE FORMAT AND BID GUARANTEE
4.1. Bids must be submitted using the Bid Form – Offer for the Purchase of Vehicle/ OHR-PA/01/2025, and must be delivered exclusively in a sealed (opaque) envelope to the following address: Office of the High Representative, Emerika Bluma 1, 71000 Sarajevo, by September 3, 2025 no later than 12:00 PM,either in person or by mail.The envelope should indicate the bidder’s name, the LOT number for which the bid is being submitted, and the note: “OHR PA/01/2025, Do Not Open.”
4.2. A bidder may submit an offer for one or more LOTs, but only one bid may be submitted per LOT. In case a bidder submits offers for multiple LOTs, the deposit must be paid for all LOTs, with clear indication of which LOTs the payment covers. Bids will be evaluated for each LOT separately, regardless of how many LOTs a bidder has offered.
Each bid must be placed in a sealed opaque envelope and include:
- A completed Offer Form – Invitation to Submit Bids – OHR-PA/01/2025 with the financial offer expressed in convertible marks (BAM).
- Proof of deposit payment of 300 BAM for each individual vehicle, to the account of the Office of the High Representative at the Sparkasse Bank DD BiH, account number: 1994990033838466
The form must clearly state the following:
- The bank account number for the deposit refund.
- The bidder’s email address and phone number for official communication.
- The offer must be signed by the bidder, and if the bidder is a legal entity, the form must be stamped with the entity’s official seal.
The Office of the High Representative (OHR) is not responsible for inaccurate or illegible information submitted.
4.3. Bids must be received by the deadline specified in this Invitation for Submission of Bids for the Sale of Vehicles, either in person or by mail. Any bid received after the deadline will be rejected without consideration, and the deposit will be refunded.
4.4. This invitation does not constitute a contractual offer of any kind. Any submitted bid will be considered solely as an offer by the bidder and not as an acceptance by OHR.
4.5. The bidder is responsible for all costs associated with the preparation and submission of the bid. OHR will not be liable for any related expenses, regardless of the outcome of the bidding process.
4.6. The bid will remain valid and open for acceptance for a period of twenty-one (21) daysfrom the deadline for bid submission.
4.7. The bid guarantee (deposit) of unsuccessful bidders will be refunded to the bank account specified in the bid form as soon as possible, but no later than twenty-one (21) days from the expiration of the bid validity period.
- WITHDRAWAL OF A BID
5.1. A bid may be withdrawn upon written request from the bidder before the bid submission deadline. Any withdrawal submitted after the deadline will not be accepted.
- PUBLIC SALE PROCEDURE AND AWARD CRITERIA
6.1. All bids will be reviewed and evaluated by the Office of the High Representative (OHR) in accordance with applicable rules and procedures, as well as the conditions outlined in this Invitation for the Sale of Vehicles, reference number OHR-PA/01/2025.
6.2. The vehicles subject to public sale will be sold individually to the bidder who offers the highest price for each vehicle. The vehicles are sold in their current condition, with the guarantee that OHR is the owner of the vehicle and has the right to sell it without any warranties, either expressed or implied. Successful bidders are responsible for all costs, including but not limited to customs clearance, transport, storage, removal, and disposal of items, in compliance with all local and international laws and regulations.
6.3. OHR will notify all bidders (successful and unsuccessful) of its decision within thirty (30) days from the expiration of the bid submission deadline.
6.4. The only award criterion will be the price. Each LOT will be awarded to the bidder who offers the highest price for that specific LOT. In case of identical (financial) offers, the LOT will be awarded to the bid received first, according to the official OHR record of received bids.
6.5. In the event of a failure of the highest-ranked bidder to proceed due to withdrawal or failure to comply with the terms of sale, the respective vehicle will be awarded to the next highest offer. In such a case, OHR retains the deposit paid by the original highest bidder.
- NOTIFICATION TO SUCCESSFUL BIDDERS
7.1. Bidders whose offers are accepted will be officially notified in writing within seven (7) days after the opening of bids, at the email address provided in the bid. Following the notification letter sent by OHR, the successful bidders must confirm their acceptance of the offer in writing within 48 hours.
7.2. If the notified bidder refuses to pay the full price of the vehicle or fails to make the full payment within five (5) working days after receiving the invoice by email, OHR will irrevocably retain the deposit paid as a guarantee for the bid. The process will then proceed with the next-ranked bidders until the purchase is accepted, or the procedure is cancelled by OHR. In the case that the bidder does not accept the purchase and is notified only after the expiration of the twenty-one (21) day bid validity period, OHR will not retain the deposit in this case.
- BUYER’S OBLIGATIONS
8.1. The buyer is obligated to pay the full amount of the agreed price (minus the deposit, which will be credited toward the price) to the account of the Office of the High Representative in BiH within five (5) working days from the date of notification that their offer has been accepted and receipt of the invoice from OHR.
8.2. The vehicles must be collected and removed from the OHR parking lot in their current condition, without any warranty, within five (5) days from the date the payment is received into the OHR account, and the transfer of sale documentation is completed. The transfer date will be arranged with an OHR representative. The Office of the High Representative will not accept any liability arising from the use of the vehicles after their sale.
8.3. The buyer is responsible for all costs associated with customs duties, taxes, vehicle removal, transport, and any other costs related to this transaction. The vehicles being sold, which were previously used by OHR, were imported without payment of customs duties and VAT. Therefore, for further customs and tax procedures, the buyer should contact the Indirect Taxation Authority directly. The bid price to OHR should not include any taxes or duties, including but not limited to those imposed by local or international customs authorities.
- RIGHT TO CANCEL THE AUCTION AND REJECT ALL BIDS
9.1. OHR reserves the right to cancel, in whole or in part, or suspend the bidding process and reject all bids, at any time and without reason, prior to the award, without incurring any liability to the bidders affected by such actions.
