Gregorian: State Property Inventory a Priority

Acting High Representative Raffi Gregorian met today with the Chairman of the State Property Commission, Zvonimir Kutlesa. During the meeting, the Acting High Representativestressed that “the Council of Ministers should initiate the process of compiling a state property inventory as soon as possible.”
Gregoriansaid the scope of the inventory must be defined in a way that ensures that a sustainable agreement on apportionment can be reached in the future, and that it should be initiated now — in advance of the enactment of a State Property Law — in order to avoid losing more time while a draft law works its way through Parliament.
“If the Council of Ministers fails to act now and leaves the inventory until after a Law on State property is adopted, the transition of OHR into the EUSR is likely to be delayed.” Gregorian warned.
Gregorian also reminded Chairman Kutlesa that, “any draft law that emerges from the Council of Ministers and BiH Parliamentary Assembly must still meet standards for resolving State Property issues set by the PIC at its session in February 2008, including that such apportionment endows ownership of state property assets upon BiH, and other levels of government, that is needed to fulfill Constitutional responsibilities.”
