Deadline for Submission of Proposals is 6th December 2002
OHR is seeking proposals from qualified suppliers for the complete provision of an Edit Suite for the TV News Studio of the Public Broadcasting Service based in Mostar, Bosnia & Herzegovina.
Proposals are to include all aspects of supply, delivery to destination, installation, commissioning, and a provision for ongoing maintenance/spares and after sales service as necessary.
The full technical specification of the suite is attached, and proposals should include all items with provision for the support services shown.
Proposals must be in English, and include the following elements:
1. A full description of all items offered including make/model, brochures, connection wiring diagrams and details of after-sales service for five years.
2. Details of warranty should be clearly stated and should be one year minimum.
3. Proposals should indicate where any item does not correspond with the specification given, but bidders should not be inhibited from offering alternative solutions which would meet the requirement at lower cost.
4. Terms of payment should be clearly stated (OHR payment policy is bank transfer within 30 days of receipt and installation of goods).
5. Prices should be itemised, and shown in EURO (Please note that OHR is a diplomatic entity and is exempt from taxes and duties on purchases. Your prices should be exclusive of all such charges).
6. Prices must cover all aspects as listed above including installation and commissioning. Please include in your offer recommended spare parts as option. Incomplete proposals will not be considered.
7. Proposals must be valid for acceptance for 90 days, with prices fixed for the duration of any subsequent contract.

Preparation of bids must be undertaken without financial compensation from OHR.
Evaluation and award criteria will be based of any of above criteria including quality of offered equipment, price, technical quality of the services, delivery time and warranty.
OHR reserve rights to discuss with any bidder, or to award on the basis of the bids received, or to conclude the matter without award. Decision of the panel will be final.

TECHNICAL SPECIFICATION- EDIT SUITE
The bidder should supply, as part of his/her submission functional diagrams showing the way in which the offered equipment is to be interconnected.
The intention is to provide basic two machine edit suites but the bidders should leave provision for these to be enhanced to three machines with an effects mixer.
The suppliers should allow for and provide suitable patch panels and cords, racking and a desk.
