The Council welcomed the agreement reached by
political leaders in Bosnia and Herzegovina on the implementation of the
Constitutional Court decision on constituent peoples. It commended the crucial
efforts of the High Representative Wolfgang Petritsch in facilitating the
agreement. The Council called for urgent adoption of the constitutional
amendments by the parliaments of the two entities of Bosnia and Herzegovina in
full compliance with the agreement.
By implementing the Agreement, thus embracing the principles of non-discrimination and inclusiveness, Bosnia and Herzegovina would take an important step toward its European future. In the same vein, the Council underlined the importance of full and prompt compliance by the Bosnian authorities of the remaining elements of the Road Map established by the European Commission in the context of the Stabilisation and Association Process. The Council also reiterated the need for all the authorities in Bosnia and Herzegovina to co-operate fully with the International Criminal Tribunal for the former Yugoslavia.
