General Understandings for the City of Mostar

The parties express their commitment that:

• Mostar will remain a single coherent city administration.  Some measure of local authority/administration will continue to exist at a level below that of the City.
• Mostar will not be divided along ethnic lines.  The parties commit to take further steps to reintegrate Mostar and make it more efficient.
• The existing safeguards will remain in place to protect the interests of the constituent peoples in Mostar.
• They will engage in discussions on how to improve the lives of the citizens of Mostar.

Elections in the City of Mostar

The parties express their commitment that:

1. They will uphold the rule of law.  This includes their commitment to ensure that any solution respects the decision of the BiH Constitutional Court of November 26, 2010.
2. They will enable the citizens of Mostar to exercise their basic civic right to participate in local elections as soon as possible.
3. They will seek a compromise through an OHR-facilitated process to achieve the above commitments and obligations.  They recognize that no party will achieve all of its objectives.
