In its resolution 1031 (of 15 December 1995), the Security Council endorsed the nomination of the High Representative to "monitor the implementation of the Peace Agreement and mobilize and, as appropriate, give guidance to, and coordinate the activities of, the civilian organizations and agencies involved" in the implementation of the Peace Agreement on Bosnia and Herzegovina.

The Security Council also requested the Secretary General to submit reports from the High Representative, in accordance with Annex 10 of the Peace Agreement and the conclusions of the London Peace Implementation Conference, on the implementation of the Peace Agreement.
