3. Review of Cluster Areas for 1998

3.1. Return in 1997 to Cluster Areas

The April 1997 RRTF Report foresaw a return potential of approximately 100,000 displaced persons and refugees to the designated cluster areas. The prediction turned out realistic, as illustrated below. The only cluster area to fall significantly below expectation was the Anvil. The 1998 Cluster areas have been revised accordingly, to exclude the Anvil (see sections 4.2. and 4.3.). Also noteworthy, 50% of all returns in 1997 were to designated cluster areas (80,200 out of an overall estimated figure of 160,000 returns in 1997). 4,950 minority returns out of an overall estimated number of registered 8,138 minority returns in 1997 took place to cluster areas.
